Modalities for standardized management of tourism

(Adopted by Decree No. 123 of 6 December 2013, No. 123 of the Government of the Livestock People's Republic of 10 January 2014)

In order to enhance the standardization of tourism, to enhance the quality of tourism services, to preserve the legitimate rights and interests of tourist operators and tourist operators, and to develop this approach in line with the relevant laws, regulations and regulations, such as the Standardized Law of the People's Republic of China, the Law on Tourism of the People's Republic of China, the Harmonization of the Southern Province.

Article 2, which refers to the standardization of tourism, refers to the repetitive use of goods and concepts for the production, operation, services, management of the tourism industry, through the development of standards, implementation standards and oversight of standard implementation, with a view to achieving a dynamic process of overall improvement in the quality of tourism development.

Article 3 units and individuals involved in the standardization of tourism activities within the city's administration should comply with this approach.

Article IV is responsible for the standardization of tourism throughout the city and for the operational guidance of the city's standardized administrative authorities. The relevant municipal administrations are guided by their respective responsibilities to standardize tourism.

The Governments of Article 5 districts (markets, districts) should incorporate the standardization of tourism into national economic and social development plans, establish sound standardization mechanisms to promote the standardization of tourism.

Article 6 encourages scientific institutions, industry associations, agencies and business units to participate in the development of national standards, industry standards.

Article 7

(i) Follow-up to national and provincial standardization laws, regulations and approaches, policies;

(ii) Develop development planning, plans and systems for standardized urban tourism across the city;

(iii) Building and day-to-day management of the Technical Committee for the Standardization of Urban Tourism;

(iv) Organization of the declaration of local norms for tourism at the municipal level;

(v) Organizing tourism standards advocacy, training, implementation and monitoring inspections;

(vi) To guide the city's direct sector, the city (market, area) and tourist operators in the standardization of tourism;

(vii) Organizing research on the standardization of tourism and regional exchange and cooperation;

(viii) Extensive outreach and recognition for the standardization of tourism throughout the city;

(ix) Conduct standardized knowledge dissemination, education and universal access to tourism.

Article 8

(i) To follow up on national and provincial standardization laws, regulations and approaches, policies and to develop a standardized workplan for tourism in the industry or in the sector;

(ii) Advocacy, training and implementation of national standards, industry standards and local standards in the industry or in this sector;

(iii) Organizing the industry or the sector in relation to national standards for tourism, industry standards, local standards and declaration of local norms at the municipal level, as well as development;

(iv) To organize the construction of a system of tourist standards in the industry or in the entrepreneurship units to create model units for national or provincial tourism standardization;

(v) Standardizing tourism in the focus area, in line with the uniform deployment and arrangement of municipal tourism administration authorities.

Article 9

(i) Follow-up to national and provincial standardization laws, regulations and approaches, policies and development planning and plans for the standardization of tourism in the region;

(ii) Establish mechanisms for coordination and incentives to promote the standardization of tourism and to effectively promote the standardization of tourism;

(iii) To organize monitoring inspections of implementation within this jurisdiction on national standards, industrial standards, provincial local standards and local norms;

(iv) The establishment of public tourism facilities such as the Tourism Information Advisory Centre within the Territory, the tourist traffic mark, the tourism public toilet.

Article 10 should establish local norms for urban-level tourism without national standards, industry standards and provincial local standards and the need to harmonize technical requirements across the city. Local norms or corporate standards are encouraged to be established in strict national standards, industry standards and local standards.

Article 11. The relevant sectors of the city and the tourist operators may submit applications for the development of local norms for municipal tourism, and the city's standardized administrative authorities are responsible for receiving and making them.

Article 12 With the establishment of a drafting working group on local norms for municipal tourism, the organization of research, evidence and the development of normative requests based on careful discussion of the draft norm.

Article 13 Administrative authorities for standardization of the city seek advice within the entire city, without fewer than five units. The normative request should be made available on the city's standardized official website and widely consulted on the various sectors of society. On the basis of the consultation, a normative review was finalized.

Article 14. The municipal executive authorities shall invite professionals familiar with the standardization of tourism to validate local norms for municipal tourism. The members of the Audit Group are not less than five, and the Auditor-General is responsible for the conduct of the audit. The approval and publication by the municipal standardization administration is governed by law.

The local norms of the tourism industry should be reviewed as appropriate, in accordance with the development needs of the city's tourism industry. The review cycle generally does not exceed five years to determine that local norms continue to be effective, revised or repealed. Local norms for the implementation of well-implemented tourism can apply for increasing national standards, industry standards or local standards.

Article 16 Tourism operators and tourist practitioners should strictly implement mandatory tourist standards and ensure that their tourism products and services are in compliance with physical, property security requirements and that they are not provided to tourists with non-mandatory standards.

Article 17 encourages tourist operators to implement national standards for recommended sex tourism, industry standards, provincial local standards and local norms at the municipal level. The recommended criteria (or norms) are included in the external commitment, advertising or contractual agreement of the tourist operators and must be strictly enforced.

Article 18 encourages tourist operators to implement the quality management system, the environmental management system, the occupational health safety management system and the national standards of excellence in performance evaluation guidelines, to establish and implement service-based standard systems that address national or provincial, municipal quality management and service standardization.

Article 19 tourist operators should incorporate infrastructure, service facilities and security protection facilities that are required to implement the standards (or norms) into their construction plans.

Article 20 of the Municipal Tourism Administration conducts an evaluation of the implementation of national standards, industry standards, provincial local standards and local norms at the municipal level and publishes the results of the evaluation in a timely manner.

Article 21 Governments should respond to units and individuals that have made a prominent contribution in the standardization of tourism, provide recognition and incentives and inform the units that implement the standards.

Article 2 provides for local norms for accessing significant economic benefits and social benefits, and municipal tourism administration authorities should actively recommend, declare scientific and technical results awards to the relevant sectors.

Article 23 imposes penalties on units and individuals that violate the standards, in accordance with their respective responsibilities, in accordance with the relevant laws, regulations and regulations.
