    Second approach applies to Hong Kong service providers in Guangdong Province and Macau service providers set up wholly-owned travel agency, joint venture or cooperation and approval of applications.

    Other investors in Hong Kong, Macao, Guangdong Province set up a travel agency for application, examination and approval, the procedures do not apply.

    Article Hong Kong and Macao service suppliers in these measures, each Party shall comply with the Mainland and Hong Kong closer economic partnership arrangement and the relationship between the Mainland and Macao closer economic partnership arrangement, the definition and related requirements of service providers.

    Fourth National Tourism Administration and the Ministry of Commerce respectively commissioned the Guangdong Provincial Tourism Administration, the Guangdong provincial Department of foreign trade and economic cooperation, in accordance with the provisions of the travel agents Ordinance, accepted and approved the Hong Kong and Macao service providers set up travel agencies in Guangdong province's application.

    The Guangdong Provincial Tourism Administration, the Guangdong provincial Department of foreign trade and economic cooperation of the provisions of the preceding paragraph may not be filing and approval, and then entrusted to other organizations or individuals.

    Article fifth Hong Kong and Macao service providers to apply for established travel agencies in Guangdong Province, each Party shall meet the approval of the State Council of the Mainland/Hong Kong closer economic partnership arrangement and its supplementary agreement of the Mainland/Macao closer economic partnership arrangement and its supplementary agreement, as well as the conditions under the travel agents Ordinance.

    Sixth the Hong Kong and Macao service providers to apply for established travel agencies in Guangdong Province, by the investors to the Guangdong Provincial Tourism Administration to apply and submit the relevant documents of the conditions specified in article fifth. Guangdong Provincial Tourism Bureau shall accept the application within 60 days from the date of the application for review has been completed, the decision to approve or disapprove.

    Approval, issued by the Hong Kong and Macao investment opinion on the travel agency business approval; approved, shall notify the applicant in writing and state the reasons. Applicants holding travel agency business license of the Hong Kong and Macao investment opinion on the examination and all the investors signed contracts, articles of Association to the Guangdong Department of foreign trade and economic cooperation for the establishment of the Hong Kong and Macao enterprises with overseas investment applications. Guangdong provincial Department of foreign trade and economic cooperation shall be from the date of acceptance of the application in the relevant laws and administrative regulations within the stipulated time, the proposed contract and regulations of Taiwan, Macao and overseas Chinese investment in travel agencies review has been completed, the decision to approve or disapprove.

    Approval of issue of Taiwan, Macao and overseas Chinese invested Enterprise approval certificate, from the Guangdong Provincial Tourism Bureau and notify the applicant receive a travel agency business license; is not granted, it shall notify the applicant in writing and state the reasons.

    Business license applicants with the travel agency and the Hong Kong and Macao overseas Chinese invested Enterprise approval certificate to the industrial and commercial administrative organs for registration.

    Seventh National Tourism Administration and the Ministry of Commerce shall respectively to the Guangdong Provincial Tourism Administration, the Guangdong provincial Department of foreign trade and economic cooperation acceptance, approval from Hong Kong, Macao service providers that work in Guangdong Province, the travel service application guidance and supervision.

    The Guangdong Provincial Tourism Administration, the Guangdong provincial Department of foreign trade and economic cooperation should be accepted, approved of Hong Kong and Macao service provider case set up travel agencies in Guangdong Province, respectively for the record in accordance with the national tourism administration and the Ministry of Commerce. Eighth article of the rules implemented on January 1, 2009.
