Module management approach in the town of Kin Minh

Chapter I General

Article 1, in order to strengthen the management of motor vehicle washing in the city, protect the lawful operation, regulate the operation of vehicle laundering, develop this approach in line with the relevant laws, regulations and regulations, such as the Road Transport Regulations of the Yumnan province.

Article 2. This approach applies to activities such as the operation, management, monitoring and service of motor vehicles in the city's administration.

Article 3. This approach refers to mobile vehicle washings that have a fixed place of operation with clean-up of vehicles that are adapted to their scale of operation, washing water cycle filters, drainage, sewage treatment, etc., and mobile vehicle cleaning services for the operation of the main battalion.

Article IV. Governments of municipalities, districts (communes, districts) should strengthen leadership in the management of motor vehicle washings, nurturing and supporting the development of motor vehicle-washing industries.

Article 5. The municipal transport administration is the competent authority for the operation of the motor vehicle-washing industry, whose road transport management is specifically responsible for the day-to-day supervision management and service of motor vehicle washing.

The executive branch, such as pipelines, planning, business, environmental protection, sewerage, water, urban management and public safety, is co-ordinated with their respective responsibilities to oversee the management of motor vehicles.

The start-up and operation of the motor vehicle washing should be guided by the principles of integrated planning, rationalization, water efficiency and energy conservation.

Article 7. The Mobile Cardage Industry Association should strengthen industry self-regulation, develop service laundering norms and assist in the management of motor vehicle washing.

Article 8 encourages operators to invest in the development of science and technology innovation, environmental-washing systems.

Chapter II Planning and start-up conditions

Article 9. The municipal transport administration should be structured in line with the overall urban planning and integrated transport development planning, as well as the needs of rural and urban construction, to prepare the city's motor vehicle washing and to report to the Government of the city for implementation.

Article 10. The executive branch, such as business, environmental protection, wing, shall conduct the clearance of motor vehicle laundry sites in accordance with the relevant legislation and the specific planning of motor vehicle washing sites in the city. It is prohibited to establish mobile vehicles in the following regions:

(i) In the residential building of the population;

(ii) The area of rapid urban roads and poles control;

(iii) The core area for the protection of cultural heritage and the water resources conservation area;

(iv) To pave the way for streets that are not exclusively designed and adapted for the operation of mobile vehicles;

(v) Other areas prohibiting the start of motor vehicle washing.

Article 11. The following conditions should be available for the start-up of mobile vehicles:

(i) There are premises, facilities and equipment consistent with the provisions of this approach;

(ii) Improved internal management systems, operating codes and operational norms;

(iii) Technicians and laundering services that are adapted to the scale of operation;

(iv) In line with relevant requirements such as environmental protection, drainage, water and sanitation.

Article 12. The motor vehicle washings should be divided between the washing area, the area of friction and waiting areas. Of these, the washing area should be installed indoor or closed sites, using the slack of hard-clination ground and the interception of water.

The motor vehicle washings should use refuelling or install the use of cyclical water facilities, water-clearing equipment, install contaminated governance facilities that meet environmental requirements and equip facilities such as cleaning, sedimenting, recycling and recovery, adapted to their operational scales.

Chapter III Status and registration management

Article 13

The operation of the motor vehicle cleaning service should be made available to the municipal road transport management authorities. The following materials should be submitted at the time of the submission:

(i) The registration form for the washing of motor vehicles;

(ii) Review of business licences and environmental protection, sewerage, drainage, water, or approval of documentation;

(iii) The use of premises (including rental) to substantiate material;

(iv) Harmony and disposal measures for lagging;

(v) Mechanics;

(vi) List of practitioners;

(vii) Security of production responsibilities, internal enterprise management systems, operational codes and operational norms.

Article 14. When the municipal road transport management has received submissions, it is important to review whether the material is sufficient.

