Methods for building and using a management approach to the geospatial framework of the Länder

(Adopted by the 11th ordinary meeting of the Government of the City of Custodine, on 11 December 2013, No. 45 of the Order of the People's Government of the City of Custodial, No. 45 of 11 December 2014, which came into force on 20 January 2014)

Chapter I General

Article 1 promotes the sharing and use of geo-information, enhances the sharing and use of basic geo-information resources and the level of networking services, avoids duplication and develops this approach in line with the provisions of relevant legislation.

Article 2

Article III refers to the geospatial framework of geo-information data and policies, regulations, standards, technology, facilities, mechanisms and human resources related to their collection, processing, exchange, services, as a whole, to the composition of the basic geo-information system, catalogue and exchange system, public service systems, policy regulations and standard systems and organizational operating systems, which are an important part of the development of information in the city.

Article IV provides for the establishment of a geospatial framework by the Government of the city.

The People's Government of the District (with the development of regional commissions, with the same), is shared by the various organs, groups, business units and the public in the city on the basis of their competence.

Article 5

Chapter II Mandate and division of labour

Article 7. The municipal mapping authorities are responsible for the development and use of the geospatial framework of the city's numerical governor, whose main task is:

(i) Develop and organize an overall design programme for the development of a geospatial framework for digital governors;

(ii) The collection, collation of geo-information data and the development of standards;

(iii) Applications of the organization's geospatial framework for digital long spring.

Article 8

Article 9. The municipal financial sector, in line with the annual plan, is responsible for the security of the requirements for the construction and management of the geospatial framework for digital governors.

Article 10. Restrictive sectors, municipal national security authorities are responsible for the safe confidentiality of the construction of the geospatial framework, and for technical guidance and oversight.

Article 11. The People's Government of the District (market) is responsible for the construction of a pool of professional information on the unit's space. Its main task is:

(i) A compilation of information resources for specialized information on space in this unit;

(ii) To establish the terms of reference for the directory of space-specific information data for this unit;

(iii) The provision of specialized information data sets and regular updates for this unit.

Chapter III

Article 12

(i) Building the national geospatial framework system and the national information resource inventory system and exchange system standards to ensure the sharing and integration of data resources;

(ii) Develop criteria for the geospatial framework for digital governors, in line with relevant standards of national and industry, in the light of the prevailing norms, technical needs, application needs, and to ensure the objectivity, scientific and practical guidance of standard-setting norms;

(iii) The geospatial framework standard system for digital long spring should include a public-based geodetic data catalogue system, a public thematic geodetic data catalogue system and a public geodetic data catalogue system. Each catalogue system should include data categories, data content, accountability and units.

Article 13

(i) The base geoinformation database builds through pooling and updating of the division of labour and is managed by the municipal mapping authorities. Professional information data for the relevant units are updated and maintained on the basis of the harmonized positioning benchmarks, mathematics;

(ii) The basic geographic information database includes basic geodetic data sets, public-based geodetic data sets, public thematic geo-information data sets and public geo-information data sets.

The base geodetic data sets are the data base for the geospatial framework of the digital long spring, including the positioning base, the place of the population, the construction of the mine, the transport, the line, the water system, the border, the geomorphology and vegetation, and the construction and management of the municipal mapping authorities;

The public-based geodetic data sets are the data sets that draw some basic geo-information data and operate in the government network, which is the responsibility of the municipal mapping authorities to build and manage;

The public thematic geodetic data sets are based on standard norms for the spatialization of operational data for shared geographic information resources, operating under the network of government agencies, which are responsible for building and managing;

The Public Geographic Information Data Inventory is based on data generated after the de-processing of public-based geodetic data, operating on the Internet and is responsible for building and managing the relevant units.

Article 14. The construction and management of the public information platform shall be in accordance with the following provisions:

(i) The public platform for geo-information is constructed by the municipal mapping authorities in accordance with the uniform deployment and requirements of the geospatial framework of Digital China, the Digitaligilin, and deployed in networks such as the municipal administration network, the specialized line, to achieve the sharing and integration of information resources across the city;

(ii) The public platform for geo-information is a platform for the sharing of geographical information resources, which is the authority of the city, the only and common basis, and all shared geo-information data are integrated into the public platform for the unified publication, sharing, exchange and management.

Chapter IV Update and maintenance of data

Article 15 provides units for all types of geo-information data and should be used to share data collection, updating and transfer, in accordance with the relevant provisions and norms, such as the geospatial framework standard system of the current market.

The collection of geo-information data should be carried out by units with corresponding mapping qualifications, and the updating of the data should ensure the accuracy and timeliness of the data and conform to the relevant collection criteria and quality requirements.

Article 16 provides that data production units are updated and maintained on the basis of standard norms and data updates established in the geospatial framework of the digital governor.

The updating and maintenance of basic geodetic data sets should be carried out in accordance with the arrangements established by the municipal mapping authorities.

Article 17: The municipal mapping authorities are responsible for the updating and maintenance of public-based geo-information data.

The updating and maintenance of public-based geo-information data should be consistent with the updating and maintenance of basic geodetic data sets.

Article 18

Public information data sets should be updated through the public platform on geoinformation.

Article 19 City mapping authorities should conduct certain data processing and confidential processing of basic geography data sets and public thematic geodetic data sets and form public geoinformation data sets.

Public GIS data sets should be updated through Internet information dissemination platforms.

Chapter V Share and use of data

Article 20

Article 21, the municipal mapping authorities should adjust the directory of geo-information data-sharing across the city in a timely manner, in accordance with the state of economic development and the needs of public management and public services, in conjunction with the municipal industry letter and confidentiality.

Article 2

Article 23. The directory of geographical information-sharing should be integrated into the present municipal information resource inventory system, and the municipal mapping authorities should publish, through public platforms or portals, geo-information data sharing, user authority and means of sharing, for the needs.

Article 24 allows any unit and individual to share the relevant geo-information data within the scope of their competence.

Article 25

(i) Basic geo-information data for confidential treatment without authorization from the national mapping authorities;

(ii) Thematic geo-information data that are confidentially processed by the authorized units of national mapping authorities;

(iii) Thematic geo-information data that are not confidentially processed by the data provider;

(iv) Public information data not processed for sensitive information.

Article 26 Generic geo-information data and public thematic geospatial information data are available on the public platform or on an online basis to the people of the District (market) and to the authorities, groups, business units of the city, in accordance with their respective user competencies, for full sharing or partial sharing.

Article 27 of the terms of reference of users of basic geo-information data are determined by the municipal mapping authorities, and the terms of reference of the users of thematic geo-information data are determined by the data provider.

Article 28 provides public use on an online basis after confidential processing and approval by relevant departments, such as mapping authorities, national confidential authorities.

Article 29 of the People's Government of the Region, which is based on the geospatial framework information resources developed by the various organs, groups, business units in the city, in the context of public information systems and public service information systems, should seek the views of the municipal mapping authorities and build the development of information resources for the geospatial framework, based on the geospatial framework of the digital governor, to avoid duplication of inputs.

Chapter VI Oversight and punishment

Article 33 The municipal mapping authorities should conduct regular inspections, assessment, supervision, guidance on the sharing and exchange of geo-information data across the city.
