    27th article in violation of the regulations, crew members of the vessel during the work does not carry the service book of crew, the maritime administrative agency shall order rectification, and may be fined a maximum of 2000.
    28th article in violation of the regulations, the captain is not in the crew in the service book faithfully and promptly recorded crew qualifications and service performance, by the maritime administrative agency fined 2000 Yuan and 20,000 yuan in serious and withholding of competency certificates for more than 6 months to 2 years until the penalty of revocation of competency certificates.
    29th article in violation of the regulations, crews employ unregistered persons work on a ship of the employer, by the maritime administrative agency ordered corrective action and fines of between 30,000 yuan and 150,000 yuan.
    30th of staff of the maritime administrative agency shall have any of the following circumstances shall be given disciplinary action: (a) violations registered with the crew or crew service book issued, (ii) does not perform its duty of supervision and inspection, and (iii) no administrative statutory or administrative penalty according to law; (d) other acts of abuse their powers, neglect their duties.
