Fresh milk production and acquisition management

First to enhance milk production and acquisition management, ensuring quality and safety of fresh milk, promoting the healthy development of the dairy industry, in accordance with the regulations on dairy product quality and safety supervision, and these measures are formulated.
Article fresh milk in these measures refers to raw dairy animal milk.
Article in the People's Republic of China territory of fresh milk production, purchase, storage, transport, sale, should comply with these measures.
Fourth, fresh milk acquisition of dairy animal farming, fresh milk transporters to the production, purchase, transportation and sale of raw milk quality and safety is responsible for, is the first responsibility of raw and fresh milk quality and safety.
Fifth animal husbandry and veterinary administrative departments above the county level people's Government is responsible for the dairy animal feeding and fresh milk production, purchase links of supervision and management.
Relevant departments under the people's Governments above the county level within the scope of their respective duties and responsibilities of fresh milk quality and safety supervision and management of other work.
Sixth production, purchase, storage, transportation and sale of fresh milk, shall conform to the national standards of quality and safety of dairy products.
Prohibited in fresh milk production, purchase, storage, transport and sales process to add any substances.
Seventh provincial animal husbandry and veterinary administrative departments under development and reform, industry and information technology sector, the business sector, business development of dairy industry in their respective administrative areas planning, strengthen the construction of milk source base, encourage and support a standardized scale, improve the service system, promote the healthy development of the dairy industry.
Local people's Governments at or above the county level shall, in accordance with national and provincial dairy industry development planning, rationally determine the scale dairy animal farming within their respective administrative areas and scientific arrangement of fresh milk production, the acquisition of the layout.
Eighth Dairy Association should be strengthening industry self-discipline, promoting integrity, leading, standardized dairy and livestock farmers, fresh milk purchasers according to production and operation.
Chapter II fresh milk production
Nineth local veterinary extension system, should be combined with local dairy and livestock development needs, providing milk to dairy animal farming livestock breeds registration and determination of milk cow's productive function, green forage production and utilization, standardized farming, dairy animal epidemic prevention, safe excreta disposal services, and related technical training.
Encourage tertiary institutions, scientific research institutes, dairy product manufacturers and other producers for farmers to provide the services they need.
Tenth dairy animal farm, breeding areas, shall comply with the conditions stipulated by laws, administrative regulations, and the County animal husbandry and veterinary administrative departments or the animal husbandry technology agency entrusted for the record, get the dairy animal farming code.
Encourage dairy enterprises to establish their own milk base, in accordance with good specification requires the implementation of standardized production and management. 11th dairy animal farm should be in accordance with the regulations on dairy product quality and safety supervision 13th of the article establish the aquaculture file, fill in the relevant information, and archives preservation work.

15th dairy animal breeders can comply with the provisions of fresh milk acquisition stations in autotrophic fresh milk of dairy livestock.
16th sell fresh milk is prohibited:
(A) tested did not meet health standards, or without the quarantine inspection of dairy livestock;
(B) colostrum of dairy livestock calves in the 7th, but based on colostrum except those engaged in dairy production;
(C) within the prescribed period and the withdrawal period of the drug of dairy livestock;
(D) add additional substances and others do not meet national standards of quality and safety of dairy products.
Chapter III fresh milk acquisition
17th provincial animal husbandry and veterinary administrative departments shall, in accordance with the local distribution of milk, according to the dairy animal farming, the promotion of the principles of intensive farming, a fresh milk acquisition station construction plan, performing scientific and reasonable layout of fresh milk collection Center.
County animal husbandry and veterinary administrative departments shall, in accordance with the province's fresh milk collection Center construction planning, combined with the dairy animal stock in the region, radius of the daily milk output, transport and other factors, identify fresh milk collection Center building number and size, and submitted to the approval of the provincial veterinary department.
Achieved registration of the 18th article dairy products manufacturers, dairy animal farms, dairy farmer professional cooperative association offered fresh milk collection Center, shall comply with the statutory requirements, apply to departments of people's Governments at the County animal husbandry and veterinary medicine, and submit the following materials:
(A) to set up fresh milk acquisition stations;
(B) fresh milk collection center floor plan sketch of the surrounding environment and;
(C) cooling, refrigeration and storage facilities and low-temperature transport equipment lists;
(D) laboratory, measurement, instrumentation equipment list;
(E) to set up a photocopy and certified copy of the legal representative;
(F) employee training certificate and a valid medical certificate;
(G) the quality and safety of health management and protection system. 19th County animal husbandry and veterinary administrative departments shall, from the date of receipt of application materials in the 20th, completing application materials review and on-site verification of fresh milk collection Center. Meet the required conditions, fresh milk acquisition permit issued to the applicant, and submitted to the provincial animal husbandry and veterinary administrative departments for the record.
Does not meet the criteria, and notify the parties in writing and state the reasons. 20th article fresh milk acquisition permit valid for 2 years. After expiry, needs to continue to engage in acquisition of fresh milk, fresh milk before the license expires 30th acquisition, the original license holder to reapply.
Renewal procedures and the application procedures are the same.
Fresh milk collection center name or the person in charge is changed, shall apply to the issuing authority to exchange their fresh milk acquisition permit, and provide the appropriate proof.
Fresh milk in 21st station milking facilities and fresh milk should be sterilized before use and dry storage facilities, within 1 hour of use should be cleaned, disinfected and dried; when not in use, store with pollution prevention method, avoid contamination to fresh milk.
Fresh milk collection Center use of detergents, disinfectants, pesticides and other pest control products should ensure that no fresh milk contamination. 22nd article fresh milk acquisition stations shall, in accordance with national standards of quality and safety of dairy products to buy fresh milk for sensory, pH, density, alkali and other routine testing.
