Measuring of living garbage by sea

(Adopted by the 39th Standing Committee of the Government of 11 February 2014, No. 14 of the Order of the People's Government of the Shanghai City of 22 February 2014, which was issued effective 1 May 2014.

Chapter I General

Article 1

In order to facilitate the classification of living wastes and improve the habitat, this approach is based on the relevant laws, regulations, such as the National People's Republic of China Act on Environmental Control for Solidal Wastes, the Urban and Sanitation Regulations, the Shanghai City Ordinance on Environmental Management.

Article 2

The garbage of living garbage in this city is used in the area and its associated management activities.

The area in which the garbage of living is carried out in this city is determined by the municipality's greener administration, in accordance with the step-by-step approach, and is made public to society.

Article 3 (Basic Principles)

The reduction in living garbage in this city is guided by the principles of government orientation, social participation, territorial management, sub-promoting, and is gradually increasing the level of quantification, resourceization and environmentally sound disposal of living wastes.

Article IV (Management)

Organization responsible for the promotion, guidance and supervision of the management of garbage reduction in the city's green city.

The municipal commercial administration is responsible for the guidance and supervision of the recycling of waste.

The municipal environmental administration is responsible for the guidance and supervision of hazardous waste disposal in garbage.

Other administrative departments in the city are implementing this approach in collaboration with their respective responsibilities.

Article 5

The People's Government is responsible for the implementation of organizations responsible for the classification of garbage in areas under its jurisdiction. The Green City Administration Department is responsible for the guidance and supervision of the work on the reduction of garbage in the area under its jurisdiction.

The Government of the commune (communes) and the street offices are deployed in accordance with the territorial Government and are responsible for the specific implementation of the garbage of living in the area under their jurisdiction.

Article 6 (Summit regime)

The city has established a joint mechanism for the promotion of the classification of garbage and integrated and coordinated major matters in the work of garbage.

Article 7.

The city's greener administration sector should prepare, with the relevant administrative departments, the objectives of the city's phase of work to promote the classification of garbage. The objective of the city to promote the reduction of living garbage is to include, among other things, urban, district (areas) living waste disposal control indicators and classifications for the implementation of regional advancement indicators.

Article 8

Any unit and individual should fulfil the obligation to classify living garbage and maintain a good urban environment.

Article 9 ( Clean production)

The city encourages the development and diffusion of cleaner production technologies, the use of clean energy and raw materials, the adoption of measures such as improved management and integrated use, and the promotion of recycling and resource use.

Article 10

The Commodity Producers and Marketers in the city should strictly implement the relevant provisions of the reduction in commodity packaging in the city and reduce the generation of packaging wastes.

Article 11

The main fruits trading market in the city should be processed on the near-term basis; the standardization of the vegetables is taking place on a net vegetable market.

Article 12 (low carbon consumption)

The city encourages units and individuals to use cyclical and resourced goods.

The operating units such as hotels and catering should reduce the use of one-time supplies; the catering units should also indicate and direct consumer consumption.

Article 13 (Green office)

The National Authority of the city, the cause unit, was launched with a green office. Government procurement should prioritize the use of and resourced goods in accordance with the provisions.

Article 14.

The executive branch, such as urban development reform, finance, economic informationization, quality technicians, commerce, tourism, agriculture, and institutional affairs, should develop complementary documentation and standards in accordance with the requirements and respective responsibilities of Articles 9 to 13 of this approach.

Article 15. Complaints and reports

Any unit and individual found violations of this approach has the right to report, complain to the relevant administration. The relevant administrations should be dealt with in a timely manner and should receive feedback on the results; they should be transferred in a timely manner to the competent administration.

Chapter II Standards and classification requirements

Article 16

The basic classification of garbage in the city is:

(i) Recyclables refer to wastes such as plastics, distributive paper, steroid glass and distributive metals that are suitable for recycling cycles;

(ii) Harmful garbage means the inclusion of the National Hazardous Wastes Description, which causes direct or potential harm to human health or the natural environment, and which should be specifically disposed of, obsolete batteries, waste, etc.;

(iv) dry garbage means living wastes other than recycling, hazardous waste and wet garbage.

