Methodology for the management of dust pollution in the city of Land

(Summit No. 53 of 15 November 2013 of the Government of the Länder to discuss the adoption of Order No. 10 of 5 December 2013 of the People's Government Order No. 10 of 5 December 2014, effective 1 February 2014.

Article 1 provides for effective control of dust pollution, protection and improvement of the quality of the atmosphere, in accordance with the laws, regulations and regulations such as the Instruction of atmospheric pollution in the People's Republic of China, the Act on the Implementation of the Atmospheric Pollution Control in the Länder State, and the practice of the city.

In accordance with the principle of territorialization, the Government of the People of the District (zone) is responsible for the development and organization of the work programme for the control of dust pollution in the Territory, in accordance with the principle of territorialization.

The integrated administrative law enforcement authorities in urban management are responsible for the management of garbage, engineering residues and road clean-up pollution control.

The Environmental Protection Administration is responsible for environmental monitoring, monitoring and regular publication of environmental information on the state of dust contamination, and is responsible for the management of surveillance by industrial enterprises and stoves for the control of dust contamination, such as slots, sediments.

Urban-rural-building administrative authorities are responsible for the construction of housing construction works, construction of municipal infrastructure works, temporary exploitation of roads in urban areas, and supervision management of plant fire pollution control in the greening works.

The Government's transport management is responsible for the detection of road traffic offences for construction garbage, engineering saving vehicles, and for the clearance of the above-mentioned vehicle route and time of movement, which is not used in a sealed manner by the above-mentioned vehicles in line with the law enforcement authorities.

Article 6

People's governments and functional sectors should take appropriate measures to manage and control emergency response in accordance with the Government's atmospheric pollution early warning levels.

Article 7. Any unit and person shall be entitled to report and complain about acts that cause dust contamination, and the receiving entity shall communicate the results to the reporting person or the complainant.

Article 8. The construction shall be in line with the following anti-polluting requirements:

(ii) Grounds of construction work and roadways should be hard-calibreed and sprayed;

Article 9. Construction, in addition to the provisions of article 8 of this approach, should be accompanied by an effective spoiler or abode of dust, which should be taken in the course of the demolition.

Article 10 Construction of municipal works, in addition to the provisions of article 8 of this approach, should also be in line with the following requirements for fire pollution control:

(i) The construction machinery should take measures such as spraying, spraying, etc. to prevent the contamination of dust when carrying out operations such as exhumation, crafting, rift, and fragmentation;

Article 14.

To:

(i) The ground should be hardened;

(iv) The establishment of a dedicated vehicle cleaning site at the Export Service, with a washing facility for transport vehicles.

Article 15. Harmony of roads should be in line with the following fire requests:

(i) The main roads, water spraying three times a day, cleaning at least one day and a second dry road, spraying two times a day and cleaning at least once every two days. Except for the weather below 4 degrees of rain and temperature;

(ii) It should be completed by 7 p.m. a day;

(iii) Over four times in winter temperatures, the main roads in the urban area should increase the number of spraying and spraying;

In open public places such as parking, vehicle stations, property rights units or operating units should be established to prevent dust contamination.

Article 16

(i) During the issuance of contaminated weather early warnings, the municipal authorities ceased to operate in such areas as a whole land, foreignment, and spoilers;

(ii) Planned trees should be removed. Need for development

Approach development process

In order to effectively address the problems in the management of dust pollution, the municipal authorities have called for specific legislation to strengthen the management of dust pollution, enabling the management of dust pollution. Several issues that need to be noted are:

(i) Regulatory responsibilities. Article 5 of the approach stipulates that the Integrated Administrative Enforcement Authority for Urban Management is the integrated coordination sector for the management of dust pollution in the city, the organization responsible for this approach, and the coordination and supervision of other relevant administrative departments to perform oversight functions. In accordance with the spirit of the relevant documents such as the Lands' Government's Bulletin on further strengthening the management of urban dust pollution management, article 5 of the approach stipulates that the Government of the People of the District (zone) implements the integrated monitoring management of dust pollution control in the Territory, in accordance with the principle of territorialization, and is responsible for the development of a programme of work for the prevention and management of dust in the Territory. The approach also details the specific responsibilities of the relevant functional sectors to facilitate practical operation and accountability.

(ii) Requirements for fire pollution control. The approach presents clear fire protection requirements for engineering, construction, construction, municipal engineering, dismantling construction, unused integrated exploitation of project works, construction waste (engineered residues) transport vehicles, coal and savings, road safety operations, greenization operations, naked greening operations, open cement greenification (hardification).

(iii) Legal responsibility. Since the control of dust covered by this approach requires a clear provision in the top law that, in order to avoid duplication with the top law, the legal responsibility is expressed as “in violation of the provisions of this approach, the provisions of laws, regulations and regulations have been punished”.
