Regulation of standardized tourism management in the city of Vilhan

(Adopted by the 61th ordinary meeting of the Government of the Republic of Vavuhan on 20 August 2013, No. 242 of 5 September 2013, published as from 1 November 2013)

Article 1 promotes standardization of tourism, improves the quality of tourism services, improves the functioning of integrated urban tourism services, and develops this approach in line with the laws, regulations and related provisions of the People's Republic of China's Tourism Act, the People's Republic of China Standardized Law, the National People's Republic of China and the National People's Republic of China Standard Law Implementation Regulations.

Article 2 units and individuals involved in the development, implementation and monitoring of tourism standards within the city's administration should comply with this approach.

Article 3. The Government of the city and the people of the region (including the new technology development area of the Lake Vhan Orientale Lake, the Vilhan Economic Technology Development Zone, the ecological tourist landscape area of the city, the Uhan Chemical Industrial Zone Commission, with the participation of the National Economic and Social Development Plan, the establishment of a coordination mechanism for the standardization of the tourism industry, and the inclusion of specific funding for the standardization of tourism at this level.

Article IV. The Government of the city has established the Urban Government's Urban Tourism, Quality, Development Reform, Finance, Urban and Rural Construction, Urban Management, Transport Management, Public Security Agency Transport, Business, Cultural Press Broadcasting, Science and Technology, and Agriculture, and has led the standardization of tourism throughout the city.

The Office of the Urban Tourism Standardization Leadership Team is located in the City Tourism Authority.

Article 5

(i) Implementation of national, provincial and municipal standardization laws, regulations, regulations and policies;

(ii) Implementation and oversight inspections of national standards, industry standards, local standards, and enterprise standards in the city;

(iii) Coordination of municipal standardization authorities to review and issue local norms in the tourism industry;

(iv) To guide the establishment of a standardized working mechanism for sound tourism by leading group units, operators and relevant units of municipal tourism standardization;

(v) Other work carried out by the National Tourism Agency's standardized functions and the provincial Tourism Standardization Leadership Team.

Article 6.

The city quality sector is the standardised authorities in this city responsible for operational guidance on the standardization of tourism in the city.

Other members of the Steering Group on Urban Development Reform, Finance, Urban and Rural Development, Urban Management, Transport, Public Security Agency Transport Management, Business, Cultural News, Broadcasts, Science and Technology, and Agriculture, should be guided by their respective responsibilities in the standardization of tourism.

Article 7 Tourism authorities in the region (including the new technology development area in the Lake Vhan Orientale Lake, the Vilhan Economic Technology Development Zone, the Ecological tourist landscape in the city, the Vhan Chemical Industrial Zone) are responsible for the standardization of tourism in the region, the promotion, diffusion of tourism standards and supervision of the implementation of tourism standards.

Article 8

(i) Organizing and guiding the standardization of tourism in the city;

(ii) To study the need to analyse the standardization of tourism and to participate in the development of standardized development planning and tourism standards in the city;

(iii) Organizing local norms for tourism, setting, revising, technical review and reporting;

(iv) Organizing technical advice, academic studies and exchange of experiences on standardization of tourism;

(v) Other work undertaken by the Urban Tourism Standardization Leadership Team.

Article 9. The municipal tourism authorities shall prepare standardized development planning and tourism standards systems with the city's standardized authorities, with the approval of the city's Government.

Article 10. Tourism standards are divided into national standards, industry standards, local standards and corporate standards.

National standards, industry standards and local standards for tourism are established in accordance with the relevant provisions of the State, the province.

There are no national standards, industry standards and local standards, as well as the need for regulation within the city's tourism industry, and local norms in the city can be developed.

To encourage tourist operators to establish stricter national standards, industry standards, local standards or local regulatory requirements, and apply within enterprises.

Article 11 requires the development of local norms in the tourism industry, which are presented in writing by a single application unit to the Urban Tourism Standardization Technical Committee and are submitted to the names, purposes, scope and main content of the proposed project. After the approval of the municipal technical committee on standardization of tourism and the presentation of the approval by the city's standardization authorities, the establishment of an application unit was drafted.

Article 12, paragraph 1, provides for the development of local norms in the tourism industry and should be guided by technical normative requirements for the development, revision of standards, in line with national and international standards of advanced standards or norms, in the light of the prevailing standards or norms in this city, and widely seek social advice.

Scientific institutions, tourism industry organizations and tourist operators are encouraged to participate in drafting local norms across the city.

Article 13 Technical Committee for the Standardization of Tourism should conduct technical reviews of the draft local norms sent by the application unit. After review of consent, the standardized authorities of the city were approved.

The municipal standardization authorities should make the local norms of the tourism industry approved.

Article 14. The local norms of the tourism industry should be reviewed at the appropriate time, in accordance with the development of the tourism industry. The review cycle generally does not exceed five years to determine that local norms continue to be effective, revised or repealed.

Local norms for the implementation of the benefits of tourism can be brought to the relevant sectors as national standards, industry standards or local standards.

Article 15. Tourism operators and tourist practitioners should strictly implement national standards, industry standards, local standards, local norms or enterprise standards based on the needs of this enterprise, in accordance with the provisions of laws, regulations and regulations, and receive oversight by the tourism authorities and the standardized authorities.

Tourism operators and tourist practitioners should strictly implement mandatory tourism standards and ensure that their tourism goods and services are provided in accordance with the requirements for physical, property security, and that they are not provided to tourists for services that are not in compliance with mandatory standards.

Visitors and tourist practitioners are encouraged to implement recommended tourist standards.

Article 16 encourages tourist operators to establish a modern enterprise operation system that builds a system of science-reasonable, stereotyped and required tourism standards and sets up tourist industry brands.

Article 20 should organize tourism activities in accordance with the requirements of national standards, industry standards, local standards and local norms of the tourism industry, enter into written tourism contracts with the tourists and provide services in accordance with contractual agreements.

Tourism practitioners are engaged in tourism activities and should be eligible in accordance with national provisions, and civilization, language norms should be put in place in tourist activities and the quality of services is consistent with national standards.

Article 21, member units of the Urban Tourism Standardization Steering Group should establish a sound standardized work management system, standard advocacy, follow-up and training, conduct a nuclear evaluation of the standardization of the implementation of the tourism operators in accordance with national standards, industry standards, local standards and local norms, and publish the results of the nuclear evaluation in a timely manner.

Article 22 provides for the quality and integrity of tourism services. The Urban Tourism Standardization Technical Committee should organize, under the guidance of the municipal tourism authorities and the city's standardized authorities, regular work on the quality of tourism services and the survey of tourist satisfaction, as well as the timely publication of the results.

Article 23. The tourism authorities should establish a system for the admissibility of complaints against tourism, regulating the handling of various types of tourist disputes and safeguard the legitimate rights and interests of tourists and tourist operators by law.

Article 24, the tourist operators and tourist practitioners violate the provisions of the laws, regulations and methods governing the standardization of tourism, are being responsibly corrected by the tourist authorities; they are punished by the relevant authorities in accordance with the provisions of the Law on Tourism of the People's Republic of China, the People's Republic of China and the Law on Standardization of the People's Republic of China, and by the tourism authorities in the credit file.
