Animal epidemic prevention measures for the examination of
(January 21, 2010 2010 7th release from the Ministry of agriculture as of May 1, 2010) Chapter I General provisions
First in order to regulate the animal epidemic prevention review, effective prevention and control of animal diseases, safeguarding public health and safety, in accordance with the People's Republic of China on animal epidemic prevention law, these measures are formulated.
Article animal farm, breeding, animal quarantine establishments, animal slaughter and processing establishments and places of harmless treatment of animals and animal products, animal epidemic prevention shall conform to these rules and made of animal epidemic prevention certification.
Animals and animal products market of animal epidemic prevention shall conform to these rules.
Article III competent national animal epidemic prevention review and oversight of the Department of agriculture management.
Local veterinary departments of the people's Government at or above the county level animal epidemic prevention within their respective administrative regions review and supervision.
Local people's Governments at or above the county level to establish within the animal health supervision institutions responsible for the administration of animal epidemic prevention supervision and law enforcement.
Fourth review shall follow the animal epidemic prevention conditions open, just, fair and convenient principle.
Chapter two farms, breeding animal epidemic prevention
Article fifth animal farm, breeding site shall comply with the following conditions:
(A) away from drinking water sources, animal slaughtering and processing establishments, animal and animal product markets more than 500 meters distance breeding livestock and poultry farms more than 1000 meters distance animal clinics place 200 meters above the animal farm (breeding) distance of not less than 500 m;
(B) away from the isolated places, places of harmless treatment of animals above 3000 meters;
(C) the distance, culture, scientific research and other population centers of urban residents and road, rail and other transport link above 500 meters.
Article sixth animal farm, breeding layout shall conform to the following conditions:
(A) have built walls around the field;
(B) the field entrance and door width, length 4 m, a depth of 0.3 meters above the pool disinfection;
(C) separate production area and Office area, and isolation facilities;
(D) production of disinfection set dressing room at the entrance, the breeding House entrances and installation of disinfectant pool or disinfection mats;
(E) the production area clean, contaminated road separately;
(Vi) among breeding homes within the production area at a distance of 5 meters or isolation facilities.
Hatching poultry farms, farming communities and between zones should be set up isolation facilities and egg disinfection facilities,-hatching processes should be one-way, may not cross or come back.
Article seventh animal farm, the farming community should have the following facilities:
(A) the entrance to the site configuration and disinfection equipment
(B) the production area has good lighting and ventilation equipment;
(C) the housing floor and wall suitable material for cleaning and disinfection;
(D) equipped with vaccine refrigeration (cold storage) equipment, disinfection and epidemic prevention equipment such as diagnosis and treatment of the veterinary facility, or veterinary authorities to provide appropriate services;
(E) commensurate with the scale of production of harmless treatment, sewage treatment facilities and equipment;
(F) introduction of independent segregation of animals and sick animals, segregation.
Article eighth animal farm, the farming community should be adapted to the size of the licensed veterinarian or a country vet.
With related zoonotic infectious disease staff shall not engage in animal husbandry.
Nineth animal farm, breeding area shall be provided for the establishment of immunization, drug use, quarantine Declaration, reporting, disinfection, decontamination, animal identification systems and cultural archives.
Tenth breeding livestock and poultry farms in addition to the article sixth, seventh, eighth and Nineth provided, shall comply with the following conditions:
(A) away from drinking water sources, animal farms, farming communities and urban residents, culture, scientific research and other areas where populations are concentrated and highway, railway and other main arteries above 1000 meters;
(B) away from the isolated places, places of harmless treatment of animals, animal slaughtering and processing sites, places of animal and animal product markets, animals above 3000 meters;
(C) there is a need of rodent, bird, insect-proof facilities or measures;
(D) national systems of purification for animal diseases;
(E) according to need, the farm should also set up a separate animal sperm, ovum, embryo collection and other areas.
Chapter III conditions of animal epidemic prevention at slaughter and processing
11th location of animal slaughter and processing establishments shall comply with the following conditions:
(A) from drinking water sources, animal farm, breeding, animal markets more than 500 meters distance breeding livestock and poultry farms more than 3000 meters; from animal clinics place 200 m or more;
(Ii) from animals isolated places, places of harmless treatment of more than 3000 meters.
12th layout of animal slaughter and processing establishments shall comply with the following conditions:
(A) have built walls around the field;
(B) the transportation of animal-vehicle entrances and set the same width as the door, length 4 m, a depth of 0.3 meters above the pool disinfection;
(C) separate production area and Office area, and isolation facilities;
(D) admission animal unloaded vehicle disinfection of the area has a fixed venue, and is equipped with vehicles cleaning and disinfecting equipment;
(E) the admission of animals and animal products play should be set up;
(F) the slaughter and processing imported settings Cleanroom personnel change clothes;
(VII) commensurate with the scale of slaughter quarantine room, offices and a lounge for the independent;
(H) the circle, the circle of diseased animals quarantine, slaughter forced slaughter, processing the raw wool, hides, hair, bone, Horn, closed-end fumigation should also be set.
