Greenhouse construction regulations in the Province of Broad Orientale

(Summit 8th ordinary meeting of the Twelfth People's Government of the Great Britain and Northern Province, 8 August 2013, considered the adoption of the Decree No. 191 of 29 August 2013 of the People's Government Order No. 191 of 29 August 2013.

Chapter I General

Article 1, in order to strengthen green planning, construction and management, performs the integrated functions and benefits of green art, protect the ecological environment, improve the habitat, develops this provision in the light of the relevant provisions of the Regulations on Urban and Rural Planning in the Province of Broad Orientale, the Greenization of the Cities in the Province.

Article 2

The Green Line referred to in this provision refers to the establishment of a system of space and sports setation based on natural and manoeuvres such as the Yokohama water, mountain, forest belts, winds, etc., which can open the space and sports slower system for the greening of the trajector or non-mobile vehicles.

Article III. Greenhouse construction should uphold the principles of harmonization of planning, sub-implementation, expediency and weight, reflecting local natural landscapes and historical characteristics.

Article IV. The Government of the people at the district level should incorporate greenfields into national economic and social development planning, urban overall planning and land-use master planning and ensure their implementation.

Article 5 is a public good infrastructure, and more people at the district level should be supported in terms of setting, building, land.

Governments of the urban, district (zone) should include provisions for work such as greening planning, construction, management, promotion and diffusion in the financial budget to guarantee the normal conduct of green works. Investment in basic construction should be included in Government-building investment plans. Provincial finances are supportive of green art construction in less developed economies.

Governments of the urban, district (zone) should formulate preferential policies to encourage and support social funding to participate in greenfield construction.

Article 6. The provincial housing and rural-urban construction authorities are responsible for coordinating, guiding and overseeing green works in the province and organizing this provision.

Governments of the urban, district (zone) should clarify green administrations and identify their institutions and personnel. Greenhouse management is responsible for organizing green work in the current administration area; and other relevant sectors are able to work on green lines in accordance with their respective responsibilities.

Article 7. Greenhouse management and relevant sectors should use information tools to strengthen green planning, construction, management and development.

Article 8 encourages the participation of citizens, legal persons and other organizations in the construction, management and development of green competitions, the establishment of government-led and socially participatory green competition-building, management and development of use mechanisms.

Chapter II Greenhouse planning

Article 9. Greenhouse construction should be in line with the green planning requirements. Greenhouse planning should be based on urban systems planning and urban overall planning, taking into account the natural environment, humanities, public will and economic and social development needs, reflecting the overall requirements for improving the quality of the ecological environment and the living environment and aligning them with relevant planning.

Greenhouse planning includes overall planning for greenfields across provinces and the overall planning of urban greens.

Article 10 Provincial Housing Rural and Rural Construction authorities organize overall planning for the province-wide green line and report on the approval of the provincial Government.

The overall planning of the province-wide green line should identify provincial greenfield construction targets, spacebu and construction standards, specifying the requirements for the demarcation of the Green Lands Control Zone and the establishment of green competitions in the provinces of higher levels.

The Green Land Control Zone referred to in this provision refers to areas that should be protected and controlled in order to guarantee the basic ecological functions of green areas, to create a good landscape environment, to maintain the normal functioning of the facilities.

Article 11. Greenhouse management in the above-mentioned city has organized the preparation of the overall planning of the current regional urban greens in the region, with the approval of the Royal People's Government, to report back to the provincial authorities for rural and urban construction.

Prior to the issuance of the Greenhouse Planning Report, the views of the relevant sectors should be sought and the views of experts and the public should be sought in the form of a validation, hearing or other means.

The approved greening planning should be published on the Government website, on the media or on specialized sites, and on the Government's website.

Greenhouse planning approved by Article 14. There is no need to modify the overall length and control area of the green area, without prejudice to regional ecological structures, greenfield continuity and service functions and implementation in accordance with planning and approval procedures.

The changes should be made to the society.

The construction of new areas in Article 15, the rehabilitation of old cities and rural-urban construction projects involving greenfield construction should be integrated in the development of planning or design programmes.

Chapter III Greenhouse construction

Article 16 Governments of the urban, district and subdistricts should develop annual implementation plans for green art construction, in accordance with green lines, and organize implementation.

Article 17 Greenhouse construction should take advantage of and follow up existing facilities, either in conjunction with village rehabilitation, agro-forestry engineering, environmental governance works, parking greening works, and avoid undermining natural ecological environments and historical human resources.

