Vilhan Means of Science and Technology

(Adopted by the 64th Standing Committee of the People's Government of Vavuhan on 8 October 2013, No. 244 of 7 November 2013, published as of 1 January 2014)

Article 1, in order to encourage citizens, organizations that make a prominent contribution in science and technology progress activities, to develop this approach in line with the relevant provisions of the National Science and Technology Awards, the Northern Province of Lake, and the Government Order No. 197.

Article 2 People's Government has established municipal science and technology awards, which are divided into six categories:

(i) Major scientific and technical contributions awards;

(ii) Science and technology progress awards;

(iii) International Prize for scientific and technical cooperation;

(iv) Major science and technology results conversion awards;

(v) Business science and technology innovation awards;

(vi) Synergies for science and technology.

The evaluation, award of the municipal science and technology award in Article 3 adheres to the approach of respecting knowledge, respecting talents, encouraging innovation and promoting the transformation of scientific and technological outcomes.

Article IV evaluates, awards, upholds the principles of openness, equity and justice, and no organization or individual shall interfere unlawfully.

The Article 5 municipal science and technology administration is responsible for the organization of the evaluation of municipal science and technology awards.

The Government of the city has established the Urban Science and Technology Grants Commission to coordinate and make resolutions on the evaluation activities of the Municipal Science and Technology Award, the evaluation results, etc., with the composition of the city's science and technology administration and the approval of the Government. The municipal science and technology incentive committees are located in the municipal science and technology administration.

The Urban Science and Technology Approval Committee employs experts, scholars to form evaluation committees responsible for the evaluation of municipal science and technology awards, in accordance with the provisions of this approach. The municipal science and technology awards evaluation committee may establish a number of evaluation teams, based on work needs, responsible for the evaluation of scientific and technical awards within the current professional context.

Article 6 encourages social forces to establish scientific and technical awards for this city. The establishment of a science and technology award for this city by the social forces should implement the relevant provisions of the National Science and Technology Award for Social Forces.

Citizens, organizations granted under Article 7 (other than the International Prize for Scientific and Technological Cooperation) refer to citizens or organizations in the city, organizations, and other geographical areas in cooperation with citizens or organizations.

Article 8 Major contributions awards for science and technology workers in line with one of the following conditions:

(i) Significant research results in the area of high-technical technologies and in science and technology development, which have a strong contribution to promoting scientific and technological progress and economic development in the city;

(ii) The transfer of scientific and technological results and the promotion of higher industrialization of new technologies have created significant economic benefits, social benefits or ecological benefits.

Article 9 STI awards to organizations or citizens that meet one of the following conditions:

(i) In technology inventive projects, the use of scientific and technological knowledge in the areas of process, materials, products and systems makes major technological inventions, leading and creativity in the corresponding technology area, creating significant economic benefits or social benefits through implementation;

(ii) To complete major scientific and technological innovation and to create significant economic benefits in the implementation of technology development projects;

(iii) The achievement of important results in scientific and technological projects such as standards, measurement, quality, scientific and technological information, scientific archives and the implementation of natural resource surveys, environmental protection, health, natural disaster monitoring and forecasting, as well as soft scientific research, scientific research, scientific research, scientific and technological research, and the creation of significant social benefits through practical tests and applications;

(iv) In the implementation of major engineering projects, major technological innovations have been completed, ensuring that the works are at the national level and above, and have significant economic benefits or social benefits.

Article 10 International Prize for Scientific and Technological Cooperation awards to foreigners or foreign organizations that meet one of the following conditions:

(i) Cooperate with Chinese citizens or organizations in this city to study, develop and achieve significant scientific and technical outcomes;

(ii) The transfer of advanced technologies and the development of talent to Chinese citizens or organizations in this city is particularly significant;

(iii) To make an important contribution to promoting scientific and technological exchanges and cooperation between the city and foreign countries.

The 11 major scientific and technological results-based conversion awards to high-technical enterprises eligible for the following conditions:

(i) Registration and independent legal personality in the city;

(ii) An autonomous intellectual property that is leading in the country, and after the transformation of scientific and technological outcomes creates significant economic benefits or social benefits for this city.

Article 12 Business Science and technology innovation awards to high-technical enterprises eligible for the following conditions:

(i) Registration and independent legal personality in the city;

(ii) There is a certain technological innovation and management of innovative capacities with autonomous intellectual property and autonomous innovation products;

(iii) There is a sound quality management system with stable growth and good economic benefits.

Article 13 Synergies in science and technology awards to organizations that meet the following conditions:

(i) The member units of the Strategic Alliance for Technological Innovation in Production, as identified above at the municipal level;

(ii) Stakeholder of higher-level scientific research projects through scientific and technological synergies;

(iii) A creative contribution in the area of science and technology synergies in innovation promotion, application, a demonstration role highlighted and the effectiveness of research and development.

Article XIV awards for major scientific and technological contributions, International Prize for Scientific and Technological Cooperation, major science and technology results conversion awards, enterprise science and technology innovation awards varying degrees, science and technology progress awards are divided into one such award, two awards, and three awards.

Article 15 municipal science and technology awards are evaluated every year.

The candidate for the 16 municipal science and technology award or the candidate project is recommended by the following units or individuals:

(i) Regional science and technology administration;

(ii) The relevant sectors of the Government;

(iii) Related industry associations;

(iv) In the city, more than three scientific experts with the same or close professional professors;

(v) Other units in the municipal science and technology administration granted the right to recommend.

Article 17 recommended that candidates for municipal science and technology awards or candidate projects be recommended in accordance with the provisions of the municipal science and technology administration, and that, when recommended, proposals for a unified format should be completed to provide complete, real and reliable evaluation material.

The same scientific and technological outcomes can only be recommended for the evaluation of a class of municipal science and technology awards.

The evaluation of the municipal science and technology awards in article 18 was carried out by a system of avoidance. The candidates recommended for municipal science and technology awards or participants in the candidate projects shall not participate as an evaluation member in the evaluation of the year.

Sections and individuals involved in the recommendations and evaluations should be strictly conservative in the technical content involved and the evaluation situation, without in any way disclosing the technical secrets and practising technical results.

In accordance with the evaluation rules developed by the municipal science and technology administration, the Committee evaluates the recommended candidates or candidate projects and makes recommendations to the Committee on Science and Technology for the proposed awards or projects, as well as the types of incentives, incentives. In accordance with the recommendations of the Evaluation Committee, the Committee on Science and Technology (ICG) has adopted resolutions on awards or projects, as well as incentives and incentives.

Article 2 is responsible for the investigation and processing of objections by the scientific and technical executive branch of the city and is processed within 20 working days. No award shall be awarded for the proposed awards and projects not processed.

Article 23, which expires with no objection or objection, is submitted to the Government of the city by the municipal science and technology administration for a candidate for the municipal science and technology award or a project and incentive category, the incentive hierarchy.

Article 24's major contribution awards are signed and awarded by the Mayor of the Municipal Government. The Science and Technology Progress Award, the major scientific and technological results-based conversion award, the Business Science and Technology Innovation Awards are awarded by the Government of the city. The International Science and Technology Cooperation Award and the Science and Technology Coordinated Innovation Award are awarded by the Government of the city.

The amount of awards for the 25th Municipal Science and Technology Award is provided by the Government of the Municipalities for the inclusion of funds in the financial budget.

Article 26 ran theft, expropriation of the scientific and technological outcomes of others, or deception of the municipal science and technology awards by providing false data, materials, etc., after the approval of the municipality's Government, the recovery certificate and awards, and the organization concerned and individuals shall not declare municipal science and technology awards within five years.
