    Article 276.9 exceptions (a) certain goods that could be classified as dangerous goods and substances, in accordance with the relevant regulatory requirements of the airworthiness and operations, or for other special reasons set out technical details when you need loaded on aircraft, and not be limited by this provision.

    276.13 control and inspection (a) engaged in air transport activities of units and individuals shall be subject to the Council on the supervision and inspection of dangerous goods transportation, to determine whether it meets the requirements.
    (B) the Council may, in accordance with paragraph (a), check the results or any other evidence, determine whether the units and individuals for continuing to engage in activities related to air transport; violations of the provisions of this act according to the provisions of chapter n requirement be investigated for legal responsibility.

    (E) in the case of (d), the permits, authorizations and exemptions as required by the file, such as using text other than Chinese or English, should be accompanied by an accurate translation in Chinese or English. 276.43 accepted applicants in accordance with this provision 276.41, prepared at the request of the application documents, made a formal application to the civil aviation authority. Civil Aviation Authority shall make a decision on whether to accept the application within five working days.
    If applications are being accepted for subsequent review arrangements; if it is not accepted, it shall notify the applicant in writing and state the reasons.
    276.45 review (a) file review of the civil aviation authority with respect to the applicant's dangerous goods training program, manuals and related documentation for a detailed review, initial approval of dangerous goods training program, the dangerous goods manual authorization.
    (B) validation check applicants approved by the initial training syllabus for the training, according to approved dangerous goods manual to set up the management and operating procedures; civil aviation authority validation checks on the quality of training and related programs, ensuring that it meets the requirements of these regulations and technical rules. Article 276.47 decides (a) accredited, after confirming the applicant meets all of the following conditions, the Council issued to applicant licensing document for dangerous goods transportation by air:

    (H) if due to the nature of previous contents without thorough washing of empty containers may cause harm, it should be tightly closed, and hazardous situations to be addressed.

    (8) the consignor or the passenger's name and address and (9) other details of the accident or incident and (10) the suspected causes of accidents or incidents, (11) the measures taken by the (12) written report and other reports, (13) the speaker's name, title, address and contact phone number.
    (D) copies of the relevant documents and photographs should be attached to the written report. Training article 276.155 General requirements of chapter I (a) whether or not operators are issued according to the provisions of the dangerous goods transportation license file, article 276.159 shall ensure that related categories in training qualified personnel.

    Subsection 276.159 article operation people and agent of training requirements (a) except this article (b) paragraph of provides outside, following various personnel not by by Council Party approved of dangerous goods training outline for training or training not qualified, operation people shall not arrangements its engaged in related work, the personnel also shall not accept operation people arrangements of related work: (1) operation people and agent of dangerous goods received shipped personnel; (2) operation people and agent engaged in goods and the luggage ground operation, and storage and the Mount of personnel;
    (3) operators and passengers are responsible for cargo, mail, and personnel security checks of passengers and their luggage (4) flight crew and cargo, (5) crew members other than flight crew; (6) operators and their agents subject to subsection (1), collection and transportation of goods other than personnel.
    (B) foreign operators should ensure that their People's Republic of China engaged in air transport activities in the above-mentioned training qualified personnel according to the following requirements: (1) training program approved by the State in which the operator or (2) the approval of the training program.
    (C) according to the approval of the training program and training qualified personnel, for different operators agents (a), of the same categories of persons working, but the operator shall ensure that the following conditions have been met: (1) under the same mandate, their level of training enough for specified work; (2) dangerous goods comply with the operator manual. Article 276.161 approved training program and revised
