    Provisions of this article applies to the People's Republic of China in the field of (excluding Hong Kong S.A.R., and Macau S.A.R. and Taiwan) in accordance with CCAR-121 and CCAR-135 for commercial operation of aircraft, according to investigations by the competent civil aviation authority under the State Council organization of major accidents, the State Council authorized the special major civil aircraft flight accidents investigation.

    Article 46th participation in emergency rescue units in the process of emergency rescue should protect the scene of the accident and relevant evidence, avoiding moving any aircraft debris, debris, the remains of victims.
    By expanding rescue workers, prevent accidents and other reasons need to move the scene of the accident, should make logo, photograph, video or draw diagrams, make a written record.
    Any instrument within the aircraft cockpit, parts, operation casualties before the move, must be taking pictures, drawing and making records.
