    Chapter III application and review section 13th for assessment of the quality and safety testing organization (hereinafter the applicant), shall be filed with the Ministry of agriculture and provincial departments of agriculture administration (hereinafter referred to as examination Office) a written application.
    Relevant departments under the State Council established by law or authorized by the agricultural products quality and safety inspection body, for examination and approval by the relevant authority to apply to the Ministry of agriculture.
    Other agricultural products quality and safety testing organization, make application to the provincial departments of agriculture administration.
    14th article applicants should to assessment organ submitted following material: (a) applications; (ii) institutions corporate qualification certificate or its authorized of proved file; (three) superior or about sector approved institutions set of proved file; (four) quality system file; (five) measurement certification situation; (six) near two years of typical test report 2 copies; (seven) other proved material.
    15th evaluation offices or institutions commissioned a technical review, is responsible for the application at first instance.
    16th inspection organs accepting the application, shall promptly notify the applicant and application materials will be sent to the technical review agencies; inadmissible, it shall promptly notify the applicant in writing and state the reasons.
    17th technical review body shall, within 10 working days from the date of receipt of application materials to complete the preliminary examination of the application materials and trial reports to the examination authority.
    Through the trial, assessment authority to arrange on-site review is not short-listed, assessment bodies shall issue a trial notice of not. 18th site assessment implementation review group in charge.

    Assessors should have senior technical titles, agricultural products quality and safety inspection or related work for more than 5 years, and the examination of the Ministry of agriculture.

    The fourth chapter approval and certification section 20th inspection authority shall receive within 10 working days from the date of the on-site review report, make a decision on whether to pass the examination of the applicant.
    Through assessment, issued the People's Republic of China agricultural product quality and safety testing organization examination certificate (hereinafter referred to as the assessment of competency) and permits the use of agricultural product quality safety assessment marks, and shall be published.

    25th in the certificate validity period, agricultural products quality and safety testing organization, one of the following circumstances, should the original evaluation authority re-apply for examination: (a) the testing institution to split or merge; (b) significant changes in the conditions of detection equipment and facilities, and (iii) detection projects. Sixth 26th Ministry of agriculture is responsible for the supervision and management of agricultural product quality safety inspection institutions to conduct proficiency testing and inspection.

    Article 30th agricultural products quality and safety inspection body forged results or issuing false certificates, in accordance with the People's Republic of China article 44th of agricultural products quality safety law are punishable.
