    The national census enumerators and census Director, Census certificate or census instructors permit holders from carrying out survey mission.
    Article fifth survey certified personnel shall have relevant statistical knowledge and investigative skills.
    Article sixth survey card, should I fill in the registration form, by the employing unit or unit where I review, submitted to the provincial people's Government statistics agency or NBS survey sent by approved and issued by the employer or at the unit.
    Article seventh survey permit shall indicate the following: (a) the holder's name, gender, age, (ii) photograph of the holder, (iii) where the holder or the name of the employing organization; (d) the number of certification authorities and certificates, (v) date of issuance, expiry date.
    Eighth article holding card personnel of duties is: (a) publicity, and implementation statistics legal, and regulations, and regulations and Statistics survey system; (ii) law carried out statistics survey, accurate, and timely completed statistics survey task; (three) requirements about statistics survey object law accurate, and timely provides statistics information; (four) audit statistics information of accuracy, law requirements corrected not real of statistics information.

    Plot heavy, belonging to the agents of the State, shall be given sanctions; not part of the national staff, resolve the employment contracts, and in accordance with the relevant provisions of the law dealing with: (a) the certificate lent to others in the survey, (ii) use of survey permits in Census and survey related activities; (iii) disclose survey of survey data. 12th article of any violation of this regulation, forged, altered or fraudulent use of certificates of survey, local people's Governments at or above the county level statistical agency or NBS sent the investigation team shall be ordered to correct, with a warning. For non-operating activities occurred in violation of the preceding paragraph, also fined 1000 Yuan fine.
    Operating activities occurred in violation of the preceding paragraph, has illegally obtained, illegal gains shall be punishable by one to three times but not exceeding 30000 Yuan fine; no illegal income, and may be fined not more than 10000 Yuan.
    Responsibilities for violations in the preceding paragraph, by the local people's Governments at or above the county level statistics agency or NBS sent investigation teams be warned, also fined 1000 Yuan fine, or that the public security organs in accordance with the People's Republic of China Law on administrative penalties for public security.
    13th to the local people's Governments at or above the county level statistics agency, National Bureau of investigation team dispatched by hiring investigators to perform one-time survey tasks, interim survey certificate can be issued.
    Provisional certificate of survey issued, managed by the provincial people's government statistical agencies, national statistical offices sent the survey requirements. 14th the measures come into effect December 1, 2007.