Detection costs are borne by fresh milk acquisition station on their own may not be charged to dairy and livestock farmers, or passed on to the dairy animal farming in a disguised form.
23rd article fresh milk collection Center shall establish a fresh milk acquisition, sale and inspection records, and kept for 2 years.
Fresh milk acquisition records shall set forth the fresh milk collection center name and fresh milk acquisition permit number, owner name, single amount purchased, purchase date and time.
Fresh milk sales records shall set forth the fresh milk loading, shipping, vehicle licence, carrier name, time of shipment, shipping fresh milk temperature and so on.
Fresh milk test records shall set forth the test personnel, testing, test results, test time. 24th article fresh milk collection Center to buy fresh milk shall conform to the national standards of quality and safety of dairy products.
Does not meet the national standards of quality and safety of dairy products fresh milk and tested correctly, should be under the supervision of the local animal husbandry and veterinary administrative departments destroy or take other decontamination measures.
25th article storage container for fresh milk, shall conform to the refrigerated bulk milk tank standard. Fourth chapter of fresh milk vehicles transporting fresh milk of the 26th article of transport shall be issued by the animal husbandry and veterinary administrative departments under the County made of fresh milk transportation certificate.
Fresh milk-free proof of transportation vehicles and shall not engage in fresh milk transport.
Fresh milk transport vehicles can only be used for transporting fresh milk and water, shall carry other items.
Fresh milk transport vehicles should be timely cleaned and disinfected before and after use.
27th article fresh milk transport vehicles shall meet the following requirements:
(A) the milk tank insulation, thermal insulation, inner wall anticorrosive material, has no effect on raw milk quality and safety;
(B) milk cans with hard outer wall smooth, corrosion-resistant, washable waterproof material and manufacture;
(C) the milk can with milk storage tanks and equipment isolation box, proper hygiene to avoid dust contamination;
(D) milk fat, drug-resistance of packing material at a temperature under normal conditions has the ability of resistance to cleaning agents;
(E) the milk truck roof installations, ventilation and dust cover designed to prevent contamination of milk cans and fresh milk. 28th article fresh milk transport vehicles owners, animal husbandry and veterinary administrative departments under the county should be applied for fresh milk transport. County animal husbandry and veterinary administrative departments shall, from the date of acceptance of the application in the 5th, to inspect vehicles, in line with the requirements of and issue of fresh milk transportation certificate.
Does not meet the criteria, and notify the parties in writing and state the reasons.
29th engaged in the transport of fresh milk drivers, supercargo shall hold a valid medical certificate, and has kept the basics of raw and fresh milk quality and safety. 30th article fresh milk transport vehicles should be vehicles carrying fresh milk delivery list.
Fresh milk delivery list shall set forth the fresh milk collection center name, licence number, shipment, transport vehicles shipped, shipping fresh milk temperature and other content, and sold it to the fresh milk station sponsor, supercargo, driver, milk collection signature.
31st transfer of fresh milk in duplicate, respectively, sold it to the fresh milk and dairy producers to save, save time for 2 years.
The fifth chapter, supervision and inspection 32nd people's Governments above the county level animal husbandry and veterinary administrative departments should strengthen the dairy animal feed as well as the supervision and inspection of fresh milk production, purchase link, raw and fresh milk quality control checks carried out on a regular basis, and record inspection and processing of the results.
Fresh milk needed to be sampled shall not charge any fee.
33rd people's Governments above the county level in animal husbandry and veterinary administrative departments when conducting supervision and inspection, and shall exercise the following powers:
(A) the acquisition of dairy animal farm, fresh milk, fresh milk transport vehicles to conduct inspections;
(B) staff to investigate and understand the situation;
(C) consult and copy culture archives, fresh milk acquisition records, purchase and sale contracts, inspection report, fresh milk and delivery list and other information;
(D) seizure, seizure of evidence does not meet the fresh milk of dairy product quality and safety standards;
(E) seizure of suspected illegal sites engaged in fresh milk production and operation activities, and detained for illegal manufacture, acquisition, storage, transportation vehicles, tools, equipment, fresh milk;
(F) other functions stipulated by laws and administrative regulations.
Article 34th animal husbandry and veterinary administrative departments shall establish a fresh milk producers, purchasers, transporters illegal records, provided in a timely manner to the people's Bank of China, people's Bank of China into the enterprise credit information database.
35th provincial people's Government above the animal husbandry and veterinary administrative departments shall announce fresh milk quality and safety supervision and administration information, and to inform the health authorities at the same level of fresh milk quality and safety accident information.
36th people's Governments above the county level animal husbandry and veterinary administrative departments found a dairy animal farming and fresh milk purchasers, transporters and sellers was arrested for a crime, shall be transferred to the public security organs filed for investigation. The 37th article of any units and individuals have the right to report to animal husbandry and veterinary administrative departments of fresh milk production and operation violations.
Animal husbandry and veterinary administrative departments at all levels should publicize the e-mail addresses or telephone; reports of received, should be fully documented, saved.
Animal husbandry and veterinary administrative departments at all levels to receive reports, belonging to the matters within the mandate of the Department, shall promptly investigate and punish, real name report shall promptly reply on matters within the area of responsibility does not belong to this sector, departments should timely transfer of competence to deal with.
Article 38th County animal husbandry and veterinary administrative departments found in the supervision and inspection of fresh milk transport vehicles do not meet the required conditions, back fresh milk transportation certificate, proof of transportation or communications issued fresh milk animal husbandry and veterinary administrative departments to recover, while information on dairy processing enterprises.
39th other acts in violation of these rules, in accordance with the animal husbandry Act and the relevant provisions of the regulations on dairy product quality and safety supervision for punishment.
