Provisional approach to the management of special funds for transport construction in precious urban orbits

(Adopted by Decree No. 9 of 20 August 2013, by the Permanent People's Government of Honduran on 29 July 2013)

Article 1 ensures the funding needs of orbital transport projects, enhances the efficiency of the use of funds, facilitates the construction and operation of orbital transport projects, and develops this approach in line with the provisions of the relevant legislation.

Article II of this approach refers to the rapid rail and urban light and ground-based works carried out within the city's administrative region. Specific funding for orbital traffic construction refers to funds earmarked for the construction of orbital transport projects for all-urban land.

Article 3. Specific funds for orbital traffic construction are administered by financial exclusives, all as a financial input to the Government of the city for the construction and operation of orbital transport projects.

Article IV. Specific funds for orbital traffic construction shall not be used for other purposes other than projects, in accordance with the principle of earmarking.

Article 5 extends to orbital traffic routes outside the city's administrative area, which assumes project-building investments and future operating costs in accordance with their respective administrative jurisdiction.

Article 6. The city's financial sector is responsible for the collection, classification, allocation, management and supervision of the allocation and use of specific trajectory funds.

Relevant work related to the development of specific funds for orbital traffic in accordance with their respective responsibilities is carried out by State-owned asset management, conversion, land, planning, and supervision.

The People's Government of Regions (markets, districts) and the High New Technologies Development Zone Commission (hereinafter referred to as high new zones), the Excellence of the Excellence of the National Economic Technology Development Zone (hereinafter referred to as the opening area) are responsible for the related work of the region's specialized funds for the development of orbital transport.

Zones (markets, districts), high new zones, and the financial sector of the open area are responsible for the collection of funds earmarked for the construction of orbital transport.

The Investment Ltd and the Metropolitan City Road Traffic Ltd regulate the use of orbital transport funds, in accordance with the relevant legislation.

Article 7

(i) Business, tourism, premises, financial industries, recreation industries, etc. (without industrial use) within the city's administration area, with the use of a standard of 50/metres of land for the construction of specific funds for orbital traffic.

(ii) The area of urban orbit and the city's rapid railways (markets, districts), which are operating in commercial, tourism, premises, financial industries, recreational industries, etc. (without industrial use) to support the construction of projects based on a 50-metre-maximum standard-maxed land area.

(iii) In urban villages and slum rehabilitation projects, the use of transfers is made for the resettlement of villagers and residents, or through agreements for the distribution of land for production, livelihood security facilities and public facilities, which are submitted by the people's governments of the project sites (markets, districts), the High Zone Commission, the Municipal Council of Housing, the Commission of Excellence to the city's squatters, and advice from the relevant sectors such as city planning, land, finance, etc., and the provision of funds for transport construction after approval by the city's Government. In such cases, the provision of land-building housing units is made in the form of a transfer of land concessions in the context of market transactions, with specific funding for orbital transport. In the town, the village is matched by commercially developed land in the slum rehabilitation project, with specific funding for orbital transport.

(iv) Specific funds for the construction of orbital traffic are allocated by the Investment Company of the Honour Railway and the Metropolitan City Transport Ltd, which is 5:5 proportions.

Article 8 has not yet been allowed along the orbital traffic to serve as a debt-servicing source for the trajectory construction project, with the crediting and pooling of funds.

Article 9. The related funds at the municipal level are reimbursed by the city's financial sector on a quarterly basis and include earmarked funds in the budget for the construction of orbital transport projects.

Regions (markets, districts), high new areas and areas where land has been paid for the payment of funds, are reimbursed by their financial sectors and earmarked funds are transferred to the city's capital line.

Article 10 Specific funding for orbital traffic construction, pooling and allocation of work procedures:

(i) The size of the land resources sector in the region (communes, districts), the high new area, the area of land resources in the area of land in the area of the region, which has been reported to the city's resources sector within five working days after the end of each quarter.

(ii) The local land resource sector, which summarized the number of land concessions over 10 working days after the end of each quarter, reported to the city's financial sector, accompanied by the Honil Railway Construction Investment Ltd and the Metropolitan Urban Correspondence Ltd...

(iii) Regions (communes, districts), High New Zones, and the offshore financial sector have been transferred to the city's capital masters for the construction of an orbital transport within 10 working days after the end of each quarter.

(iv) Within 20 working days after the end of each quarter, the city's financial sector will be earmarked for the construction of orbital transport, which has been converted into the exclusive family, respectively, for the construction of investment companies in precious railways and the city's trajectory traffic companies.

Article 11. Investments for Hygiene and Hygiene Urban Track Transport Ltd should improve the financial management of orbital projects and increase efficiency in the use of funds.

The municipal audit department conducted a follow-up audit of the orbital project and conducted regular audits of the measurement, classification and use of specific funds for orbital transport.

Article 12

The city's financial sector, the city (community, district), the Government of the People's Republic, the High-Level Committee on Management, the ICM Board, within 15 working days of the end of each quarter, will bring the region's trajectory of funds earmarked for the construction of orbital traffic to the inspectorate.

Article 13 units and individuals who refuse to pay, default, crowd, misappropriation, assembly, relief of orbital traffic and special funds are held by the relevant authorities in accordance with the law.
