The public security Ministry on amending the decision of motor vehicle driver's license to apply for and use
(December 7, 2009 People's Republic of China Ministry of public security promulgated as of April 1, 2010, 111th) to further facilitate people with disabilities to drive cars, improve the motor vehicle driver's license management system, the Ministry of public security decided to motor vehicle driver's license to apply for and use regulations read as follows:

Section XV, the 48th to 49th, and be amended as: "the age of motor vehicle drivers aged 60 should be physical examination once a year, at the end of the cycle in the 15th after submitted at or above the regimental level medical certificate of evidence of physical conditions.
Holding type cities for large passenger cars, tractors, buses, medium buses, large trucks, trolleybuses, streetcars, the motor vehicle driver shall be a physical examination every two years, at the end of the cycle in the 15th after submitted at or above the regimental level medical certificate of evidence of physical conditions. Annex 3: road traffic safety violations score score
First, motor vehicle drivers have one of the following offences, once 12 points:
(A) does not match the drive and type of motor vehicle;
(B) after drinking or drunk driving of motor vehicles;
(C) driving passenger vehicles manned more than exceed the authorized number of 20%;
(D) causing a traffic accident after escaping, does not constitute a crime;
(E) the use of forged or altered vehicle plate, driving permit, driver's license or other motor vehicle plate, driving permit;
(F) in a reverse, reversed, through the highway median to turn around.
Second, the motor vehicle drivers have one of the following offences, 6 points:
(A) the motor vehicle driver's license was temporarily suspended during the driving of motor vehicles;
(B) roads manned more than the authorized number of passenger vehicles of less than 20%;
(C) driving a motor vehicle in excess of the prescribed speed by more than 50%;
(D) stopped on the freeway lanes;
(E) vehicles on freeway or fast roads traffic jams, take up the emergency lane;
(F) driving a motor vehicle transporting explosives, inflammable and explosive chemicals as well as highly toxic, radioactive and other dangerous items, not according to the specified time, route, speed or not hang warning signs and take the necessary security measures;
(G) continuous driving passenger vehicles or transport of dangerous goods, vehicle parking for more than 4 hours are not resting or stopping to rest for less than 20 minutes;
(H) on-road vehicles is not flying the vehicles ' license plates, or deliberate occlusion and stained, no required installation of the vehicles ' license plates;
(IX) to concealment, deception, where replacement of the motor vehicle driver's license.
Third, motor vehicle drivers have one of the following offences, 3 points:
(A) trucks carrying more than quality 30% above, or in violation of regulations authorized passengers;
(B) driving passenger vehicles other than passenger cars manned more than the authorized number 20% above;
(C) in contravention of the road traffic lights and traffic;
(D) driving a motor vehicle in excess of the prescribed speed less than 50%;
(E) driving a motor vehicle on the highway below the stipulated minimum speed;
(F) prohibited from entering the vehicle into highway driving;
(VII) breach of the flag, the prohibition on marking indicates;
(VIII) not overtaking, as required, or driving;
(I) the driving of motor vehicles towing trailers of the contravention;
(J) the failure, accidents in cars on the road after stopping, is not required to use lights and warning signs;
(11) on-road motor vehicle is not required to perform periodic security inspection.
Four, motor vehicle drivers have one of the following offences, 2 points:
(A) driving passenger vehicles other than passenger cars manned more than the authorized number less than 20%;
(B) truck carrying over quality is not approved by 30%;
(C) not in accordance with the regulations to the traffic passing through the intersection or parking;
(D) crosswalks, not slow down, stop and avoid pedestrians according to stipulations;
(E) calls, answer the phone handset, impede safe driving behavior;
(F) the driving and riding two-wheeled motorcycle, not wearing a safety helmet;
(VII) when driving motor vehicles on freeway or fast roads, motor vehicle drivers wear seat belts not according to stipulations;
(H) in case of parking in front line or slow-moving, transiting or occupied the opposite lane to overtake, interspersed with waiting vehicles.
Five motor vehicle drivers have one of the following offences, one 1 point:
(A) is not required to use the light;
(B) according to the provisions of passing;
(C) motor vehicle cargo length, width, height, in excess of the prescribed;
(D) road motor vehicle is not placed on conformity inspection mark or insurance sign, but not carrying driving license, motor vehicle driver's license.