The city's greener administration sector should develop specific classifications and regulations for the garbage of living in the city with the city's commercial, environmental administration, and make them public.

Article 17

The city introduces a system of responsibilities for the management of garbage.

The responsibilities for the management of garbage in the city are determined in accordance with the following provisions:

(i) Public places such as roads, squares, parks, public greenfields, their management or the public service units entrusted to them are responsible.

(ii) Airports, passenger stations, orbital traffic and public places such as tourism, culture, sports, recreation and commerce, operating management units are responsible.

(iii) The residential small area is managed by the business-mandated business sector, which is the responsibility of the owner; is managed by the owner's self-implementation industry and is the owner responsible; and is not managed by the commune (commune) people's government or the street office to identify the responsible person.

(iv) Offices and places of production of units such as agencies, forces, business units, social groups, are managed by the business-managed business in which the owner is entrusted, the owner is responsible; the owner is managed by the owner's self-implementation industry; the owner is responsible; and the owner is employed by the owner's owner rent to other units or entrusted to other units to operate.

Article 18

The classification of living garbage shall assume the following responsibilities:

(i) The establishment of a living garbage collectr in accordance with this approach;

(iii) Advocacy and guidance on the classification of living garbage, counselling and suppression of acts that do not meet the requirements for classification.

When the General Assembly enters into a contract for the services of the material industry with the enterprise, it is important to agree on the content of the services and the fee-for-feasing criteria for the classification of the garbage.

The classification of garbage in small-scale residential areas, when necessary, can be arranged for garbagers to perform complementary classifications.

The housing security administration sector should be aligned with the guidance and oversight management of the management of garbage classifications for industrial service enterprises, as well as the management of garbage garbage in the business sector, which should be integrated into the engineering ratings of the business sector.

Article 19

The garbage collection container is established in accordance with the following provisions:

(i) Recyclables, hazardous garbage, wet garbage, dry garbage.

(ii) Offices and places of production, such as agencies, forces, entrepreneurship units, social groups, can be recovered, hazardous waste, wet garbage, dry garbage. However, the offices and places of production of smaller units of wet garbage can be regulated by the classification of containers to reduce the installation of wet garbage collection containers.

(iii) Public places such as roads, squares, parks, public greenfields, airports, passenger stations, orbital traffic and tourism, culture, sports, recreation, commercial establishment of recycling, dry garbage collection containers. However, there is a high level of public space for wet garbage, which should be regulated by the classification of containers to increase the installation of wet waste collection containers.

The city encourages the garbage of living garbage to move forward in accordance with the classification of living garbage and to set up recycling and hazardous garbage collection containers.

Article 20

The city's greener administration sector should regulate the collection of containers with the relevant administrations and make them public.

The regulation of the garbage collection of containers in this city should include the types, specifications, markings, and the requirement.

Article 21

Units and individuals should be able to disburse the garbage of living in accordance with the specific classification of living garbage developed by the city's green administration sector, in line with the following requirements:

(i) Hazardous garbage transfers to hazardous garbage collection containers and no other garbage collectors;

(ii) Recyclables, wet garbage, dry garbage to the appropriate garbage collection containers.

The classification of living garbage shall be distributed to the appropriate garbage collection containers, and units and individuals shall transfer the garbage to the appropriate garbage, as required by the breakdown.

The normative content of the code of conduct for the classification of living garbage should be incorporated into the statute of management in accordance with the relevant provisions of the management of the material industry.

Article 22 (Report and publication)

The garbage classification does not meet the requirements, and the garbage operation service units should report on the situation to the communes (communes) or to the street offices, in accordance with the provisions of the green municipal administration.

The Government of the commune (communes) and the Street Office received reports on the situation, should require that the garbage of living be transferred to the management responsible and that information be made available to the society on the basis of improvements.

Chapter III Promotion measures for classification of emission reductions

Article 23 (Promoting participation)

The city encourages the formation of good behavioural practices with incentives and personal living garbage. Governments of the urban and district (zone) should be supported.

