Decision on decentralization of administrative matters (Summit of 21 November 2013 at the 21st ordinary meeting of the Fifteenth Municipal Government of the Sea, adopted by Decree No. 97 of 26 December 2013, on the date of publication)
In accordance with the spirit of the decision of the CEAC to advance the reform of the administrative approval system in depth, it is now determined that 27 administrative matters are vested in law. The relevant sectors of the municipalities need to adhere to the principles of decentralization, accountability, efficiency, research and timely treatment of possible situations and problems arising from the decentralization of administrative matters, and to make them closely connected and regulated. A variety of areas should take effective measures in a timely manner to ensure that decentralized administrative matters are put in place, including institutional, personnel and funding, and avoid the occurrence of desertions or omissions. The municipalities may not reproduce the delegated administrative matters in the name of filing, approval, etc. Areas should further establish a regular system for the implementation of decentralized administrative matters and report on administrative matters in a timely manner to the relevant municipalities. The relevant sectors of the municipal government are to perform macro-management, operational guidance and ex post facto oversight responsibilities to guide and assist the host and implementation of decentralized administrative matters in each area. The municipalities should conduct regular oversight inspections, find problems in the implementation of decentralized administrative matters in a timely manner, and promote the rehabilitation of all sectors. The relevant sectors of the municipal government may be brought to the approval of the decentralization of administrative rights by the municipal authorities, if they are not properly implemented. Each region should develop a corresponding policy and management system that would improve the regional-level service platform to ensure that decentralized administrative matters are regulated efficiently. iv. Responsibilities should be vested in the decentralization of administrative matters in the municipalities and sectors involved in the implementation process, the inspection department should increase accountability and ensure the successful implementation of the decentralization of administrative rights.
