Modalities for the implementation of the Meteorological Facilities and Meteorological Detecting Environmental Protection Regulations in the Province of Chronology

(Adopted by the Government of the province at its 3rd ordinary session, in 2014, No. 177 of the People's Government Order No. 177 of 23 April 2014, which came into force on 1 June 2014.

Article 1 provides for the implementation of the Department of State's Regulation on the Conservation of Meteorological Facilities and Meteorology, which is being developed in the light of the practice of the province.

Article II applies to the protection of meteorological facilities and meteorological detection environments within the province's administration.

Article 3. Principles for classification protection and sub-management of meteorological facilities and meteorological environmental protection.

Article IV. Governments of more people at the district level should strengthen the organizational leadership of meteorological facilities and meteorological exploration for environmental protection, coordinate key issues in meteorological facilities and meteorological environmental protection, and incorporate the requirements for meteorological facilities and meteorological environmental protection into the current financial budget.

Article 5 above-level meteorological authorities are responsible for the environmental protection of meteorology facilities and meteorology in this administrative area, under the leadership of the parent-level meteorological authorities and the current people's Government. Specific fulfilment of the following responsibilities:

(i) Provide meteorological facilities in accordance with relevant quality requirements and technical requirements, establish the necessary protection devices and establish a sound security management system;

(ii) Conduct routine inspections and monitoring inspections of meteorological facilities and meteorological detection of environmental protection;

(iii) Management, guidance and monitoring of meteorological facilities and meteorological detection in other sectors with meteorological stations.

Article 6

More than the people at the district level, in rural and urban planning sectors, should be carried out in accordance with the provisions of the Meteorological Facilities and Meteorological Survey Environmental Protection Regulations and the meteorological facilities and meteorological facilities and special environmental planning for environmental protection in order to avoid endangering the climate detection environment.

In approving the establishment of radio stations, stations or frequency at the district level, the radio management of the people's Government should be conducted in accordance with meteorological facilities and meteorological environmental protection provisions to avoid crowding and disrupting meteorological radio stations established under the law, frequency.

Other sectors such as national land resources, environmental protection, agriculture, forestry, water and education perform related responsibilities for meteorological facilities and meteorological exploration for environmental protection in accordance with the provisions of the Department of State and this approach.

Article 7. More meteorological authorities at the district level should develop specific planning for meteorological facilities and meteorological environmental protection in sectors such as housing rural and urban planning, land-land resources, with the approval of the current people's Government incorporating rural and urban planning and land use master plan. Urban and rural planning, land-use master planning adjustments relate to specific planning for meteorological facilities and meteorology for environmental protection, and in rural and urban planning, and inland resource sectors, advice should be sought from meteorological authorities.

Article 8. More meteorological authorities at the district level should prepare meteorological facilities and meteorological research programmes for environmental protection advocacy, and organize awareness-raising campaigns on meteorology facilities, such as education, the media.

Article 9 Governments of more people at the district level should, in accordance with Article 8 of the Meteorological Facilities and Meteorological Detecting Environmental Protection Regulations, rationalize the establishment of meteorological facilities to provide basic conditions such as utilities, transportation, communication and communication, to ensure the smooth operation of meteorological facilities.

The following Article 10 meteorological stations and their detection environment should be protected by law:

(i) National baseline climatic stations, national basic meteorological stations, national general meteorological stations, and national unplanned meteorological stations;

(ii) High air meteorological observation stations, weather radar stations, meteorological satellite ground stations;

(iii) Regional meteorological observation stations, environmental meteorological stations, ecological meteorological stations, agricultural meteorological stations;

(iv) Other sites established by more than provincial meteorological authorities. Separate meteorological detection facilities and their detection environments, such as disaster prevention, public services, climate resource development, should be protected by law.

Article 11. Municipal, district-level meteorological authorities in the establishment of normative protection signs in the vicinity of meteorological facilities, indicating the scope of protection and protection requirements.

Any unit or individual shall not destroy or self-moval protection signs.

Article 12, new construction, alteration and expansion of construction, should avoid endangering the climate detection environment. Indeed, the construction units should report and make appropriate remedies to the Department of State meteorological authorities or provincial meteorological authorities, in accordance with the procedures set out in article 17 of the State Department's Meteorological Facilities and Meteorological Environmental Protection Regulations.

The reports submitted by the construction units should include the overall planning map for the works, the assessment of the extent of the environmental impact of meteorological detection, and the technical parameters of radio equipment.

The following conditions should be met in accordance with Article 13 of the Regulations on the Protection of Meteorological Facilities and meteorology:

(i) The construction of new sites for the relocation of meteorological stations has been achieved;

(ii) The costs of relocation of meteorological stations have been implemented;

(iii) The proposed relocation of new sites is in line with the Meteorological detection environmental protection standards;

(iv) Other conditions established by the State and the province.

Article 14. The separate unqualified meteorological facility, commissioned by the meteorological authorities that established the meteorological facility, is responsible for the protection of the units or individuals, and has signed a management agreement to clarify the rights and obligations of both parties.

Article 15. When meteorological facilities are damaged by force majeure, local people and meteorological authorities should take urgent measures to organize the rehabilitation of forces and ensure the proper functioning of meteorological facilities.

More than zonal meteorological authorities should strengthen the day-to-day inspection and monitoring of meteorological facilities and meteorological detection of environmental protection. The following measures may be taken:

(i) To request the inspectorate or the individual to provide documents, notes, information;

(ii) To request clarifications from the inspection unit or individuals on the issues;

(iii) Access to field investigations, evidence.

More than the meteorological authorities at the district level have found violations to be investigated by other departments and should be informed of the authorities concerned. The authorities concerned have not been properly checked in a timely manner, which can be directly informed and reported by the Government of the people at the current level.

Article 17

(i) The unauthorized relocation of meteorological stations;

(ii) Authorized the establishment of garbage, humiliation, radio stations ( stations) in the context of the environmental protection of meteorology, as well as new construction, alteration, expansion of construction works that endanger the climate detection environment;

(iii) There are other abuses of power, sterilization, provocative fraud and non-performance of meteorological facilities and meteorological environmental protection functions.

Article 18, in violation of article 11 of the present approach, undermines or unauthorized access to mobile meteorological facilities and meteorological environmental protection signs, and is subject to a fine of up to 1000 by more meteorological authorities at the district level.

Article 19, in violation of other acts under this scheme, provides for penalties under the law.
