    Ministry of foreign trade and economic cooperation, 2001 9th order) the following supplementary provisions: first, with effect from January 1, 2004, allows Hong Kong service suppliers in the Western region of the Mainland and Macao service providers set up wholly-owned enterprises engaged in road passenger transport business.
    Second, effective January 1, 2004, allows Hong Kong service providers set up wholly-owned enterprises in the Mainland and Macao service providers engaged in road freight business.
    Third, since January 1, 2004, allows Hong Kong service providers and Macao service providers operating in Hong Kong, Macao and mainland provinces, municipalities and autonomous regions "by train".
    Four Hong Kong service providers and Macao service providers in mainland China "by train" businesses to set up wholly-owned, joint ventures or cooperative enterprises in the Mainland, and road transport operators permit.
    Five, the provisions of the Hong Kong service providers and Macao service providers should comply with the Mainland and Hong Kong closer economic partnership arrangement with the Mainland and Macao closer economic partnership arrangement on the "service provider" definition and requirements of the relevant provisions.
    Six, in addition to the above provisions, other issues in accordance with the implementation of the provisions on administration of foreign-invested road transport industry.
    Seven, this supplement in conjunction with the Ministry of Commerce is responsible for the interpretation by the Ministry.
                                            VIII this supplementary provisions shall enter into force on January 1, 2004.
