Governments of provinces, autonomous regions and municipalities directly under the National Defense Industrial authority (hereinafter referred to as the provincial national defense industrial authority) is responsible for civil explosive substances sales permit application within their respective jurisdictions, examine and the sale of civil explosives license issued and daily supervision and management.
(City) and County departments of civil explosives, assist the competent departments within the District of the provincial science and technology industry for national defense explosives sold in supervision and administration, its duties stipulated by the provincial science and technology industry for national defense authorities.
Fifth National Defense Industrial authority at the provincial level to implement sales license management, shall follow the overall planning, rational distribution, scale of operation, ensuring security principles.

Second chapter application and approval seventh article application engaged in civilian explosion items sales of enterprise, should has following conditions: (a) has enterprise corporate qualification; (ii) meet local district civilian explosion items sales enterprise planning of requirements; (three) meet scale business and ensure security of requirements; (four) security evaluation reached security level standard; (five) sales places and dedicated warehouse of design, and structure and material, and security distance and fire, and explosion-proof, and anti-mine, and anti-electrostatic, security equipment, and facilities meet national about standard and specification;
(F) qualified security managers, warehouse managers, supercargo, driver, and comply with the provisions of the special transport vehicles for explosives; (VII) have a sound safety management system and the responsibility system, (VIII) other conditions stipulated by laws and regulations.

Nineth section of the civil explosive substances sales permit enterprises to choose civil explosives safety assessment safety assessment qualification bodies, on the conditions of sale of the enterprise safety evaluation.
Tenth safety evaluation institution shall, in accordance with the guidelines for the safety assessment of commercial blasting materials and related security requirements of technical standards, specifications, safety assessment of enterprises to apply for marketing approval, issued by the safety assessment report.

13th National Defense Industrial authority at the provincial level from the date of acceptance of the application in the 30th review of application materials, to meet the conditions specified in article seventh, issued by the sales of civil explosives license; does not meet the conditions, not be issued to the sale of civil explosives license, inform the applicant in writing and state the reasons. 14th Provincial National Defense Industrial authority deems it necessary to organize experts for on-site verification of applicant, shall inform the applicant in writing.
Time required for on-site verification during the license period is not calculated.
15th National Defense Industrial authority at the provincial level shall be on the date of the sale of civil explosives license issued within 15th, will be issuing situation reports to the Commission.
16th civil explosives sales business, with the sale of civil explosives license to the Administrative Department for industry and Commerce after commerce registration, may be sold explosives for civilian use.
Civil explosives sales Enterprise shall, within the 3rd after the industrial and commercial registration, to the local people's Governments at the county level public security organ for the record. Article 17th of the civil explosive substances sales permit include: company name, address, legal representative, registration type, expiry date, license sales of variety and storage capacity.
The style of the civil explosive substances sales permit provided centrally by the Commission. 18th explosives sales license is valid for 3 years. Expires, the companies continue to engage in sales activities of civil explosives shall, before the expiration of 3 months replacement to the original issuing authorities within the application.
Original issuing authorities shall sales licence before the expiry review in accordance with the conditions laid down in article seventh, qualifying, and issue a new certificate does not meet the criteria, does not issue a new card, inform the applicant in writing and state the reasons.
19th the civil explosives sales within the validity period of the license, registration of Enterprise name, legal representative, type of content changes, enterprises shall register such changes, by the issuing authority, audit and issue a new card. Sales, storage capacity changes, should be changed in the 30th before apply for changes to departments of provincial-level science and technology industry for national defense.

Chapter III supervision article 20th sales of civil explosives enterprises should be strictly in accordance with the approved sales of the civil explosive substances sales permit, approved storage capacities to engage in sales activities, may not be sold beyond the scope or the capacity to store explosives.
21st civil explosives enterprises sold the production of explosives, shall not exceed the approved by the explosives manufacturing license type, output.
22nd sale of civil explosives enterprises shall within 3rd day of consideration of civil explosives, sales type, quantity and provincial science and technology industry for national defense to purchase enterprise departments and the people's Governments at the county public security organ for the record.