Greenhouse construction projects should be organized in accordance with the relevant provisions of the basic construction process.

Article 18 Greenhouses and their accompanying facilities are composed mainly of the following:

(i) Green ecologically based systems, such as green protection belts and green discrete bands;

(ii) Sustaining systems developed by step-by-steps, by their own vehicles or by the integrated slowdown;

(iii) Transport interface systems, such as parking facilities, green tunnels and other transport systems;

(iv) Management facilities, commercial services facilities, nodule facilities, Kopu education facilities, safety and security facilities, accessibility facilities, environmental sanitation facilities, etc.;

(v) A marking system, such as information marking, labelling, warning marking;

(vi) Public destinations that are linked to green lines to meet the needs of multiple household activities.

Article 19 Greens should in principle maintain a certain space of isolation with roads and cities. In order to maintain green connectivity, it is necessary to borrow roads or urban roads and to set markings and buffers on roads or cities, to set transport mark lines, transport signals lights, and to limit motor vehicle speeds in accordance with road standards.

Chapter IV Greenhouse management

Article 20 provides for the exclusive management of the green line and can be used to combine government regulation and marketization.

The green administration of the city, the district (zone) should be integrated in the management of green and its associated facilities and identify green management units prior to the use of greens.

Article 21 Greenhouse management and management units should establish a green management maintenance system and a security ombudsman system that will manage green lines in accordance with the relevant technical standards, strengthen the management of green tunnels, establish warning signs in locations where security features exist, implement preventive and emergency measures to ensure the safety and normal use of greens.

Article 22 prohibits:

(i) Mobile vehicles not related to the construction and management of green works;

(ii) Damage to green sanitation and overall landscapes, such as garbage and posting;

(iii) Concidentiality, operation, parking, storing, destroying greens and their accompanying facilities, affecting the normal use of green tunnels;

(iv) Construction of buildings and constructions that are not relevant to the development of greens;

(v) Contrary to the natural ecological environment and historical human resources in the area controlled by the Green Line;

(vi) Other types of activities that may negatively affect the green environment and public safety;

(vii) Other acts prohibited by law, regulations.

No units or individuals shall be allowed to occupy, excavate greens and their accompanying facilities. The relevant authorities should seek the views of the Greenhouse Administration in the light of the need for temporary occupancy, the excavation of greens and their accompanying facilities. The time-bound return has been occupied and the use function of the Green Line has been restored.

Article 24 should establish a sound Greenhouse Archives management system to collate the approved greenfield planning, construction and completion of the receipts and to report to the Urban Archives.

Article 25 Greenhouse management should promote and promote greens to the public in conjunction with the relevant sectors.

Chapter V

Article 26 Greenhouse development should uphold ecological priorities, FNF principles, play a green environment improvement, leisure tourism and economic drive, leading to a green healthy lifestyle.

Chapter VI Oversight inspection

Article 33 Greenhouse management at all levels should organize relevant departments to enhance monitoring of the planning, construction, management and development of the use of green areas and to report regularly to the current Government on the findings.

Article 31 Obligations of citizens, legal persons or other organizations to defend greens and their accompanying facilities have the right to discourage, lodge complaints and report on acts that undermine the green line and its accompanying facilities.

Article 32 should establish greenfield planning, construction, management and development of feedback mechanisms for the use of public opinion, and social supervisors could be employed to monitor greenfield planning, construction, management and development.

Chapter VII Legal responsibility

Article 33 is one of the following acts at the district level of the people's Government, which is rectified by the Government of the High-level People's Government to inform the criticism; and that the responsible and other directly responsible persons are treated in accordance with the law:

(i) No approval and publication of the green area planning in accordance with the provisions;

(ii) The annual implementation plan for green art construction and the organization of implementation, in accordance with green planning.

Article 34, Greenhouse management and related sectors have one of the following acts, either by the Royal People's Government or by the superior authorities, to inform the criticism; and by law the competent and other direct responsible persons directly responsible:

(i) The preparation and modification of green planning in accordance with the provisions;

(ii) No construction in accordance with the approved Greenhouse Planning Organization;

(iii) There is no green management maintenance system and a safe ombudsman system, or no regulatory maintenance and safety inspections, as prescribed;

(iv) No archiving of approved greenfield planning, construction and completed inspection data, as required.

Article 33, in violation of article 22 and article 23 of this provision, is punishable by law by the competent authorities.
