Management of vocational training institutions

(Summit of 18 September 2013 at the fifteenth ordinary session of the Government of the city, through Order No. 127 of 27 November 2013, to be published as from 1 January 2014, by the Order of the Government of the Grand MERCOSUR

Article 1, in order to strengthen and regulate the management of vocational training institutions, to improve the quality of vocational training, to develop this approach in line with the Education Promotion Act of the People's Republic of China, the Regulations on Education Promotion of the People's Republic of China and the relevant provisions.

Article 2 applies to units within the executive branch (other than national institutions) and individuals using non-State financial resources for the implementation of vocational qualifications, vocational skills training as the primary training institution (hereinafter referred to as civil service).

Article 3 Human resources and social security authorities in the municipalities and districts (markets) are responsible for the supervision of vocational training institutions in the current administration.

The municipal government agency with administrative functions is responsible for the management of the supervision of vocational training institutions in the region, as mandated.

Sections and individuals holding vocational training institutions should have the following conditions:

(i) The unit should be qualified by legal persons and the individual should have political rights and full civil behaviour capacity.

(ii) There are stable and reliable sources of funding for the organization of the training of the National Professional Licence IV (mediation) occupations (at the middle level) (hereinafter referred to as the secondary vocational training agency), fixed assets of more than 50 million, registered over a million dollars of funds; and the organization of the training of the National Professional qualification V (primary) occupation (after referred to as the junior professional training agency), fixed assets of over 300,000 and more than 500,000 dollars.

(iii) There is a clear purpose of conducting schools, practical teaching programmes and curricula, teaching materials and sound regulations.

(iv) A special director, who has a large number of specialised education, qualifications for higher-level professional technical posts or for more than three years of national vocational training, for more than five years, with no more than seven years of age, familiar with the relevant legal regulations and policies of national vocational training, without taking up or serving as heads of other schools.

(v) There are specialized, part-time teachers who are not less than one fourth of the total number of teachers, with more than two theoretical teachers and internship instructors. Teachers employed should be eligible to serve as teachers in accordance with national provisions.

(vi) A dedicated pedagogical and professional treasury personnel that are adapted to the size of the school. A dedicated pedagogical manager should be given higher education and higher-level professional technical qualifications or higher-level vocational qualifications, with more than two years of vocational training experience and teaching experience; financial personnel should be eligible for accounting, accounting and non-employment.

(vii) Staff associated with vocational guidance and employment services.

(viii) There are training places and office buildings that are adapted to the size of the school, which are relatively concentrated, independent and non-risk homes, with good lighting, ventilation conditions that can meet the teaching, internship needs of the various occupations, and in line with labour protection, safety, fire safety and security, and housing quality security. The area of theoretical classrooms, which belongs to secondary vocational training institutions, is not less than eight hundred square meters; it is a junior professional training institution and is less than three hundred square meters.

(ix) There are self-learning facilities, equipment, graphical information that meet the needs of theoretical teaching and skills training, adapted to the established training profession (working species).

(x) Other conditions under the law, regulations and regulations.

Parts of buildings such as hotels, meals, dances, accommodations, and residences shall not be used as educational places for vocational training institutions.

Article 5

(i) The Junior Civil Service Agency for Vocational Training, which is authorized by the human resources and social security authorities in the district (market) and is reported to the municipal human resources and social security authorities.

(ii) Secondary-level vocational training institutions are reported by human resources and social security authorities in the district (market) to the municipal human resources and social security authorities.

The human resources and social security authorities approve the National Professional Training Agency and should be in line with the overall planning of vocational training institutions in this administrative area.

Article 6 Applications for the organization of vocational training institutions of the Civil Service shall submit the following materials:

(i) The report and the statute of conduct.

(ii) A legal personality certificate or a resident identity card.

(iii) Sources of funding and identification certificates.

(iv) The qualifications of the principal or principal executive head and the qualifications of the teacher and teaching manager to be employed, the professional qualifications certificate of the relevant profession or the certificate of employment, the teacher accreditation, resident identification.

(v) The property certificate of the teaching site, which belongs to the rental of homes, provides a housing rental contract and a housing authority certificate; and the use of residential mini-zonal public construction, is also required to provide a certificate of consent of the owners' board, the business service.

(vi) Teaching and syllabus.

(vii) Management systems.

(viii) A joint office, which is submitted to the certified joint office agreement.

(ix) Other material provided by law, regulations and regulations.

Article 7. The human resources and social security authorities shall decide within three months of the date of receipt of the application, in accordance with the conditions of conduct, approve the establishment of a professional training institution for the Civil Service of the People's Republic of China and issue a licence for the conduct of school in the People's Republic of China (hereinafter referred to as a copy of the school permit); provide written replies and justifications incompatible with the conditions of conduct.

The human resources and social security authorities should reproduce the establishment of a female vocational training agency authorized by law to the same-level education authorities.

