Decision of the Government of the tropolitan city concerning the publication of reservations and the adjustment of administrative approval matters at the municipal level

In order to follow up on the spirit of the eighteenth plenary sessions of the Party, the reform of the I municipal administration approval system has been deepened, and, in accordance with the provisions of the National People's Republic of China's Administrative Accreditation Act and the relevant provisions of the Department of State and provincial governments to remove administrative clearances, the clearance and adaptation of administrative clearance matters at the municipal level has been carried out on the basis of Order No. 90 of the Municipal Government. As confirmed by the review, 95 administrative approvals of municipal reservations (82 administrative licence projects, 13 non-administrative licences approvals) (see annex 1) (see annex 1), removal, adaptation of administrative approval matters at the municipal level (see annex 2); 19 administrative clearances carried out by decentralization zones (see annex 3).

All relevant departments at all levels are careful in the implementation and interface of administrative clearances in decentralization zones, and no administrative clearances have been carried out without publication. There is a need to effectively strengthen follow-up regulation, both in order to prevent the occurrence of changing approvals in the name of filing, approval, etc., and to prevent the dismissal or decentralization of post-administered regulatory functions “lack” or “non-in place”. Further normative and innovative administrative approval management is required to effectively adapt to the changing Government functions and improve administrative effectiveness, and the full implementation of the “two focus, two-pronged”, online approval and joint approval, simplification of approval procedures, shortening the time frame for approval and improving efficiency. Sectors such as the preparation, inspection, government rule of law are required to strengthen monitoring, management, social and mass oversight, and to further increase accountability and address violations of the application of clearance.
