Highway and waterway transportation implementation of People's Republic of China Law on energy saving way

First to promote Highway and waterway transportation energy, improve energy efficiency, according to the People's Republic of China Law on energy saving, combined with the development of the transportation sector, these measures are formulated.

15th Government transportation departments at all levels shall apply to the financial Department of the people's Government energy conservation funding included in budget used to support energy-efficient supervision and management system, research and development of energy-saving technologies, energy-saving technologies and products demonstration and promotion, key energy-saving projects implemented, energy-saving awareness training, information services, and recognition awards, and so on.
Transportation industry energy-saving incentive mechanisms, and gradually form a State and local funding for guide and corporate funds as the main traffic energy conservation investment, establishment of a special fund for energy efficiency at all levels of, encourages and supports the development, promotion and application of energy-saving products and technologies.

Chapter III General rational use and conservation of energy
17th energy-using units shall improve traffic management, development and implementation of energy-saving plans and technical measures, to establish and improve the energy management system, according to the production volume in the process, transportation, construction and other factors change adjust production plans, improve transport efficiency.
18th transport energy-using units shall improve their energy-saving education to employees in this unit, the unit staff establish awareness of energy conservation, and to establish an energy-saving target responsibility system, energy saving targets as part of performance appraisal.

21st transportation energy-using units shall formulate and implement their own energy consumption per unit product of fixed standards and technical evaluation of equipment on a regular basis, on the technology behind the old and high energy-consuming equipment, advanced to scrap, replace and improve planning.
22nd transportation energy-using units shall be drawn up to production procedures, and to carry out energy-saving education and training; training of qualified personnel priority in energy management posts or work related to high energy-consuming equipment operation jobs.
23rd prohibits the acquisition, promulgated by the State out of energy-consuming products and equipment, may not be out of energy-using products, equipment, transferred or leased to others.
24th transportation energy-using units shall not be imposed on energy consumption cost.
25th transport key energy-using units shall regularly inform the Transport Ministry, provincial transportation authorities submit report on the energy situation of the previous year.
Transportation energy use status report should include the following:
(A) the purchase and consumption of energy;
(B) energy conservation;
(C) energy consumption per unit product energy consumption or production;
(D) analysis of energy efficiency and energy saving;
(E) energy-saving measures;
(Vi) other situations that require reporting.
Traffic key energy referred to in the first paragraph of this article refers to Highway and waterway transportation using units of the annual energy consumption of more than 5000 tons.
26th transport key energy-using units shall establish energy management job, with energy-saving expertise, practical experience and mid-level technical titles of personnel recruited Head of energy management.

The fourth chapter legal liability
27th transportation using units in violation of these regulations relevant provisions in research, design, production, in breach of the provisions of mandatory energy efficiency standards, by the Department of transportation, within the terms of reference of the rectification, and may be reprimanded or given administrative sanction of those responsible.
28th transportation using units fail delaying to report, making false statements, refuse or other energy statistics submitted in accordance with the provisions of the Act, in accordance with the People's Republic of China related provisions of the Statistics Act.
29th national has been officially eliminated energy-using equipment, will eliminate the transfer of energy-using equipment used by others, or other energy-saving in illegal acts, in accordance with the People's Republic of China energy conservation law and the People's Republic of China standardization law, relevant regulations.
