Education management approach in Hindus

(Actual meeting of the Government of the Hygis of 14 October 2013, through Decree No. 10 of 5 November 2013, published as of 1 January 2014.

Chapter I General

In order to strengthen the normative management of the education of work, improve the quality and social benefits of school attendance and promote the balanced development of basic education, in line with the Law on Education of the People's Republic of China, the Law on Education of the People's Republic of China, the Law on the Protection of Minors of the People's Republic of China, the Law on the Prevention of Juvenile Delinquency of the People's Republic of China and the relevant policies, this approach is being developed in the context of the current city.

The studying schools referred to in article II refer to schools with special education for minors who have committed offences and minor offences as a special form and complement to compulsory education.

This approach applies to education and management at the current municipal school.

Article 3 works schools are aimed at “saving children, building on their talent, education, science-careers” and upholding the principles of education, care, patience, confidence” and educating minors with serious malfunctioning and minor offences, saving them as citizens with ideal, ethical, cultural, discipline and the skills to produce work.

Article IV. Governments at all levels should fully take into account, in line with the reform and development of work-based education, special school attendance requirements and functions in the education planning and the restructuring of schools, and to strengthen the standardization of the school attendance.

Article 5. The establishment, modification and withdrawal of a school at the workplace is governed by conditions and procedures.

Chapter II

Article 6. The Government of the city has established the Committee on the Education of Work and Appreciation, which consists of the Ministry of Cycluding, Education, Public Safety, Finance, Justice, People's Institute, Health, Civil Affairs, etc. The Office is established under the Management Committee, which is based in the city administration and is specifically responsible for the work on education. The Management Committee meets on a regular basis every year to organize coordination on issues related to the school attendance.

Article 7. The education inspectorate should include the supervisors of the workplace in the basic education inspectorate, provide regular assessment of school conditions, conduct of school and results, monitor and guarantee the health development of the education.

Article 8. The executive branch of education is the competent body of the school, responsible for organizing the management of the work of the city, developing planning and measures to promote reform and development of the education of the work.

Article 9. The public security sector should be represented by a head in school management and decision-making, with the selection of four-five civilian police schools with expertise to participate in school safety management, investigation, verification of cases, access to information and assistance in the implementation of the rule of law education.

Article 10. The administration of justice should strengthen the guidance, supervision and inspection of the implementation of the rule of law by the education administration and the workplace schools to promote the social responsibility of the educational system; and provide relevant legal services in the light of the actual practice of the school attendance, and effectively preserve the legitimate rights and interests of minors.

Article 11. The health administration is responsible for coordinating requests from medical institutions for health education, medical examinations, referrals, etc. when they are taught in schools and in the relevant sectors, and for the timely treatment of sick students.

Article 12. The Civil Administration is responsible for assisting the public security sector in the preparation of the pre-entry survey for school students; coordinating the related work on the return of students to their places of origin; and in collaboration with the relevant work of the school. Mining minors who meet the conditions of work is not identified by their parents or other guardians as guardians for matters related to them.

The Human Resources and Social Security Administration is responsible for actively opening a green corridor for special skilled personnel, in conjunction with the speciality of the school, to help the school to introduce the necessary talent. Article 14. The cost of medical expenses incurred by compulsory school students during their school and other unpredictable emergencies are real-scale.

Chapter III

Article 15. Students who are admitted to the workplace at the age of 12 to 17 years with serious or minor offences are not appropriate to stay in the general school or vocational schools, but are not granted juveniles to host or penally punishing minors.

Students with poor behaviour in the general secondary school can be established in the preparatory work system, with the participation of the school in helping education.

Article 16 Students who enter the school shall apply by their parents or other guardians and their former schools, and parents, other guardians are not present in the city or are indeed unable to communicate, and the civil affairs sector makes applications for admission as guardians.

The public security sector at all levels has found minors with serious malfunctioning or minor offences, and should be directed to the care and rehabilitation of schools. The application to send a school is made by a public security office in which the rule of law institutions in the public security sector should carefully review and strictly review the related material delivered to a minor in the school, and be determined by the public security sector on the basis of the jurisdictional limitations.

Article 17, upon confirmation by the education administration, is co-located by the Public Security Service to the School Enrollment Application, the Enrollment Approval, the Incorporation Recommendations, which will lead minors to study at the school.

The public security sector should actively help schools to locate their whereabouts and urge them to enter school.

Article 18 Schools should establish student education archives in the light of the general school patrimony management provisions, and students are retained by their schools. Student graduate, nodules are treated equally with ordinary school students by the former schools according to general schools.

Article 19 A half-militarization, residential management of the workplace schools has been introduced to implement the 24-hour system. Student dormitories must arrange teacher classes to effectively protect student safety and strengthen education management. Girls are enrolled in the school and the female dormitories are not allowed to hold male teachers.

Article 20 Disadvantages of school students have changed markedly and can be returned to preschool studies and the former schools are not denied access. Community, Public Security Officers and schools should be aligned with the educational consolidation of school-breaking schools.

Article 21 Students should be subject to the school regulations, which should be encouraged and protected, and those who have been repeatedly educated who continue to be in conflict with the law should be sent to public security, the judiciary.

Article 22, which is due to the need for early departure from school and the completion of the Approval Table for the Pre-Learning School of Hygiene, by ten years of the duration of the learning period, is recommended by the custodial teachers of the studying school, through school break-outs, extension of learning, with the advice of the school attendance school, and the completion of the Approval of the Approval Table for the Pre-Learning School of Hon-Led Schools, which has been signed by the education administration, the public security sector.