Article 8. After the granting of a permit for the conduct of a vocational training institution, a registration application, a licence for the conduct of a school, the identity card for a legal representative and the statute of the office shall be made available to the registration authority.

The organizer does not independently establish training institutions, and the various registration procedures of the IPS and the host units are available to the relevant executive branch to conduct specialized registrations for additional vocational training.

Article 9 implements educational examinations, occupational qualifications examinations, etc., accredited by the State, and does not organize vocational training institutions associated with the examination projects carried out.

Article 10 Changes in the premises of the Civil Service should be reported to the approval authority; changes in affiliations, replacements should be reported to the approval of the approving authority; changes in the name of the institution and the level of training, training of professional or working species, etc. shall be submitted to the approval of the approving authority.

Article 11. The FIA vocational training agency shall conduct schools for approval by the approving body. The high quality of training and the social credibility of the training have been achieved over the past two years at a level of excellence in the municipal inspection assessment, which can be established outside the approved field of instruction.

The Civil Service Vocational Training Agency is proposed to establish a sub-learning point outside the approved field, which is a junior professional training agency subject to approval by the competent human resources and social security authorities in the place of the teaching site and referral to the National Human Resources and Social Security Service authorities, as well as approval by the secondary Civil Service Training Agency, subject to approval by the municipal human resources and social security authorities.

The establishment of a sub-learning point should be in line with the standards set by the Civil Service Agency for Vocational Training.

Article 12 The name of the Civil Service Vocational Training Agency shall be in accordance with the provisions of the relevant laws, administrative regulations and shall not compromise the public interest of the society; the name of the institution subject to the licence shall be used in accordance with the law.

Article 13 provides one of the following conditions for the vocational training of the Civil Service, which shall be terminated by an order of responsibility of the approving authority:

(i) The lack of proper teaching activities for the reason;

(ii) A decrease in the condition or quality of the office, which cannot be achieved after the conversion;

(iii) There is no reason to accept the supervision of inspection and management by the approving authority;

(iv) The organizer's own request for dissolution;

(v) Removal of the licence of the school;

(vi) There is a violation of the law and has a negative impact;

(vii) Other circumstances requiring termination.

In the event of the termination of the FIA vocational training institutions, students in schools should be properly accommodated and property liquidation is carried out in accordance with the law. The termination was followed by the approval authority to recover the licence of the office, to notify the registration authorities of the write-off and to report the results to the municipal human resources and social security authorities.

Article 14. The Civil Service should enter into employment contracts with teachers (in part-time). The theoretical teaching of vocational training institutions should have a higher degree of education, higher technical representation and qualifications in the Professional category or above, and the qualifications of teachers; the internship guide teachers should have qualifications and qualifications in higher vocational schools, including technic schools, secondary vocational schools, etc., and their technical level should be higher than the development of the teaching profession.

Article 15. The FIA vocational training institutions should regularly organize teaching research activities for teachers, conduct periodic examinations of teachers and ensure the quality of teaching. Pre-school teachers should assume a certain teaching mandate.

Article 16 provides that vocational training institutions shall engage in teaching activities within the scope of the training of professionals, training levels, as prescribed by the licence, and shall be admitted to trainees in accordance with the required declaration conditions.

Article 17 Vocational Training Agencys should strictly enforce the requirement to complete the content of the school and carry out internship teaching tasks as prescribed. Internship courses for trainees should be conducted under the guidance of interns, with theoretical and interns operating less than six.

Article 18

Article 19 Civil vocational training institutions should make poster advertisements, brief human resources and social security authorities available and, in accordance with the commitment to post advertisements, make appropriate courses to ensure the quality of teaching.

Article 20 projects and standards for fees charged by a professional training agency of the Civil Service should be reported to the price authorities and made available to society.

The fees charged by the Civil Service Vocational Training Agency should be used primarily for teaching activities and improvement of the conditions of conduct.

Article 21 organizers of vocational training institutions should fulfil their financial obligations on time and in full, without raising funds to trainees, society. During the stay of the FIA vocational training institutions, the organizer shall not be able to detract funds from the conduct of schools.

The Civil Service should establish a financial, accounting system and asset management system in accordance with the law. The use and financial management of assets are monitored by the approval authority and other relevant sectors.

Section II does not prohibit the falsification, rental, transfer, sale of licenses for vocational training of the Civil Service, nor shall the training mission be entrusted or contracted to other organizations or individuals.

In violation of the provisions of this approach, the National Professional Training Agency is addressed by the Human Resources and Social Security Administration in accordance with the Education Promotion Act of the People's Republic of China and the Regulations of the People's Republic of China Education Promotion Act and the relevant provincial provisions.

Article 24 The management of vocational training institutions in the Grande Town (published on 25 October 2005 No. 75) was abolished.
