Means of security management of the two handicrafts in the city of Hun Yamazaki (a pilot)

Article I, in order to strengthen the security management of handicraft transactions, to prevent criminal activities such as the collection, sale of stolen, etc., and to develop this approach in the light of the Law on the Safety and Security of the People's Republic of China.

The second approach refers to two handicrafts referred to in article II, which refer to handicrafts for more than two transactions and electronic products with the function of a handicraft.

Article 3 units and individuals (hereinafter referred to as second-hand operators) should comply with this approach.

Article IV. Public security authorities in the city and in the flag district are responsible for the management of security transactions between two handicrafts in the current administration.

Departments such as business, urban law enforcement, economic and informationization, prices should be managed in coordination with their respective responsibilities.

Article 5 (2) Operators shall, within fifteen days of the date of the acquisition of licenses from the business administration sector, hold business licences and their copies to the flag-level public security authority at the location.

The second handicraft operator's suspension, or change of name, place of operation, legal representative and scope of operation shall be subject to the procedures for the modification of the flag-level public security authority in the original case within 15 days of the date of the registration or registration of the change.

The second handicraft operator should establish a security defence system and a screening, registration system, under the guidance of the public security authorities, within thirty days of the date of the filing of the case, and install and use a security management information system with the network of public security authorities.

Article 7 deals with the operation of two handicrafts and shall be carried out within the operating space specified in the licence.

No business licence or public places such as urban roads, squares, underground corridors, as well as the movement of streets, are prohibited from engaging in the sale of handicrafts.

Article 8 does not deal with either of the following cases:

(i) Theft, smuggling or possession of stolen or smuggled suspects;

(ii) The seizure, seizure or other preservation measures by law;

(iii) No access to a licence;

(iv) Laws, regulations and other conditions prohibiting transactions.

The second handicraft operator of article 9 should test the two handicrafts sold and document their basic characteristics, origins and arrivals in detail, and register effective evidence of the sale or commissioning of the distributing, selling and handicrafts, personal resident identification or authorizations; register effective evidence of the purchaser's unit, personal resident identification or authorization of the buyer's own sale.

Article 10 II operators, in accordance with article 9 of this approach, shall register and register information on the security management information system after the end of each transaction and maintain over two years.

Twenty-one operators should be kept confidential for the identification, registration and admission of information, with the exception of public safety, judicial representation and access.

Article 11 II Operators found in the transaction that there were suspicions of the sale of stolen or public security authorities to inform the organizers and thefts, which should be reported immediately to the public security authorities.

Article 12 The public security authorities should strengthen the security inspectorate of the two handicraft operators, monitor and possess information on the transaction of the two handicrafts.

The above-mentioned public security authorities check the transaction of two handicrafts, and the operators of the two handicrafts should cooperate actively and provide records and other relevant information on the transaction activities of the two handicrafts.

In violation of article 5 of this approach, the two-hand operators have not been able to file a case before the public security authority, which is being converted by the time limit of the public security authority; they have not been reformulated, with a fine of more than one thousand dollars.

Article 14.

(i) The business administration sector is punishable by law by law by the commercial administration, where there is a fixed place of operation without obtaining a business licence to engage in two-hand transactions;

(ii) Mobility in urban roads, bridges, squares and other public places, which are punishable by law by law by the urban law enforcement authorities in accordance with the Regulations on the Incorporation of Sanitation in the city of Hi and Hui.

Article 15, in violation of article 8, paragraph (i), of this approach, provides that the public security authorities may be seized by law and in accordance with the relevant provisions of the State; in violation of the provisions of subparagraphs (ii), (iii), by law.

Article 16, in violation of article 9, article 10 of the present approach, stipulates that the two-competary operators are not registered with the identity information of the transaction, that they are not promptly recorded in the security management information system or information retained for a period of two years, and that the period of time has been changed by the public security authority, which is not later than two thousand dollars.

Article 17 II deals with violations of the Law on the Safety and Security of the People's Republic of China, which is dealt with by law by public security authorities; constitutes an offence punishable by law.

Article 18 governs the price, quality and other trading order in which the transaction involves a handicraft transaction and is governed by law by the relevant administration.

Article 19 provides for the establishment of the executive rules in accordance with this approach.