Chapter IV

Article 24 Teachers in schools should strengthen learning and research on the science doctrine of education and actively explore the patterns of student growth. Based on the physical, psychological characteristics of the different ages of students, the study focused on adolescent education, psychological adaptation and crime prevention responses.

Schools should aim to promote the professionalization of teachers, to strengthen the teacher's continuing education, to improve the teacher's knowledge and capacity structure, focus on upgrading and strengthening teachers.

Article 25 Teachers in the school should respect the personality of students, preserve the legitimate rights and interests of students, pay attention to the learning and life of students, prevent the simple and brutality of the working methods and refrain from abuse, corporal punishment and transcendant corporal punishment of students. No information should be made available on the errors of public students in society.

Article 26 Schools should establish, improve the operational archives of teachers and conduct the vetting system, focus on performance, comprehensive scientific examination of teachers and other staff, and conduct timely evaluation based on the results of the examination.

Chapter V Education teaching

Article 27 Schools should be based on provisions such as the Pregnancy of Primary Primary Schools, the Psychology and the Code of Secondary Students, the Code of Conduct for Secondary Students, the Standard of Conduct for Secondary Students, the implementation of disaggregated education and phased education from students in practice, adherence to the centralization of patrioritism education, cultural knowledge education, ethics education, legal knowledge education, psychological evacuation education, behavioural redress and vocational training, to achieve the objectives and requirements of basic education or vocational education.

Article 28 Schools are based on the formal provision of basic or vocational education curriculum requirements and educational content, and the development and implementation of teaching programmes based on the educational characteristics of the workplace, which should be based on the different basis of the student's teaching materials, and productive teaching activities to improve the quality of education. In accordance with the teaching needs, the educational content and school hours are appropriately adapted to reduce the educational gap.

Article 29 Schools should strengthen basic cultural knowledge, vocational skills, labour, sports and child education. To help students learn cultural knowledge and have access to certain labour skills and basic business capacities; to develop the habits of student-friendly work and to foster a life-threatening attitude; to exercise the integrity of students through active health-related sports activities, to smelting their children, to build the collective honour and mutual help and cooperation.

Article 33 Schools should strengthen the prevention of mental health education and early psychological problems of students, and provide psychological counselling for students on the causes of serious malicious behaviour and their psychological characteristics. For students who need to be taught for special reasons, the school can take the necessary educational and management measures to ensure the completion of the educational transformation.

The Thirty-first Education Administration should include educational sciences in educational science planning, create conditions to guide and strengthen educational scientific research in schools; strengthen research cooperation and academic exchange in engineering education, and arrange annual funding for specialized scientific research training to continuously promote the improvement of the level of school education and scientific research capacity.

Chapter VI Safeguards

The number of students reached more than one hundred work schools, which should be based on a full scale of secondary schools, and the predominance of the school.

Teachers in the workplace schools are equipped with the relevant provisions, and the school is taught at the secondary level, with no more than 25 students per school and male students without mixed classes. Schools should be based on the management function and the number of students assigned to the teachers, the introduction of scientific and effective attendance patterns, the establishment of duty classes, living management, monitoring and etc.

Article XIII should establish a medical room with dedicated or part-time health-care teachers to carry out school health work; the health administration should coordinate the operational guidance of medical institutions.

Article 34 Teachers who attend school are entitled to the corresponding salary and benefits according to the provisions. The salary benefits of the civilian police station at school and the related allowances are treated in the public security sector.

Article XV provides for school attendance by the education, financial administration, in accordance with the actual needs of the school. Increased inputs should be made to the basic construction, teaching equipment and logistics facilities at the workplace schools, and to build a good school breeding environment. Schools should be science-management, reasonable use of school funds, sound financial management systems, increase the effectiveness of funding and receive oversight in the financial and audit sectors.

Article 36 Students who are admitted to school by their parents, other guardians, schools who make applications for admission should pay their fees in accordance with the price, education, financial sector. Students are covered by their parents or other guardians. Students who have not been found to have been admitted to the school, whose learning and living costs are covered by the municipal civil affairs sector. Schools should make public funding available to students and guardians to ensure that funds are made available to students and schools.

Article 37 Students' accidental injury insurance should also be paid in addition to the contributory service.

Article 338 should organize the coordination of the relevant sectors to preserve the legitimate rights and interests of school students in the areas of education, promotion and employment, with multiple forms of assistance. There is a wide range of ethical practice activities for students to have access to physical education. Judicial awareness-raising campaigns on the prevention of juvenile offences have been carried out in various forms, such as exhibitions, reports and lectures.

Article 39 Schools should be closely connected with pupils' parents or other guardians, visit regularly, inform students' parents or other guardians of their school attendance, seek parents and other guardians to understand and support school work and co-teer education for students.

Article 40 Schools should be strengthened in connection with other schools and social-related units to play an active role in education, through, inter alia, the post-school preparatory system, the teaching of students who are malfunctioning in the general school; and the education, mentoring and work during student vouchers through the establishment of a community contact system. Schools should strengthen contacts with the user units and actively guide the employment of graduate students.

Chapter VII

Article 40 The Education for Work of Hygiene, which was adopted by the Standing Committee of the People's Government on 19 July 2004, was also repealed.
