Rural Waterli asset management approach in the vast Hindu province

(Adopted at the 16th ordinary meeting of the Twelfth People's Government of the Greateren Province on 3 January 2014)

Article 1, in order to strengthen the management of rural water assets, ensure the safety, integrity and effective use of rural water assets, promote agricultural and rural economic development, and develop this approach in the light of my province's practice.

Article 2 of this approach refers to rural water assets, which are derived mainly from the use of financial resources, which are used by district administration authorities, communes (communes), the Government of the rural collective economic organizations, and water engineering and equipment for rural production, living services.

Rural water assets include:

(i) Incubation works, such as cushion;

(ii) Waters such as water banks;

(iii) Hygiene works, such as water gates, fires (consistency);

(iv) Water supplies such as rural drinking water;

(v) Maintenance of work, such as ponddams, cereals;

(vi) Rural hydropower works such as hydroelectric plants;

(vii) Housing directly for rural water management.

Article 3. This approach applies to the use and management of rural water assets in my provincial administration.

Article IV is responsible for organizing, coordinating and guiding the management of rural water assets. The district water administration authorities are responsible for the management of rural water assets in the current administration area, and the commune (communes) water services have specific responsibility for the management of rural water assets.

Relevant sectors such as development reform, finance, land resources, agriculture, forestry and transport are responsible for the management of rural water assets.

Article 5

The cost of maintenance and conservation of rural water assets used by the Rural Collective Economic Organization is to be matched by appropriate financial assistance from the Government in line with the enabling policies of countries and provinces and municipalities.

Article 6

Rural Waterli assets used by the Rural Collective Economic Organization are registered and maintained by them, and by the commune (communes) water services, the district water administration authorities are reported.

Changes in the situation of rural water assets should be registered and submitted in accordance with the preceding paragraph within 15 days of the change.

The rural water asset registration form was developed by provincial water administration authorities.

Article 7. Regional water administration authorities should collate, summarize and establish a rural water-lier asset file within the current administration.

The provincial, municipal and district water administration authorities should establish a rural water-lier asset management information bank and manage the dynamic of rural water assets.

Article 8. Rural water assets can be rented, borrowed and sent to rural collective economic organizations and their villagers, peasant professional cooperation organizations and agricultural enterprises.

Rural water assets, such as water banks, which have an important impact on public safety and are used by district water administration authorities, communes (communes) people's governments, cannot be rented, borrowed and licensed. It has been rented, borrowed and loaned, and the responsibility of the rural water-friendly asset to prevent drought, day-to-day escorts, maintenance and safety operations are vested by the rental (bow) and the lender; the contract expires shall not continue to be rented, borrowed and resigned.

Article 9. Rural water assets used by the Provincial Water Administration, the People's Government, the Rural Collective Economic Organization, are one of the following cases and can be disposed of, inter alia, by sale, release:

(i) Separate or low functioning;

(ii) In terms of technical reasons and scientific evidence, there is a need for lapse and phase-out;

(iii) Inadmissibility of force majeure;

(iv) Other loss of functionality.

Article 10 shall be subject to approval by the district's financial sector for the rental, loan, delivery and disposal of rural water assets used by the district water administration authorities.

The commune (commune) government rents, borrows, lends and disposes of the rural water assets used by it should be approved by the district financial sector with the consent of the district water administration authorities.

The Rural Collective Economic Organization rents, borrows and licenses its use in rural water-liage assets should be discussed in accordance with the law at the Village People's Conference of the Rural Collective Economic Organization or at the meeting of villagers.

Article 11 Location, borrowing and loaning of rural water assets shall enter into a written contract and specify the duration, scope of care, and responsibility for escorts. Article 18

(i) The absence of a rural water asset archives and information bank;

(ii) Expropriation, borrowing, licensing and disposal of rural water assets;

(iii) As a result of the non-performance of asset management responsibilities, rural water assets are severely damaged and lost.

Article 19

Rural collective economic organizations dispose of rural water assets used by them and are implemented in accordance with the relevant provisions of the management of collective assets in the country and in the province.
