Nineth Commission from the date of acceptance of the application within 45 days to review the application materials, to meet the conditions specified in article sixth of this approach, issued by the civil explosives manufacturing license; does not meet the conditions, and shall inform the applicant in writing, no production license issued by the civil explosives, and explain the reasons. Article tenth of the civil explosives manufacturing license includes: company name, legal representative, registration type, registered address, address, date of expiry, approved production and yield.

12th civil explosives enterprises for adjusting production capacity and the variety of alteration, expansion or offsite construction or production site mixed operation shall be in accordance with this approach to re-apply the explosives manufacturing license.
13th within the validity of the civil explosive materials production license, business name, legal representative, registration type, and so on to be changed, enterprises shall, before the change, submit change requests to the Commission, accompanied by the provincial science and technology industry for national defense departments and related agencies approved the change of the file. The Commission shall, upon receipt of the application make a decision on whether to agree to changes in the 15th.
Meet the requirements, issued by the change of the civil explosives manufacturing license and to recover the original license; does not meet the conditions, not be issued to, inform the applicant in writing and state the reasons.
Chapter III supervision article 14th civil explosives enterprises should strictly follow the explosives manufacturing license approved varieties and yield for production, production should strictly implement the safety management of civil explosive materials enterprise rules (WJ9049) requirements.
15th the production license and its number of civil explosives enterprises use only, may not be transferred, sold, leased, lent. 16th Commission to adopt an annual inspection system of production license.
Civil explosives enterprises should be in March each year, the explosives manufacturing license annual inspection form (3 copies, see annex 2) submitted to the provincial national defense industrial Authority reviewed and sealed, reported to the Commission. The Commission received the explosives manufacturing license annual inspection form within 20th day of review.
To comply with the following conditions, inspection stamp on the table; do not meet the conditions, and notify the enterprise of rectification: (a) year no illegal or irregular behaviour, (ii) enterprises can meet the conditions specified in article sixth of the year, (iii) year safety licensing annual review.

19th Commission and provincial national defense industrial authority shall establish and improve civil explosives license application processing, review, certification of management system, strengthen supervision and management to obtain production license Enterprise.
