Methodology for building the management of vegetable retailers in Beijing

(The 19th ordinary meeting of the Government of 24 September 2013 considered the adoption of the Decree No. 249 of 8 October 2013 of the Beijing People's Government Order No. 249 of 8 October 2014, which came into force on 1 January 2014.

Article 1, in order to further strengthen the construction of the basket of vegetables in this city, to facilitate the livelihood of the urban population, to develop this approach in the light of the relevant laws, regulations and national provisions.

Article 2, this approach applies to the planning, construction and related management activities of vegetable retail networks in the urban areas. Planning, construction and related management activities for vegetable retailers in other areas are implemented in the light of this approach.

This approach refers to the operation of sub-products such as the sale of vegetables, fruits, meat and poultry, in the form of retailing, such as stocktaking, intermodal, etc., including the community vegetable market, community vegetable shops, agro-industries, supra-markets.

Article 3. The Government of the city is planning and constructing the vegetable retail network, oversees, directs, and organizes the planning, construction and related management of the vegetable retail network sites, and conducts an examination of the implementation of the tasks of the local, district and territorial governments; and the implementation of organizations responsible specifically for the planning, construction and management of the retail network of vegetables in the current administrative region.

The municipalities and territories, and the people of the counties, are guaranteed by the provisions of this article in accordance with their respective responsibilities.

Street offices, communes' governments assist in the management of the retail network of vegetables in the Territory; it is found that violations of the provisions of this approach should be communicated to district, district and district administration authorities in a timely manner.

Article IV In accordance with this approach, the Regional and District Business Administration is responsible for the management of the vegetable retail network sites within the Territory.

Planning, land resources, construction, development reform and financial sector planning, construction and related management of vegetable retail networks in line with their respective responsibilities.

Article 5. The establishment of the vegetable retail network should be guided by the principles of a reasonable quantity, abstance science and amenities.

The new residential area of Article 6 should be equipped with a community vegetable market or a community vegetable shop.

The size of the construction of a community vegetable market or a community vegetable shop is determined in accordance with the design indicators for the housing of public service facilities in this city.

The area of the community vegetable market or community vegetable stores for the operation of vegetables shall not be less than one third of the total area of operation.

Article 7. Community vegetables markets or community vegetable shops can be pooled and integrated with the rest of the residential area.

The community vegetable market or community vegetable shops are a residential facility that does not permit the demolition, relocation, alteration or diversion of any unit or individual; the construction of a community vegetable market or community vegetable shop is diverted to him and the business administration sector is not registered.

When the owner of the community vegetable market or community vegetable shops is transferred to the transfer of the ownership of the community vegetable market or the community vegetable shop, the transferee community vegetable market or community vegetable shops are part of the residential facility and shall not change their functional uses; change the community vegetable market or the community vegetable shop function; and the district, district commercial authorities have the right to return to the community vegetable market or community stores, with the consent of the county's people.

Article 8 provides for the construction of a community vegetable market or a community-based shop, which shall be implemented in accordance with the provisions of the municipal regulations relating to the simultaneous delivery of the use of residential and public services facilities, and in compliance with the following provisions:

(i) The development of construction units to identify the elements of the community vegetable market or the location of the community vegetable shops, and the size of the construction;

(ii) Planning of the administrative authorities in the form of a community vegetable market or a community vegetable shop and its place, size and use, as indicated in the accompanying schedule of construction planning permits;

(iii) The development of construction units, when selling their homes in advance (removal), agreed on the delivery conditions for the construction of a community vegetable market or community hotels in the residential sale contract;

(iv) The right to housing is shown in the titles of the community vegetable market or community vegetable shops, the size and purpose of the construction.

Following the completion of the construction project, the development of construction units should communicate the location of the community vegetable market or community vegetable shops and the size of the building to the district, district and district business authorities; and regional, district and district administration authorities should provide assistance, guidance and services for the development of construction units to operate the community vegetable market or community hotels.

Article 10, when the owners of the community have been delivered in the area of the management of the property sector to reach more than 50 per cent of the total area of the buildings, the development of construction units or community vegetable markets, other property owners in the community vegetable market or community vegetable shops should be operational; special reasons should be reported and clarified to the local, district and district commercial administration authorities and should be operational by no later than 1 year.