13th animal slaughter and processing establishments shall have the following facilities:
(A) animal-handling units equipped with illumination of not less than 300Lx lighting equipment;
(B) production areas have good lighting equipment, floor, desk, wall, ceiling should be corrosion-resistant, does not absorb moisture, easy to clean;
(C) slaughter rooms are equipped with the quarantine station and illumination of not less than 500Lx lighting;
(D) commensurate with the scale of production of harmless treatment, sewage treatment facilities and equipment.
14th animal slaughter and processing establishments should establish admission of animals and animal products play registration, quarantine Declaration, reporting, disinfection, decontamination systems.
Fourth chapter places of isolation of animal epidemic prevention
15th animal quarantine site location shall comply with the following conditions:
(A) from animal farm, breeding, breeding livestock and poultry farms, animal slaughtering and processing establishments, harmless treatment places, place of animals, animals and animal products markets as well as other animals more than 3000 meters;
(B) away from the urban area, culture, scientific research, population concentration areas and roads, railways and other transport route, more than 500 meters of drinking water source of life.
16th animal quarantine site layout shall conform to the following conditions:
(A) the field surrounded by walls;
(B) the field entrance and door width, length 4 m, a depth of 0.3 meters above the pool disinfection;
(C) the feeding area and Office area separate and isolation facilities;
(D) are equipped with disinfection and epidemic prevention, diagnosis, treatment and detection equipment veterinary facility;
(E) feeding area clean road, polluted road separately;
(Vi) raising entrance set Cleanroom personnel change clothes.
17th animal quarantine sites should have the following facilities:
(A) the field entrances disinfection device configuration;
(B) harmless treatment, sewage treatment facilities and equipment.
18th animal quarantine site should be equipped with corresponding to its size of licensed veterinarians.
With related zoonotic infectious disease staff shall not engage in animal husbandry.
Article 19th animal quarantine site access for animals and animal products should be established registration, immunization, medication, disinfection and epidemic reporting, sound processing systems.
The fifth chapter places of harmless treatment of animal epidemic prevention
Article 20th animal and animal product harmless disposal site location shall comply with the following conditions:
(A) the distance farm animals, breeding, breeding livestock and poultry farms, animal slaughter and processing establishments, animal, isolated place, place of animals, animal and animal product markets, above 3000 meters of drinking water source of life;
(B) distance, culture, scientific research and other population centers of urban residents and road, rail and other transport link above 500 meters.
21st animal and animal product treatment site layout shall conform to the following conditions:
(A) have built walls around the field;
(B) the field entrance and door width, length 4 m, a depth of 0.3 meters above the pool disinfection and disinfection channel has a separate staff;
(C) separate decontamination area and Office area, and isolation facilities;
(D) sound processing set the infected animals culled in the region, sound processing, cold storage, etc;

22nd article of animal and animal product treatment sites should have the following facilities:
(A) the distribution of mobile equipment;

(C) special airtight vehicles for transport of animals and animal products.
Article 23rd places of harmless treatment of animals and animal products shall establish a disease of animals and animal products admission registration, disinfection and innocuous treatment of flow of goods after registration, personnel protection system.
The sixth chapter Fairgrounds animal epidemic prevention
24th Street that specializes in animal market shall comply with the following conditions:
(A) distance education research and other populated areas, drinking water sources, animal farms and breeding, animal slaughtering and processing site 500 metres above from breeding livestock and poultry farms, animal quarantine site, harmless treatment places above 3000 meters, from diagnosis and treatment of animal place 200 m or more;
(B) market is surrounded by walls, field entrance and door width, length 4 m, a depth of 0.3 meters above the pool disinfection;
(C) within the management area, trading areas, waste disposal areas, relatively independent in each district;
(D) the trading different kinds of animals in the area are relatively independent of trading venues;
(E) cleaning, disinfection and sewage treatment facilities;
(F) the system of closed and disinfected on a regular basis;
(VII) a veterinary Studio.
25th diversified animal and animal product markets of animal epidemic prevention shall comply with the following conditions:
(A) from animal farms and breeding more than 500 meters from breeding livestock and poultry farms, animal quarantine site, harmless treatment places above 3000 meters, from diagnosis and treatment of animal place 200 m or more;
(B) the trade of animals and animal products and relative isolation of markets in other regions;
(C) animal trading area and relative isolation of animal product trading area;
(D) the different kinds of animals traded relative isolation;
(E) trading floors, walls (dress) and waterproof, easy to clean;
(F) sterilization systems.
Live poultry trading markets except in accordance with conditions prescribed in the preceding paragraph, a waterfowl from other poultry in the market should also be separated, stored slaughter of live birds should be separated, slaughtering and selling site must be separated from and closed systems on a regular basis.
