    Education administration under the State Council shall be responsible for guidance, supervision and information disclosure work of colleges and universities nationwide.

    Provincial education Administrative Department is responsible for co-ordinating promoting, coordination, supervision and information disclosure work of colleges and universities within their respective administrative areas.

    Article fourth institutions should follow the principles of fair, equitable, accessible, and establishment of information mechanisms and working system.

    Public information in colleges and universities should not endanger national security, public safety, economic security, social stability and security and stability.     These acts against the legitimate rights and interests of the parties in colleges and universities, resulting in the loss, shall bear civil liability.