Chapter I General provisions
Article in accordance with the People's Republic of China on road traffic safety Act and its implementing regulations, People's Republic of China on administrative licensing law, these provisions are formulated.

Chapter II motor vehicle driver's license application
First motor vehicle driver's license

Nineth motor vehicle driver's license valid for six years, ten years, and long term.

Section II conditions
The 11th man applying for a driver's license, shall comply with the following provisions:
(A) age requirements:
1, apply for a small car, compact car, disabled small automatic transmission for passenger cars, mopeds type, at 18 years of age, 70 years of age;
2, apply for a low-speed trucks, three-wheeled vehicle, an ordinary three-wheeled motorcycle, common two-wheeled motorcycle, or wheeled machinery type itself, in more than 18 years of age, 60 years of age;
3, application for city buses, medium buses, large trucks, trolleybus or tram type, at 21 years of age, 50 years of age;
4, apply for tractor type, at 24 years of age, 50 years of age;
5, apply for a large passenger car type, at 26 years of age, 50 years of age.
(B) the physical condition: 1, height: application of large passenger cars, tractors, city buses, large trucks, electric trolley buses and type, height of 155 cm or more.
Apply for a midsize passenger car type, height 150 cm or more; 2, vision: application of large passenger cars, tractors, city buses, medium buses, large trucks, trolleybuses or trams type, two naked more than logarithmic Visual acuity Chart 5.0 vision or corrected vision.

But finger of incomplete or missing right thumb, can apply for smaller cars, smaller automatic car type motor vehicle driver's license: 6 and lower: motor function of lower limbs sound and normal, not larger than 5 cm in length. Left lower limb loss or loss of motor function, can apply for a small automatic car type motor vehicle driver's license.
Double lower extremity right lower extremities, lack or loss of motor function, but can sit or stand independently, can apply for a disabled small automatic passenger car type motor vehicle driver's license;
7, trunk, neck: no motor function.
The 12th under any of the following circumstances shall not apply for a motor vehicle driving license:
(A) organic heart disease, epilepsy, Meniere's disease, Vertigo, hysteria, Parkinsonism, psychosis, dementia and neurological diseases affecting the physical activity, impede safe driving disease;
(B) take or inject drugs, long-term use of psychotropic drugs of dependence dependence has yet to kick in;
(C) the revocation of motor vehicle driver's license for less than two years;
(D) the escape after causing a traffic accident of motor vehicle driver's license has been revoked;
(E) the driver's license law was revoked less than three years;
(Vi) other circumstances as stipulated by laws and administrative regulations.
The 13th first-time applicants for a driver's license of, can apply for the type for city buses, large trucks, small car, compact car, low-speed trucks, three-wheeled vehicle, disabled small automatic passenger cars, ordinary three-wheeled motorcycle, of two-wheel motorcycles, mopeds, wheeled machines their own cars, trolley buses, streetcars, the motor vehicle driver's license.
In temporary accommodation to apply for a driver's license for the first time, can apply for the type for a small car, compact car, low-speed trucks, three-wheeled vehicle, disabled small automatic passenger car, an ordinary three-wheeled motorcycle, normal, two-wheel motorcycles, mopeds, motor vehicle driver's license. 14th already hold a driver's license, for increases in type, should be in this cycle and the applications within one cycle before the recent record is not perfect.
Medium applications for passenger cars, tractors, passenger type, shall comply with the following provisions:

Stay can apply for additional type for a small car, compact car, low-speed trucks, three-wheeled vehicle, common three-wheeled motorcycle, normal, two-wheel motorcycles and mopeds.
15th under any of the following circumstances shall not be applied for large passenger cars, tractors, medium bus type:
(A) deaths resulting from traffic accidents, and take full responsibility or primary responsibility;
(B) drunk driving of motor vehicles;
(C) in the cycle and prior to the application in the last three consecutive cycle drink drink-driving behaviour;
(D) in the cycle and prior to the application within the recent three successive cycle has more than driving a motor vehicle not in excess of the prescribed speed 50%, motor vehicle driver's license has not been revoked.
The 16th army, the armed police force held motor vehicle driver's license, or overseas driver's license, in line with the provisions of the eligibility criteria can apply for the corresponding type of motor vehicle driver's license.
Section III application, examination and certification
