Participation of the Government of the Northern Province of Lake

(Adopted by the 69th ordinary meeting of the Government of the Republic of Vavu Han, 25 November 2013, No. 248 of 21 January 2014, No. 248 of the Order of the People's Government of Vavu Han, issued as of 1 April 2014)

Article 1, in order to strengthen the Government's participation in the work of the matter, guarantees participation in the performance of its duties in accordance with the Government's Participation Regulations, and develop this approach in the light of the actual practice of the province.

Article 2

Article 3 Governments of more people at the district level should strengthen their leadership in the field of participation by providing guarantees for the participation of the Government of the people at this level to facilitate compliance with the law.

The relevant sectors of the people's government at the district level should assist, within their respective responsibilities, in the conduct of work and in the work of the liaison officers.

Article 4 The top-level people's government is involved in the work of the lower-level people's government, under the guidance of the work-making body and the work liaison officers.

Article 5. The Government of the Provincial People is appointed by provincial governors, who are employed by the Mayor.

Article 6. Participation is based mainly on democratic parties and non-party personnel, and can also be employed by expert scholars from the Communist Party of China.

Recruitment should focus on the optimization and improvement of the overall knowledge structure and the professional structure in order to adapt to the needs of the Government in its work.

Article 7. In addition to the conditions that should be met under the Government Work Regulations, the following conditions should be met:

(i) There is a deeper approach in relevant areas, with a stronger integrated research and policy advisory capacity;

(ii) A stronger oral and written capacity to independently complete political recommendations or research reports;

(iii) To beauty and integrity.

Article 8

(i) The head of the Government, the relevant branches of the Government and the relevant aspects thereof, recommend candidates to the participating agencies or to select candidates in accordance with the principles of openness, competition and merit;

(ii) To study the identification of candidates and the conduct of studies, in accordance with Article 7 of this approach, with relevant departments and relevant aspects of the Government;

(iii) To identify candidates to be recruited by the participating agencies and the relevant authorities of the Government in accordance with the study on the basis of the examination;

(iv) Upon finalization by the Government of the people at the current level, the award was issued by the principal head.

Article 9. Participation in the session shall not exceed five years. Employees may be reappointed for the needs of the Government and in accordance with article 7 of this approach.

Article 10 Participation in the term of office expires or in the term of office shall not be in accordance with the conditions set out in article 7 of this approach or may not continue to perform its duties, and the participating agencies shall report to the principal heads of the Government of the current people in a timely manner.

Participation may apply to the participating agencies for departure within their term of office. The application for departure was approved by the Government of the People's Government of the participating agencies.

Article 11 is one of the following cases in which the participating agencies should be represented by the principal heads of the Government:

(i) Non-compliance with the law and criticized education remains unchanged;

(ii) Participation in activities that are not in line with the status quo, resulting in adverse consequences;

(iii) Three major events organized by the participating agencies in one year have been accumulated.

Article 12 Posts of recruitment, renewal, dismissal and dismissal shall be communicated by the participating agencies in writing to their units and related sectors and to the society.

Article 13

(i) Conduct research studies around the central work of the people's Government to understand and reflect the public opinion;

(ii) Participation in research and advice on the major decision-making activities of the people at this level;

(iii) Oversight of the work of the people's Government and the implementation of major decision-making, including through advice, advice, advice, criticism and promotion;

(v) Participation in the harmonization of patriots;

(viii) Other work undertaken by the Government of the people at this level and its participating agencies.

Article 14. Participation in the exercise of its duties by law shall not be held accountable for the expression of opinions, recommendations or criticism.

Article 15 should perform the duties of work, comply with the disciplines of work, conservative State secrets, comply with integrity provisions and refrain from exploiting the job to gain undue benefits.

Article 16: The Government of the People's Government, which is a participating agency, should be guided by the needs of scientific democracy in decision-making in accordance with the law:

(i) Encourage support for active advocacy and respect for the right to be reflected directly to the leadership of the people at this level, to make observations, recommendations and criticisms, and to ensure their access;

(ii) To raise the focus of the participation of the Government of the people at this level in the conduct of political consultations and the important topics to be studied;

(iii) To regularly inform the Government of the significant decision-making, deployment and economic and social development;

(iv) Directly listening to views, suggestions and recommendations, including through colloquiums, seminars and seminars, to accept democratic oversight of the work of the Government;

(v) Participation in research on major decision-making, based on the need for the organization of regular meetings or related thematic meetings of the Government of the People at this level;

(vi) Organizing research on the completion of key policy, implementation of major work deployments and priority work matters;

(vii) To urge the relevant departments to conduct timely follow-up recommendations by Government leaders and to keep them regularly informed.

Article 17

(i) Organizing participatory party and national policy;

(ii) Organizing research studies around the centre of the people's Government;

(iii) A presentation of the recommendations, to inform the relevant departments of the progress made and to inform them of the proceedings;

(iv) Participation in various meetings and activities of advisory services for decision-making;

(v) To organize discussions on key draft documents, such as local legislation, government regulations and regulations;

(vi) Organizing participation in the patrioritization line;

(vii) Procedural selection, dismissal and replacement;

(viii) Conduct an annual evaluation of the performance of duties;

(ix) Provide safeguards and services for participation in the performance of their duties under the law;

(x) Organization participation in external communication and cooperation;

(xi) Other matters to be carried out by the host Government.

Article 18 does not establish a municipal, district-level people's government that is involved in the work. The incumbents of the liaison officer perform the following duties:

(i) To follow up on the guidance of the Government on the work of the High Level People;

(ii) To recommend topics for political consultation in response to major economic and social development in the region;

(iii) Coordination of relevant sectors and units in the region to support and synchronize research activities;

(iv) Maintain the link between the Government of the people at this level and the Government of the High-level People with regard to participation;

(v) Undertake other work related to the engagement of the Government of the people at this level.

The unit of the personnel relations involved in article 19 should actively support the performance of the duties, implement the treatment provided by the State and provide the necessary working conditions and facilities. During the recruitment period, the same treatment is granted to the office of the head office.

The participating units, in accordance with the tasks undertaken by the parties, shall make appropriate nuclear reductions or workload.

Article 20 is involved in the preparation of specific management, which is determined by the Government of the people at this level in accordance with the work needs.

The personnel relations involved are carried out by the party's organs, the cause unit, and are managed in accordance with the relevant provisions of the State and the province.

Article 21 is marked by the recognition of the Government of the people at this level by the fact that it has made a significant contribution to the Government's scientific democracy and legal decision-making.
