Screening management options for film distribution in the sea

Chapter I General

Article 1

Article 2

Article 3

The Cultural Broadcasts Authority of the Shanghai City (hereinafter referred to as the House of Commons) is the competent authorities for the distribution and screening of films in this city.

Regional, district and cultural administrations are responsible for the management of film screenings in the Territory, and are operationally guided by the LGW.

Various sectors such as public security, business, health, goods, finance and tax should be able to distribute and map the management of films in accordance with their respective responsibilities.

Article IV

The publication, screening and screening of films must be carried out in accordance with the law, uphold the direction of people's services, serve as socialist services, disseminate ideas, ethics, science and technology and cultural knowledge that are useful for economic development and social progress and preserve the legitimate rights and interests of the authors of the film.

Article 5

The city imposes a licensing system for the distribution of business movies and screening activities.

Chapter II Application and approval

Article 7 (Definition of distribution units)

The film distribution unit refers to units that provide movies for screening units.

Article 8

The establishment of a film distribution unit should have the following conditions:

(i) There are activities that meet the required conditions and associated facilities;

(ii) Managers familiar with the production process;

(iii) The need for a management system for the distribution of movies;

(iv) Provision of funds;

(v) Other conditions established by the National Film Administration.

Article 9

The Film Screening Unit refers to units that have film screening equipment, engage in films (including 35 mm, 70 mm, etc.), screening activities, including business screening and other forms of movies.

The business film screening unit refers to units for the production of film screening activities in the form of sale of tickets to the public in society for the purpose of profit, including units such as the Film House, the Film Screening Team and the units of the theatre, the Cultural Palace (consultation), cereals, clubs, etc.

The non-commercial film screening units are established within the agencies, forces, social groups and enterprises, business units and units that provide film screening services for this unit or for employees of the system.

Article 10

The establishment of a business screening unit should have the following conditions:

(i) The name and statute of the film screening unit;

(ii) The scope of operations identified;

(iii) Organizations and professionals that are required to adapt to operational scope;

(iv) Funds, premises and equipment required for adaptation to operational scope;

(v) Other conditions under law, administrative regulations.

Article 11

The following materials should be submitted for the establishment of a film distribution unit:

(i) Applications;

(ii) Biographical information and other related evidence of the legal representative and management;

(iii) Fund credit certificates;

(iv) A certificate of property rights in the area of activity or a housing lease contract.

In addition to the material provided in the previous paragraph, the request for the establishment of a commercial film screening unit should also be submitted to the materials such as the construction graph, the name and type of the screening equipment.

Article 12

The establishment of a film distribution unit should be made available to the City Broadcasts. The CEO should provide the applicant with written replies within 45 working days from the date of receipt of all requests. A licence for the release of the film was granted by the municipality's Excellence. A film distribution unit has been established across provinces, self-government zones and the municipalities of direct jurisdiction to process the approval process in accordance with the relevant provisions of the State.

The establishment of a business film screening unit should be made available to the City Broadcast Authority. The LTTE shall give the applicant a written response within 45 working days from the date of receipt of all requests. Article 13

Article 14.

The distribution, consolidation, separation, disbandment or change of names, addresses, scope of operations, statutory representation should be made to the relevant executive branch in accordance with the establishment of the approval process.

Article 15

The publication of movies, the effective period for screening licences is three years. The issuance of commercial films, the screening unit would need to continue the period of effectiveness of the licence, and the application of a petition to the House of Broadcasts by 30 years of effectiveness should be made, upon request, by the decision to grant continuity before the expiry of the licence period.

Chapter III Operational activities management

Article 16

The issuance of movies, the screening unit should conduct the distribution, screening and screening activities in accordance with the operational scope approved for the publication of movies.

Article 17

Article 20

The cinema unit enjoys the right to work under the law. The issuance of any unit, the screening of films, shall be subject to the licence of the author of the film, except as otherwise provided by law, administrative regulations.

The issuance of movies, the release of films by screening units and the screening of licences should be negotiated with the relevant parties.

Article 21

The film distribution unit shall not limit the source of film film films from the film screening unit and shall not limit the proper operation of other film distribution units.

Article 2 (Requirement for television screening of films)

Chapter IV Legal responsibility

Article 32 (Administrative penalties)

In violation of the provisions of this approach, the Municipal Broadcasts or Regional and Districts' Cultural Administration are punished in accordance with the following provisions:

Article 33 (Review and litigation)

Article 34

Chapter V

Article XV (Management of system distribution units, such as force, education)

Article 37 (Actual date and repudiation)

This approach was implemented effective 1 December 1997. A screening management approach to the distribution of the films in the Shanghai City was also repealed by the Government of the Shanghai City on 27 April 1992.
