Urban bridge management approaches in the cities of spring

(Act of the Urban Bridge Management of the Long City, by the 12th ordinary meeting of the Government of 26 December 2013, adopted by Decree No. 52 of 26 December 2013 by the People's Government Order No. 52 of 26 December 2014.

Article 1, in order to strengthen urban bridge management, ensure the integrity, safety and accessibility of urban bridges and fully operationalize the functioning of urban bridges, and develop this approach in line with the relevant provisions of the State Department's Urban Road Management Regulations, the Municipal Facilities Management Regulations of the Governorate.

Article II applies to the conservation, maintenance, testing and management of urban bridges within the city area.

The approach refers to urban bridges that link or cross urban roads for vehicles, walks of movement, including the establishment of bridges, high bridges, man-made bridges, holes, tunnels, etc., as well as bridge drainage facilities, bridge protection facilities, bridge shields, flyers, walls, protective blocks, slopes, telephone lighting facilities, bridge lighting facilities, building blocks, layboards and over-control facilities.

Article 3. Municipal facility authorities are responsible for the management of urban bridges.

The municipal facility management is entrusted by the municipal facility authorities with specific responsibility for the day-to-day management of urban bridges.

Relevant authorities, such as urban planning, public safety, transport, water, urban hosting, sanitation, parking greening, should be governed by the respective responsibilities, in accordance with the law.

Article IV. Urban bridge management upholds the principles of safety, prevention of ownership, management and conservation.

When urban bridges are completed, construction units should be organized in a timely manner. Unless experienced receipts or tests are not qualified, they cannot be delivered.

When urban bridges are delivered, construction units should transfer relevant information to the municipal facility management authorities and establish transport safety facilities such as road traffic symbols, mark lines, in accordance with the requirements of the urban public safety management.

Article 6. The period was one year from the date of delivery. Quality issues arise during the maintenance period, with construction units responsible for repair.

The main urban bridge structure is responsible for quality within the design time frame for use.

Article 7. Municipal facilities management should organize regular censuses of urban bridges, prepare annual plans for the conservation, maintenance of urban bridges, and establish sound urban bridge conservation and maintenance files.

Article 8 Government investment-building urban bridges, which are managed by the municipal facility administration to conserve, maintain, and other investment-building urban bridges are responsible for the conservation, maintenance and maintenance of property rights or investors within the prescribed time frame.

Article 9. Municipal facilities management may determine urban bridge conservation, maintenance units by solicitation or direct commission. Urban bridge conservation, maintenance units should have professional technicians and conservations, maintenance teams that are adapted to the scale of conservation, equipped with specialized conservation, maintenance of vehicles and mechanical equipment, and regulate access to urban bridges and conservation, maintenance and maintenance, in accordance with conservation, maintenance of annual plans and related technical standards.

The municipal facility management should strengthen the quality supervision of conservation, maintenance works and ensure the success of urban bridges.

Article 10. Municipal facilities management should establish sound archival information management that will allow timely access to the information management system for conservation, maintenance and inspection records.

Article 11. Urban bridge conservation, maintenance and operation should take security measures to establish the necessary transport safety facilities and safety alerts to guarantee the safety of pedestrians, vehicles.

Urban bridge-specific conservation, maintenance of vehicles should be used in uniform markings and, in order to ensure security, they may not be restricted by way and direction.

Article 12. Vehicles shall be made available in accordance with the terms of bridges established by the municipal facility management to limit the number of metrics and the high mark.

As a result of special circumstances, vehicles with a total increase of more than urban bridge restrictions on the movement of metric tons of vehicles need to be transported on urban bridges, and applications should be made to the municipal facility authorities prior to the movement. Upon receipt of the request by the municipal facility authorities, a safety assessment should be organized and, in accordance with the assessment, the transport of its vehicles should be approved. The security assessment and the requirement for an enrichment facility are borne by the vehicle owner or the user.

Article 13 Cards, ferry trucks must be subject to urban bridges, and clearance procedures should be taken to municipal facility authorities prior to their passage. After approval, security protection measures have been adopted under the custody of managers, in accordance with the designated time and routes.

Article XIV needs to be accompanied by urban bridges and subsidiaries, subject to approval by the municipal facility authorities. The rouble and the subsidiaries that have been approved are maintained by the property rights unit.

The units of urban bridges alterations, expansions should be dismantled in a timely and unconditional manner, the relocation line and subsidiary items.

Article 15 requires the temporary use of urban bridges and their net air construction operations and the storage of goods, with the consent of the municipal facility authorities. It may affect the safety of transport and should also be agreed by the municipal public safety transport management.

Article 16 prohibits:

(i) The unauthorized occupation of urban bridges;

(ii) Damage, mobile urban bridges and measurement signs;

(iii) Oriental exhumation, construction operations, storage, use of fire, devices or business activities;

(iv) Enabling, hiding, posting advertisements and markers;

(v) Buildings and constructions that affect the functioning and safety of urban bridges;

(vi) Cards, ferry trucks, trucks with a total increase in the number of urban bridges and the high number of vehicles who have been travelling on urban bridges;

(vii) Sustain, clean, test and repair motor vehicles on urban bridges;

(viii) Creation of fuel pipelines on urban bridges, electric power lines for over tens of thousands and other flammable explosive routes;

(ix) dumping of waste, waste;

(x) Other expropriation and damage to urban bridges.