The seventh chapter review certification
Article 26th to set up animal farm, breeding, animal slaughtering and processing establishments, animal, isolated places, places of harmless treatment of animals and animal products shall be in accordance with these rules for siting, design and construction.
27th article this way after the completion of construction of the first paragraph of article sites, should apply to the local people's Governments at the County veterinary authorities, and submit the following materials:
(A) the application form for the animal epidemic prevention review;
(B) site location plans, the Ribbon layout plans;
(C) equipment lists;
(D) the management system of text;
(E) staff.
Application materials are incomplete or do not meet the required conditions, local people's Governments at the county level the veterinary administrative departments shall within 5 working days from the date of receipt of application materials, inform the applicant is required to supplement the content at a time.
28th run animal farms, breeding and animal slaughter and processing establishments, local people's Governments at the county level veterinary authorities shall be completed within 20 working days from the date of receipt of the application materials and on-site examinations, examination of the issue of animal epidemic prevention certification review failed, and shall notify the applicant in writing and state the reasons. Article 29th set up places of animals, animals and places of harmless treatment of animal products, and local people's Governments at the county level veterinary authorities shall be completed within 5 working days from the date of receipt of the application materials of first instance, and to set out its preliminary comments and related material provincial, autonomous regional and municipal people's Government veterinary authorities.
Veterinary authorities of provinces, autonomous regions and municipalities since receiving preliminary review opinions and completed within 15 working days from the date of the related materials materials and on-site examinations, examination of the issue of animal epidemic prevention certification review failed, and shall notify the applicant in writing and state the reasons.
Supervision and administration of the eighth chapter
30th the animal health supervision institutions in pursuance of the People's Republic of China on animal epidemic prevention law and the provisions of relevant laws and regulations, animal farm, breeding, animal, isolated place, animal slaughter and processing facilities, animals and places of harmless treatment of animal products, animal and animal product markets of animal epidemic prevention supervision and inspection, the relevant units and individuals shall cooperate, refuse and obstacles.
31st places listed in article II herein after obtaining the animal epidemic prevention certification, change venue or scope, and should re-apply for the animal epidemic prevention certification, and return the original of the animal epidemic prevention certification, by the original Licensing Office for cancellation. Change layouts, facilities, equipment and systems, and may cause changes in animal epidemic prevention, 30th in advance should be reported to the original issuing authorities.
Issuing authority shall complete the review within the 20th, and will review the results of the applicant.
Change the company name or the person in charge shall be changed in the 15th with a valid proof of application for alteration of the conditions of animal epidemic prevention certification.
32nd article this way, article listed sites out of business, shall, after the suspension of the 30th the animal epidemic prevention conditions return the original of the certificate-issuing authority cancellation.
33rd article this way places listed in section II, should be at the end of January each year for the preceding year of animal epidemic prevention and quarantine system implementation report to the issuing authority.
34th prohibits transfer, forging or altering of the animal epidemic prevention certification.
Article 35th of the loss of or damage to the animal epidemic prevention certification, shall apply to the issuing authority within the 15th replacement.
Nineth penalties
36th article in violation of the first paragraph of article 31st, change address or business scope, were not required to reapply to the animal epidemic prevention certification, in accordance with the People's Republic of China on animal epidemic prevention law article 77th punishes. 37th article violates this approach set forth in 24th and 25th, operating markets in animals and animal products do not meet the conditions of animal epidemic prevention, animal health supervision institutions shall order rectification refuses, by the supervising agencies for animal health department fined not more than 5,000 yuan and 20,000 yuan, and industrial and commercial administrative departments at the same level.
Article 38th disobey article 34th, transfer, forging or altering of the animal epidemic prevention certification, collected by the animal health supervision institutions of the animal epidemic prevention certification, fines of between 2000 Yuan and 10,000 yuan.
Use transfer, forging or altering of the animal epidemic prevention certification, animal health inspection agencies in accordance with the People's Republic of China on animal epidemic prevention law article 77th punishes.
39th in violation of these rules constitutes a crime or a breach of security regulations, transferred to the public security organs according to law.
The tenth chapter by-laws
40th article of the referred to animal farm, farming community means the People's Republic of China animal husbandry law of the 39th article of livestock and poultry farms, farming community.
Farms, farming community within their own segregation and slaughter and processing establishments within their own circle of diseased animals quarantine, feeding, breeding, slaughtering and processing establishments and animals set within the field of harmless treatment of their own sites, without further processing of the animal epidemic prevention certification. 41st these measures come into force on May 1, 2010.
Released on May 24, 2002, the Ministry of Agriculture's animal epidemic prevention management of audit (Ministry of agriculture, 15th) repealed simultaneously. Before the implementation of these measures has been released by the animal epidemic prevention within the period of validity of the certificate continue to be valid and is valid for less than 1 year, until May 1, 2011. Before the implementation of these measures all kinds of places that are not made of animal epidemic prevention certification, shall, before May 1, 2011 meet the conditions as provided herein, make of the animal epidemic prevention certification.