In full and in accordance with the statutory form, the municipal road transport administration should be reviewed within three working days of the date of receipt, in accordance with the provisions and in the issuance of the Business Documents relating to road transport in the province of Yunnan; written advice on non-conditionalities and inform the relevant sectors.

Article 15 prohibits the transfer, rental and borrowing of the Operational Reserve for Road Transport in the Province of Yunnan.

Chapter IV Operational management

Article 18

(i) To adhere to the relevant laws, regulations and regulations and to operate in good faith;

(v) Quality services should be delivered to regulate orderly sanitation;

(vi) The inspection and registration of the appearance of vehicles entering and exit;

(vii) To perform vehicle custody obligations and to issue laundering vouchers;

(viii) The washing of vehicle wastewater into urban drainage facilities must meet national or local emission standards;

(ix) Regular clearance, maintenance of wastewater collection networks and sewage treatment facilities to ensure drainage and water quality.

The operators of the motor vehicle washing should conduct the washing water process. It is prohibited to access water pipelines for public facilities such as public greenfields and sabotage, or to illegally use rivers and groundwater resources for motor vehicle cleansing.

Article 20 imposes a targeted water and differential water price system for mobile vehicles, with specific water standards and water prices developed by the municipal water administration.

Chapter V Services and oversight

Article 21 provides for market adjustments for the laundering of motor vehicles, which are owned by motor vehicle operators.

The operators should strictly implement the provision of a minimum price, showcases at awaken location, clar service charges, and fees standards.

Article 2

The operators of motor vehicles should participate in the quality of the annual service.

Article 23. The municipal road transport management body should enhance oversight of the operation of motor vehicles.

The operators of the motor vehicle washing should be subject to oversight under the law, such as providing information or information.

Article 24: The municipal road transport administration should establish a complaint telephone to receive social oversight.

Chapter VI Legal responsibility

Article 25, in violation of this approach, is one of the following conditions for the operators of the motor vehicle washings, which is being converted by the road transport management authority; is fined by more than 3,000 dollars after the delay; and the proceeds of the offence are confiscated:

(i) No case in accordance with the provisions of this approach;

(ii) The washing area has not been installed in the room or in closed sites and has not been used to prevent the intrusion of hard-copy areas and to establish no intersecting water;

(iii) Unsubstantiated and informed consumers prior to the termination of the operation, without a return to the operation certificate of the motor vehicle washing;

(iv) The illegal sale, transfer, rent, and the transfer of a motor vehicle washing business warrant.

Article 26, in violation of this approach, has one of the following conditions for the operators of the motor vehicle washings, which are being responsibly corrected by the road transport management body; and is fined by the amount of 500,000 yen:

(i) No name of a motor vehicle washing, a motor vehicle washing or a supporting document;

(ii) No publicized service charges project and fees criteria for prominent locations;

(iii) The quality of the annual service is not evaluated as required.

Article 27, in violation of this approach, provides that the motor vehicle washing operator has one of the following conditions, which is being converted by the road transport management authority to the time limit, and that the delay is not rectified by a fine of more than 1000 dollars:

(i) No inspection registration and issuance of laundering vouchers, as required by this approach;

(ii) The flow of washed water to areas outside the motor vehicle;

(iii) Use of lagging products that are not in compliance with environmental requirements.

In violation of other provisions of this approach, the second eighty-eight motor vehicle operators are punished by the executive branch, such as business, environmental protection, sewerage, water, urban management and public safety, in accordance with the relevant laws, regulations, regulations and regulations.

Article 29 states that the relevant executive branch and its staff are in one of the following cases in the management of the motor vehicle washing, and that the responsible person shall be treated in accordance with the law; constitutes an offence and shall be held criminally liable under the law:

(i) To use job facilitation requests, receipt of property from other persons or other interests;

(ii) It is found that the offence is not investigated by law or is not communicated to the competent administrative authorities;

(iii) Non-performance of management responsibilities;

(iv) Other instances of negligence, abuse of authority, provocative fraud.

Chapter VII

Article 33
