(Adopted at the 14th ordinary meeting of the Government of the Fifteenth People's Republic of 24 October 2013, No. 123 of 15 May 2014, by Decree No. 123 of the Uruz People's Government of 15 December 2013)

Article 1, in order to encourage autonomous innovation and promote scientific and technological progress, provides incentives for citizens and organizations that make a significant contribution in science and technology progress, to develop this approach in line with the relevant legal provisions such as the National Science and Technology Approval Regulations of the Department of State, the Regulations on Science and Technology Progress of the Forces nouvelles.

Article 2

The Urban Science and Technology Progress Award is divided into four levels of awards such as special awards and I, II and III.

Article 3

Article IV recommended, evaluated, awarded, introduced the principle of openness, justice and equity, and no organization or individual may intervene unlawfully.

Article 5. The executive branch of municipal science and technology is responsible for the organization of the evaluation of the Urban Science and Technology Progress Award.

Article 6. The Government of the city has established the Urban Science and Technology Progress Award, which consists of expert scholars in the areas of science and technology, education and economy, with specific candidates from the city's science and technology administration, which is approved by the Government of the city for a three-year term.

A number of professional evaluation teams are established under the Urban Science and Technology Progress Award Evaluation Board, which are composed of expert scholars in the relevant professional field, and are identified by the municipal science and technology administration.

Article 7. The Office of the Urban Science and Technology Progress Award is based in the municipal science and technology administration and is responsible for the daily work of the Committee.

Article 8

(i) Significant breakthroughs before contemporary science and technology or significant contributions in promoting the economic and social development of my nationalities, and have generated significant economic benefits, social benefits or ecological benefits;

(ii) In the process of science and technology innovation, the transformation of scientific and technological outcomes and the industrialization of high-technical technologies, access to major technological inventions, technological innovation, and the creation of significant economic benefits, social benefits or ecological benefits;

(iii) The use of science and technology to address the major realities of the economic construction, social construction and ecological civilization of my city.

Article 9 Awards I, II and III of the Urban Science and Technology Progress Award are awarded to citizens, organizations that meet one of the following conditions, and awards are based on the following criteria:

(i) Technical inventories:

Major technological inventions, both domestic and international, and in practice have resulted in significant economic benefits, social benefits or ecological benefits, and major technical economic indicators have reached the advanced levels of national same-class technologies, which have a significant incentive for technological progress in the relevant areas, and can be seen as a prize;

In the first place in the country, there has been greater technological innovation and, in practice, has resulted in higher economic benefits, social benefits or ecological benefits, and major technical economic indicators have reached the lead level of the same type of technology in the self-government area and have a greater catalytic role in technological progress in the relevant areas, which can be seen as a second award;

In practice, there have been some economic benefits, social benefits or eco-efficiency, and major technical economic indicators have reached the advanced level of the same type of technology in the self-government area and have a catalytic role for technological progress in the relevant areas.

(ii) Technology development project categories:

Significant innovation in key technologies or systems, and in practice significant economic benefits, social benefits or eco-efficiency, the overall level of technology and major technological economic indicators have reached the advanced levels of domestic same-class technologies or products, the high level of adaptation, and the optimization of technological advances and industrial structures in the industry, which can be seen as one prize;

The high level of technical difficulty, greater innovation, and in practice greater economic benefits, social benefits or eco-efficiency, the overall level of technology and major technological economic indicators have reached the pre-emptive level of self-government, the high level of results-transformation, the high level of technological progress and industrial restructuring of the industry, which can be seen as a second award;

There is a degree of technical difficulty, innovation and, in practice, some economic benefits, social benefits or eco-efficiency, the overall level of technology and major technical economic indicators have reached the advanced levels of the self-government area, the transformation of scientific and technological outcomes, the effectiveness of industrial technological progress and industrial restructuring, which can be seen as three awards.

(iii) Promotion of the category of applications:

Promoting the application of national advanced scientific and technological outcomes and significant innovation, with major technological economic indicators having reached or surpassed the original level of results, and in practice significant economic benefits, social benefits or ecological benefits, have a significant role in the technological progress and industrial restructuring of the industry, which can be seen as a prize;

Promote the application of the leading scientific and technological outcomes of the self-government zone and has greater innovation, with major technological economic indicators having reached their original level of achievement, and in practice achieved clear economic benefits, social benefits or ecological benefits, and the value of technological progress and industrial restructuring in the industry can be seen as second-class awards;

The promotion of advanced scientific and technological outcomes in the self-government area and some innovation, the main technical economic indicators are close to the original level of achievement and have achieved greater economic benefits, social benefits or ecological benefits in practice, and have a role to play in the technological progress and industrial restructuring of the industry, which can be seen as three awards.

(iv) Major engineering categories:

Significant innovation in technology and system management, the degree of technical difficulty and complexity, the overall level of technology, the major technical economic indicators reached the level of national advanced development, and in practice achieved significant economic benefits, social benefits or ecological benefits, which are important for promoting scientific and technological progress in the industry in this administrative region, and can be seen as a reward for example;

There is greater innovation in technology and system management, a greater degree of technical difficulty and complexity, the overall level of technology, the major technical economic indicators have reached the lead level of the self-government area, and in practice have achieved greater economic benefits, social benefits or ecological benefits, which are important for promoting scientific and technological progress in the industry in this administrative region and can be seen as a second award;

There is some innovation in technology and system management, with a degree of technical difficulty and complexity, the overall level of technology, the major technical economic indicators have reached the advanced level of the self-government area, and in practice have some economic benefits, social benefits or ecological benefits, which are important for promoting scientific and technological progress in the industry in this administrative region and can be seen as three awards.

