    Section II inspection and quarantine

    18th inspection and quarantine organs conduct examination over the feed in accordance with the following provisions:

    (A) checking card: check the number of documents with the names of the goods, (heavy), packaging, production dates, container number, the exporting country or region, the production company name and registration number match;

    (B) labels: label compliance feed label national standards;

    Section III supervision and management

    The fourth chapter export inspection and quarantine

    Section I registration

    30th AQSIQ to feed production for export enterprises to implement the registration system for the export, export feed should come from the registration of export manufacturers.

    (A) plant, processes, equipment, and facilities.

    3. process design, compliance with health and safety requirements;

    8. waste, waste-water treatment systems;

    9. customer complaint handling system;

    32nd export production enterprise shall apply to the inspection and Quarantine Bureau, where registration, and submit the following materials (3):

    (A) the export of feed production, processing, storage companies, inspection and quarantine registration application form;

    (B) the business license (photocopy);

    (C) the Organization code certificate (copy);

    (D) the national feed Department review, licensing, product approval requirements, and shall provide relevant documents have been approved;

    (E) relating to environmental protection, environmental protection departments at and above the county level shall provide proof of the document;

    (F) at its 31st (d) provides the management system;

    (G) the production process and identify the necessary parameters (except those involving trade secrets);

    (H) the plant layout and color photographs (including Panorama Factory, factory gate, equipment, laboratories, raw materials, packaging sites, products, sample storage space, record-keeping places, etc);

    33rd entry inspection and Quarantine Bureau shall review the application materials in time, according to the following admissibility or inadmissibility decisions at the 5th, and notify the applicant in writing:

    (C) the application materials are complete and comply with the statutory format or correction all application materials submitted as requested by the applicant, shall accept the application.

    34th entry inspection and Quarantine Bureau shall review group in the 10th after acceptance of the application, the application for registration, on-site review of export production companies.

    35th review group shall upon completion of the site assessment review reports to the Bureau of inspection and quarantine in a timely manner.

    Immediate inspection and quarantine upon receipt of the evaluation report of the 36th and 10th respectively make the following decisions:

    (A) accredited qualified, registration, issuing the export of feed production, processing, storage companies, inspection and quarantine registration certificate (hereinafter referred to as the registration certificate), from the date of making registration decisions in the 10th, on the applicant;

    (B) failed to pass the review, issued by the export of feed production, processing, storage companies, inspection and quarantine notice of registration has not been approved.

    45th inspection and quarantine agencies for products from different categories export production enterprise in accordance with the corresponding sample inspection and quarantine supervision mode, issue the voucher/sampling, send detection of laboratory safety and health projects.

    Failed to pass the inspection, shall not be released.

    48th entry inspection and quarantine institutions and exit port inspection and quarantine authorities should exchange information in a timely manner.

    Section III supervision and management

Labels shall conform to the relevant requirements of the importing country or region.

    Shall be indicated on the packaging or label production company name or registration number or application;

    (E) establishment of enterprise archives, record the name of the raw materials used in the production process, (heavy) acceptance and its suppliers, raw materials, semi products and finished products inspection control, warehousing, kitting, export, pest control, product recalls and other records maintained for at least 2 years;

    (F) fill the export feed regulation manual, recording supervision of inspection and quarantine, sampling, inspection, annual review, as well as official visits abroad, and so on.

    Achieved registration of feed storage enterprises should set up enterprise archives, record store feed name, quantity/weight, shipper, inbound, outbound, pest control, records kept for at least 2 years.

    50th on the area of inspection and quarantine institutions registered with the export manufacturing enterprises to implement daily supervision and management, including:

    (A) environmental health;

    (B) the pest control measures;

    (E) packaging, bedding materials and finished products;

    Inspection and quarantine authorities after receiving the report, shall, within 24 hours or escalate to the AQSIQ.

    57th registered export enterprises, one of the following situations occurs, by the inspection and Quarantine Bureau to withdraw its registration:

    (A) granting registration on the basis of significant changes in the objective circumstances, do not meet registration requirements;

    (B) the registration content changes without change;

    (C) failed to pass the annual examination.

    Article 58th of the following circumstances, the inspection and Quarantine Bureau according to the request of the interested party or ex officio, may revoke the registration of:

    (A) the inspection and Quarantine Bureau of personnel who abuse their powers, neglect their duties to grant registration;

    (B) beyond the legal authority to grant registration;

    (C) the violation of legal procedures to grant registration;

    (Iv) do not qualify or do not comply with the statutory conditions of the export registration of enterprise registration;

    (E) may revoke the registration of the other cases in accordance with law.

    Export production enterprise through deception, bribery or other improper means to obtain registration, shall be revoked.

    59th under any of the following circumstances, the inspection and Quarantine Bureau shall handle the registration of the cancellation:

    (A) the expiry date of the registration is not renewed;

    (B) export production enterprises terminated according to law;

    (C) enterprises to stop production, converting, failures and other reasons is no longer engaged in the export of feed business;

    (D) the registration is revoked, withdrawn or revoked according to law;

    (E) registration matters cannot be implemented due to force majeure;

    (Vi) law, regulations on cancellation of registration should be in other circumstances.

    Fifth chapter transit inspection and quarantine

    The sixth chapter legal liability

    64th under any of the following circumstances, the inspection and quarantine agencies in accordance with the State Council on strengthening food safety supervision and administration of special regulations shall be punished:

    (A) the keeping, use or import of or prohibited drugs, additives, and other raw materials;

    (B) non-registration of feed production, processing, production of products posing as registered products of export production enterprises;

    (C) knowing that there are potential safety problems, undeclared, refusing to comply with reporting obligations to continue to import and export;

    (D) refuses to perform the obligation of a product recall.

    65th under any of the following circumstances, the inspection and quarantine agencies in accordance with the People's Republic of China implementing regulations of the law on the entry and exit animal and plant quarantine Department fined a maximum of 3000 Yuan and 30,000 Yuan:

    (A) without the approval of the inspection and quarantine authority, unauthorized import, transit feed unloaded from the means of transport or ship the parcels;

    (B) unauthorized opening of transit packaging of feed, or the unauthorized opening, damaging quarantine seal or logo.

    66th under any of the following circumstances, criminal responsibility shall be investigated according to law; do not constitute crimes or offences obviously minor does not need to be sentenced according to law, the inspection and quarantine agencies in accordance with the People's Republic of China Law on the entry and exit animal and plant quarantine regulations for the implementation of the fines of between 50,000 yuan and 20,000 Yuan:

    (A) causes serious animal epidemic;

    (B) forging, altering plant and animal quarantine certificates, seal, flag and seal.

    The seventh chapter by-laws