Article 24

Public groups such as the green city congestion, environmental protection, commerce, tourism, videos and trade unions, gynaecologists, WCL, etc. should be sensitized and mobilized to the emission reductions.

The education administration should incorporate the knowledge of the garbage of living into schools, kindergarten education and organize activities such as youth-life sterilization education and practice.

Media such as radio stations, television stations, newspapers and Internet stations should be publicized for the dissemination of knowledge of garbage.

Article 25 (Procurement services and demonstration guidance)

The People's Government, the communes (communes) and the streets' offices can support the participation of social organizations in the management of garbage by purchasing services.

The residential small area may arrange model facilitators to guide the resident in the discharge of the garbage in accordance with the standard of living.

Article 26

The relevant industry associations, such as the city's Association of Sanitation Industry, the Association of Cataling Industries, the Association of Tourism, the Association of Entrepreneurship, the Reproduction of the Exploitation of Business Associations, should develop industrial self-regulations, carry out the evaluation and training of living garbage in the industry, leading to, overseeing the compliance of member units with the relevant provisions of this approach.

Article 27

The urban greener administration sector should establish a system for the classification of living garbage with the relevant administrations such as city commerce, environmental protection, and progressively collect, transport and dispose of heavy statistics on the garbage of living in the city.

Article 28 (The system of environmental compensation for waste across regions)

In this city, the garbage of living is used to deal with environmental compensation systems across the region. The garbage disposal area (the district) should pay environmental compensation funds to the garbage disposal area (the district). Sex statistical information is used as a basis for payment of environmental compensation funds.

Article 29

In the selection criteria for the projects created by spiritual civilization, such as this city's small area of civilization, the civilization unit, the civilized community, the village of civilization, the civilization industry, and the civilization city, it should include the implementation of the garbage of living.

Article 31 (A performance appraisal)

The implementation of the classification of garbage in the area (zone) should be included in the performance appraisals of the people's Government.

Article 31 (Information systems)

The city's greener administration sector should establish an information system for the classification of garbage for living in the city, which will be used to record, collate and synergize with relevant management information systems in the administration sectors such as commerce, environmental protection.

Chapter IV Legal responsibility

Article 32 (Process of violations)

In violation of article 18, paragraph 1 (a), of the present approach, no classification of the container is required, and the time limit for the enforcement of the city is being changed, with a fine of up to $50 million.

In violation of article 18, paragraph 1 (b), of this approach, the responsibilities for the classification of garbage for the management of garbage have not been classified into the garbage of the garbage, which is converted by the law enforcement authorities in the city; and the refusal to reproduce, with a fine of up to $3000 million.

In violation of article 21, paragraph 1, of this approach, the garbage of living is not garaged under the provisions of the Urban Incestation and Sanitation Regulations and the Shanghai City Regulation on Sanitation Management:

(i) The unit does not pay the garbage in accordance with the provisions; the refusal to correct, with a fine of more than 100 million dollars.

(ii) Individuals are not pushed into custody in accordance with the provisions; they are not retroactive, with a fine of over $50 million.

Article 33 (Responsibility of administrative organs and staff)

In violation of this approach, the urban and district (zone) greener administration sector, the urban administration and other relevant administrative departments have one of the following acts, which have a negative impact, and the parent authorities have been responsible for the period of time, the notification of criticism, and may be warned, recorded or disposed of in accordance with the law of the responsible person:

(i) Failure to fulfil the responsibilities of garbage, supervision and management, as set out in this approach;

(ii) No violation of the discovery or notification, complaint and reporting of living garbage is dealt with by law.

Chapter V

Article 34

The food processing units in the city, catering units, cell meals and kitchen residues generated by units such as garbage, garbage of the population, garbage of the garbage, and other living garbage, laws, regulations, regulations and regulations have separate rescind requirements.

Article XV (Scategorization of disposal)

For the classification of the garbage of living wastes, the garbage and disposal service units should be disaggregated for collection, transport and disposal in accordance with the management approach to the disposal of garbage in the city of Shanghai and the relevant provisions.

Article 36 (Actual date of application)

This approach has been implemented effective 1 May 2014.
