(D) the issuing authority does not qualify or do not meet the statutory conditions of the issuance of the certificate of competency of the applicant; (v) law may revoke the certificate of competency in other circumstances.
Crew by fraud, bribery or other improper means to obtain the certificate of competency, shall be revoked.