(v) Social good projects:

Significant technological, academic and technological innovations, with major technological economic indicators having reached national advanced levels, are widely applied and in practice significant social benefits or ecological benefits are important for scientific and technological progress and social development, which can be seen as a prize;

There is greater technological, academic innovation, and major technological economic indicators reach the pre-eminent level of self-government, apply in a broader context and have achieved greater social benefits or eco-efficiency in practice, with greater significance for scientific and technological progress and social development, and can be seen as two awards;

There is some innovation in technology, academicly, and major technical economic indicators have reached the advanced level of the self-government area, have been applied within a certain scope and have achieved some social benefits or ecological benefits in practice, and have some significance for scientific and technological progress and social development and can be seen as three awards.

Article 10 has been given incentives for national, autonomous and municipal scientific and technological progress without restatement of the Urban Science and Technology Progress Award.

Article 11 awards such as the Urban Science and Technology Progress Award are evaluated every two years, with no more than two awards per award and the award may be vacant. The award amounts to US$ 400,000, of which 200,000 awards were awarded to awards.

Article 12. The city's Science and Technology Progress Award I, II and III are evaluated every year, which amounts to $80,000, $40,000, and $20,000 respectively. One of these awards does not exceed 20 per cent of the total annual awards, which can be vacant.

The number of awards was granted.

The provision for incentives and evaluation of the Urban Science and Technology Progress Award is included in the municipal financial science and technology budget, with a special account.

The municipal science and technology executive branch can adjust the municipal science and technology progress awards to the approval of the Government of the urban people, based on scientific and social development.

Article 14. The municipal science and technology administration should be informed of the award of scientific and technological progress by 60 years of the evaluation process.

Article 15. Candidates and candidate projects for the Urban Science and Technology Progress Award are recommended by the following units:

(i) Central, autonomous area units in Uzbek;

(ii) Governments of all regions and counties;

(iii) The composition of the Government of the city;

(iv) Other units determined by the Government of the city that meet national eligibility conditions.

Article 16 recommended that the candidate and candidate projects for the declaration of the City Science and Technology Progress Award be reviewed and that they be recommended, ranked and rewarded, and that they be declared to the municipal science and technology administration within the prescribed time frame.

Article 17: The municipal science and technology administration is responsible for the review of the declaration. In order to review qualified candidates and candidate projects in the form, the municipal science and technology administration should inform society about 7 days.

Any unit or person may lodge an objection to the content of the public notice to the municipal science and technology administration within the time of the announcement, which shall be verified by the municipal science and technology administration.

No objection has been made within the period of publication or a candidate and candidate project, which is verified to meet the evaluation conditions, shall be submitted by the municipal science and technology administration for an initial evaluation.

The Urban Science and Technology Progress Award evaluation committee should conduct an integrated evaluation of the initial assessment of the professional evaluation team and provide an evaluation of candidates, projects and incentive levels.

Article 19 The executive branch of science and technology should inform the social public of the evaluation of the Urban Science and Technology Progress Award. The announcements should be contested by the municipal science and technology administration within the notice period.

The executive branch of municipal science and technology should report to the Committee on Evaluation of the Award for Science and Technology Progress, drawing the Committee on the evaluation of the Municipal Science and Technology Progress Award and informing the parties and the recommended units of the outcome.

Article 20, after the end of the announcement period, the municipal science and technology administration has been reviewed by the municipal council for the evaluation of the award of awards, projects and incentive levels.

Article 21 awards such as the Municipal Science and Technology Progress Award were signed and awarded by the Mayor, and the City Science and Technology Progress Awards I, II and III were awarded by the Municipal People's Government.

Article 2 projects such as the Municipal Science and Technology Progress Award and I and II awards were awarded by the municipal science and technology administration to recommend the award for scientific and technological progress in the declared self-government area, in accordance with the relevant provisions of the national, autonomous region.

Article 23 Persons involved in the evaluation of the municipal science and technology advancement prizes should be avoided in connection with the candidate for the municipal science and technology advancement award and the successful projects.

Article 24 encourages social forces to establish social science and technology awards. Social forces have established scientific and technical awards for society and no fees are charged in evaluation and incentives.

Article 25 is theft, the invention of others, the discovery or other scientific and technological outcomes, and the use of other unjustifiable means to deceive the municipal science and technology advances awards, which are approved by the Government of the People's Government of the city of Science and Technology.

Article 26 recommends units or individuals, as well as scientific and technological results-based application units or individuals, provide false data, materials, assist others in decepting municipal science and technology advances awards, which are criticized by the municipal science and technology administration, in serious circumstances, by suspending or eliminating their recommended qualifications, and by granting administrative disposal to the competent authorities.

Article 27 Staff of the Municipal Science and Technology Administration and other persons involved in the evaluation of the Municipal Science and Technology Progress Awards are illustrative, provocative fraud and are subject to administrative disposition by their units or the relevant authorities; constitute a crime and hold criminal responsibility under the law.