The scope of urban bridge management and the area of security refer to space and urban bridges within the urban bridge planning line and to regions within the two sides of the roadmaching line: cities' bridges are around and down to 50 metres; special urban bridges can be delineated with the planning sector on the basis of reality.

Article 17 units and individuals involved in construction operations in the area of urban bridge management and in the area of security, dredging, excavating, storing, laying the ground pipeline, destroying, storing, and extracting the ground, should establish security protection measures that could be constructed with the approval of the municipal facility authorities.

When urban bridges are affected by vehicle collisions, the municipal public safety transport management should determine the responsibility for accidents in accordance with the law and inform municipal facilities authorities in a timely manner or municipal facility administrations.

In the event of a collapse in urban bridges, disruptions, etc., which affect the security of movement, the municipal facility administration or the urban bridge conservation, maintenance units should report immediately to the municipal facilities authorities and the municipal public safety and transport management and establish a dangerous bridge warning card; when the state of emergency is severely affected by the safety of movement, the municipal facility authorities should take a bridging measure with the municipal public safety transport authorities.

In carrying out the repair of the bridge, the municipal facility authorities should jointly issue a bridging notice with the municipal public safety transport authorities.

Article 20 should establish a system for monitoring the safety of urban bridges, conduct safety testing assessments for urban bridges in accordance with the relevant provisions of the State and archive the assessment results and the evaluation of the technical hierarchy.

Following natural disasters, such as earthquakes, floods or accidents that may change the urban bridge structure, municipal facilities management should conduct a special safety test of urban bridges.

Urban bridge safety testing assessments should be delegated to units with corresponding qualifications.

Article 21, which has been measured, determines a decline in the delivery capacity of urban bridges, but has not yet been a dangerous bridge, and the municipal facilities management should take timely and mutually reinforcing security alerts based on the realities of urban bridges.

The municipal facility management authorities should take immediate steps to establish visible warning signs, as identified by the assessment, as a dangerous bridge. There is a need for a bridge, and the municipal facility authorities should issue a bridge announcement in a timely manner with the municipal public security transport authorities, which shall not be used until the hazardous exclusion is excluded.

The municipal facility authorities should develop emergency preparedness for urban bridges safety accidents. When urban bridges are accidental security, the municipal facility authorities should implement risk and emergency security in accordance with emergency pre-empts, and the units and individuals should be subject to command to cooperate with the implementation of emergency pre-disaster cases.

Municipal facilities management and urban bridge conservation, maintenance units should develop pre-disaster response risk management programmes, as required by the Emergency Profile, to establish a fixed-ware, to train, perform and improve the capacity to deal with emergencies.

Article 23 of the municipal facility authorities should establish urban bridges over the violations of the control system with the municipal public safety management and incorporate the integrated application platform for public safety transport management in the city and deal with ultra violous vehicles by law.

Article 24, in violation of this approach, provides for the unauthorized use of uninformed or unqualified urban bridges, to be ordered by the municipal facility authorities to relocate the deadline and to provide warnings that may be and fines of up to 2 per cent of the works.

Article 25, in violation of this approach, provides that urban bridges conservation, maintenance operations do not have the necessary traffic safety facilities and safety warning signs, which are converted by the municipal facility authorities to a fine of up to 20,000 dollars; and that losses should be borne by law.

Article 26, in violation of the present approach, provides that, on the basis of the urban bridge line and the subsidiaries, the municipal facility authorities are responsible for the period of time being converted to a fine of up to 20,000 dollars; the loss should be borne by law.

Article 27, in violation of this approach, provides that one of the following acts in the area of urban bridge management and security, are converted by the municipal facility authorities to a period of time, with a fine of up to $20,000:

(i) The unauthorized occupation of urban bridges;

(ii) Damage, mobile urban bridges and measurement signs;

(iii) Oriental exhumation, construction operations, storage, use of fire, devices or business activities;

(iv) Enabling, hiding, posting advertisements and markers;

(v) Buildings and constructions that affect the functioning and safety of urban bridges;

(vi) Cards, ferry trucks, trucks with a total increase in the number of urban bridges and the high number of vehicles who have been travelling on urban bridges;

(vii) Sustain, clean, test and repair motor vehicles on urban bridges;

(viii) Creation of fuel pipelines on urban bridges, electric power lines for over tens of thousands and other flammable explosive routes;

(ix) dumping of waste, waste;

(x) Other expropriation and damage to urban bridges.

Article XXVIII Abuse of duties, negligence, provocative fraud by members of the municipal facilities authorities in the management of urban bridges, by senior authorities or by their units, and criminal responsibility by law.

Article 29 of this approach is implemented effective 15 February 2014.