Article 11 has been established with inadequate retailers of vegetables in the residential area, where necessary, the Government of the District and the People's Government may take the following measures:

(i) Adjustment of other commercial facilities functions;

(ii) Removal of the original community vegetable market or community vegetable store used by him;

(iii) Removal of obsolete facilities;

(iv) To purchase, rent the facilities concerned.

As objective conditions do not take the measures set forth in the preceding paragraph, they can be used to fill the shortage of vegetable retail nets, such as the establishment of a weekend vegetable city in a given region or the early evening city, the introduction of mobile vegetables.

Article 12 encourages and supports the investment of citizens, legal persons and other organizations in the construction, operation of the retail network of vegetables; encourage and support the participation of conditional vegetable production businesses or the professional cooperative economic organizations of farmers in the operation of the vegetable retail network, the introduction of harmonized procurement, the harmonization of delivery and uniform standards, and the achievement of scale, locking, branding development.

Article 13 encourages the diversification of the retail industry of vegetables such as community vegetables markets, community vegetables stores, supermarkets, and the expansion of the area of vegetables; and encourages the development of new models of vegetable retail for vegetables, such as direct feeding, web marketing.

Article XIV encourages and supports the operation of existing vegetable retail network sites to improve conditions of service, in accordance with conditions, and the Government of Regions and Districts gives some financial support in accordance with the provisions.

Article 15. For the retailers of vegetables with respect to the right to property in the district, the territorial Government or the Government, the communes or government departments shall determine the operators in a fair manner, such as tendering.

Article 16, the zones and the communes should integrate measures such as subsidies, incentives, relief costs, to reduce the cost of vegetables and stabilize the retail prices of vegetables.

Article 17. The area of vegetable operation is not less than the water, electricity, gas prices at the first third of the total area of vegetable retail networks, which are implemented in accordance with general industrial standards.

Article 18 Business administrations should establish a joint mechanism with transport, public safety management, development reform, agriculture and other sectors to regularly study the policies relating to the transport of fresh-in-products such as vegetables.

The transport sector should provide preferential and priority security for the transport of fresh agricultural products at a green corridor established by the State. The Public Security Service should facilitate access to safe and safe agricultural vehicles such as vegetables entering urban areas.

Any unit and individual found violations of the provisions of this approach has the right to report to the district, district and district commercial administrative authorities on the basis of the telephone reporting and the timely processing of the results.

Article 20 Development of construction units or other property owner of the community vegetable market, community vegetables stores are one of the following cases, and district and district commercial administrative authorities are responsible for the period of time being converted to a fine of up to 30,000 dollars; and the Government's concessionary policy, such as the price granted by the Government, to compensate for the amount of the relief:

(i) Inadequate access to the community vegetable market or community vegetable shops within the time frame set out in this approach;

(ii) The area of vegetables operated by the community vegetable market or by community vegetable shops is less than one third of the total area of operation;

(iii) Redirecting the functioning of the community vegetable market or community vegetable shops;

(iv) There is no reason to stop the operation of the community vegetable market or community vegetable shops for more than two months, with serious implications for the lives of the population.

Article 21 Development of construction units or other property owner of the community vegetable market, community vegetable shops are one of the conditions set out in article 20 of this approach, with the time limit being converted and relapsed into the requirement, and district and district commercial administrations should be able to return to the property of the community vegetable market or community hotels on the basis of cost.

In the context of article 20 (i) of this approach, during the purchase negotiations, the regional, district and district business administration authorities have the right to take measures to operationalize the community vegetable market or community vegetable shops.

In the context of article 20 (ii), (iii), (iv) of this approach, during the purchase negotiations, construction units or other property owners of the community vegetable market, community shops should be restored or operated by the community vegetable market or community vegetable shops; incapacity to recover, and in the district, district and district commercial administration authorities have the right to take measures to restore the functioning or operation of the community vegetable market or community hotels.

Removal negotiations were concluded in principle within six months.
