Constraints for construction works in the veterans

(Summit No. 185 of 21 November 2013, No. 185 of the Decree No. 185 of 21 November 2013 issued as from 26 December 2013, at the eleventh ordinary session of the Government of the thirth of 31 October 2013)

Article 1 establishes this approach in the light of the laws and regulations of the People's Republic of China Buildings Act, the Cyberhouse Environmental Pollution Control Regulations, in line with the actual practice of my city.

These approaches should be followed by units and individuals working in new construction, alteration, expansion of construction works and construction, construction and dismantling activities in each of the two districts (markets), districts (in the city's five areas, mining areas and high-technical industrial development areas, new districts etc.) (hereinafter referred to below).

Article 3 of this approach states that construction works are contaminated on the ground, which refers to the contamination of the atmosphere caused by the burning of the grain in construction works, municipal infrastructure works and buildings, construction work.

Housing construction works refer to various types of buildings and their subsidiarys and to the routes, pipelines, equipment installation works and interior and interior renovations.

The municipal utilities infrastructure works refer to local roads, public transportation, water supply, drainage, heating, gardening, sanitation, sewage treatment, garbage treatment, protection of flood, local public facilities and installation of equipment.

The construction, construction and dismantling of the construction project means the removal of buildings and constructions already constructed or partially constructed.

Article IV. Construction of work on-site fire pollution control, upholds the principle of territorial management, scientific norms, prevention of ownership and security order.

Article 5 The city-building administrative authorities are responsible for providing guidance, supervision and assessment for the management of dust contamination in the districts (markets), sector construction works.

The Governments of the various districts (markets), the people of the region should strengthen the leadership of the construction of ground-based fire pollution control in the Territory, with the construction of administrative authorities or city-building management implementing day-to-day oversight over the construction of ground-based fire pollution control in the Territory.

The relevant sectors such as development reform, planning, urban management, public safety management and finance are responsible for the management of construction work on-site fire pollution.

Relevant sectors such as environmental protection, planning, construction and urban management should establish information systems for the construction of ground-based fire pollution prevention and control, maintain information interchange and promote coordination of interconnections.

Article 7 concerns projects relating to the construction of construction permits, which may be issued by the urban administration after a construction permit is obtained.

Article 8. Construction of construction works in the urban area prohibits field blends and mortars.

Article 9. The construction unit assumes the following responsibilities in the construction of work on the ground-based fire pollution control:

(i) The establishment of the construction of a body of work-based anti-star pollution control and the overall responsibility for the work on the ground-based fire pollution control;

(iv) The residual and garbage shall be cleaned in a timely manner after the completion of the work.

Article 10 Construction units (concluding units, as described below as construction units) assume the following responsibilities in the construction of work on the ground-based fire pollution control:

(i) The solicitation documents shall be subject to specific programmes for the control of dust pollution. Contents of the specific programmes include: the objectives of anti-soil control, the technical measures, responsibilities units and responsibilities for different sub-engineering processes, etc.;

(ii) The General Contracting Unit and the subcontractor shall establish a liability for the control of dust pollution, and the overall contractor unit is responsible for the construction of the construction work on-site fire;

Article 11. The construction work area shall be in compliance with the following provisions:

Article 12. The construction of the construction of the housing construction works shall be in accordance with the following provisions:

Article 13

Article 14. Buildings, constructions and construction sites shall be subject to the following provisions, in addition to the provisions of article 11, subparagraphs (v), 6 and 7 of this approach:

(i) The use of a heavy steel block that is not less than 1.8 m and the removal of the site should set a warning mark;

(ii) The removal of dust, such as hypertension, spraying;

(iii) No garbage shall be dropped or abandoned;

(iv) The dismantled construction garbage shall be completed within three days of the demolition. The remaining construction sites that have been completed should be closed and cannot be built and cover or greened in airfields;

Article 15

Article 16 districts (communes), district-building administrative authorities or urban sector-building management should strengthen the monitoring inspection of the construction of ground-based fire pollution control, and the inspection units or individuals should provide information related to inspection, without concealing, avoiding and impeding oversight inspections by law enforcement officials.

Article 17 districts (markets), district-building administrative authorities or city-building authorities have established complaints telephones to receive public reports and complaints about the construction of work on the ground of fire pollution, to receive reports and complaints, and to inform the reporting person or the complainant of the results of the inspection.

Article 18 Inadequate units for the control of dust pollution should be introduced and made available to society.

Article 19, Construction units are charged with administrative penalties for dust pollution and are in good faith and have removed their prequalification; they have been suspended for a six-month tender in the event of administrative penalties for fire pollution.

Article 20, Construction units, construction units, in violation of article 8 of this approach, are converted to a management order in each district (commune), district-building administrative authorities or urban areas, with a fine of over 3,000 dollars.

Article 25 When administrative law enforcement officials monitor inspections, the following provisions shall be observed:

(i) No impediment to the normal production, operation and order of the inspectorate and individuals;

(ii) No violation of the physical and other legitimate rights of the parties;

(iii) No indiscriminate punishment;

(iv) Non-participation in activities that hinder justice enforcement by inspection units or individual arrangements;

(v) No disclosure of the names of the reporting person, the work unit and the family location;

(vi) The relationship with the inspectorate or the individual should be avoided.

Article 26 The construction of ground-based anti-star contamination for the construction of works in the horrends (No. 172 of the People's Government Order No. 172) was released on 27 September 2010.
