National Defense Science and technology incentives
(Announced on May 29, 2010, Ministry of industry and information technology, the 14th since as of July 1, 2010) Chapter I General provisions
First in order to reward outstanding contribution in promoting the National Defense Science and technology progress in the units and individuals, encouraging independent innovation, promote the modernization of national defense and the development of the national economy, according to the regulation on national awards for science and technology and its implementing rules, these measures are formulated.
Article People's Republic of China Ministry of industry and information technology (hereinafter referred to as Ministry of industry and information technology) set up following the National Defense Science and Technology Awards:
(A) the defence technological invention award;
(B) National Defense Science and technology progress award;
(C) National Defense Science and technology industry award for outstanding talent.
Article awards for science and technology for national defense work to implement "respecting labor, knowledge, talent and creation" principle, adhere to the principle of combining moral rewards and incentives.
Fourth article in order to preserve the solemnity of national defense science and technology award, review of national defense science and technology award, grant, without unlawful interference with any organizations and individuals.
Fifth prize of science and technology for national defense review and strict management on guarding State secrets, respect for and protection of intellectual property rights.
Chapter II scope of awards and incentives
Sixth National Defense technology invention award in national defense and in private and not in public civil-military integration technology development by applying the knowledge of products, processes, materials and their related systems technology unit and individual inventions.
Technical inventions referred to in the preceding paragraph shall satisfy the following conditions:
(A) the former invention or has not been made public;
(B) is advanced and creative;
(C) the implementation of significant military, social or economic benefits.
Seventh National Defense Science and technology progress award after the completion of the following innovative scientific and technological achievements have made outstanding contributions to the units and individuals:
(A) weapons and equipment and accessory products of scientific research, production, testing and related work in the scientific and technological achievements;
(B) civil-military integration models of engineering and technology, products of the high-tech industry development and achievements made in private and not in public scientific and technological achievements;
(C) in the defense of basic techniques in the study of scientific and technological achievements;
(D) for scientific decision-making and management modernization and national defense science and technology industry of soft science in the study of scientific and technological achievements.
Eighth National Defense Industrial Excellence Award at the National Defense Science and technology research and technology have made outstanding contributions in the development of scientific and technical workers of the following:
(A) at the forefront of modern defense technology made significant breakthroughs or have outstanding achievements in the development of science and technology for national defense;
(B) in defense technology research, product development and civil-military integration and major construction projects in the areas of high-tech industrialization projects, significant innovative achievements, significant military, social or economic benefits creation.
Defense industry excellence award recommendation, review, grant and other specific measures separately.
Nineth defence technological invention Award and the National Defense Science and technology progress award is divided into Grand Prize, first prize, second prize, third prize 4 grades.
Tenth National Defense technological invention Award and Declaration of national defense science and technology progress award quotas, quota award, reviewed on an annual basis.
Chapter assessment institutions
11th Ministry of industry and information technology, the establishment of national defense science and Technology Award Committee (hereinafter referred to as Awards Committee), responsible for the management of national defense science and technology awards.
Organization of national defense science and technology award, commissioned the National Defense Science and technology industry Council (hereinafter referred to as the National Defense Science and Industry Council).
12th Awards Committee's main responsibilities:
(A) the audited national defense science and technology awards reviewed results of the project;
(B) the supervision of awards for science and technology for national defense objects to the application, assessment and project work;
(Iii) National Defense Science and technology awards to provide policy advice and recommendations. 13th Awards Committee is composed of 19-23 people. Officer by the Ministry of industry and information technology Ministry held. Members from the Defense Science and technology experts in the field of composition and responsible comrades of relevant administrative departments.
The composition proposed by the Ministry of industry and information technology Division, seek the views of Defense Science and Industry Council and approved by the Ministry of industry and information technology.
Implementation of appointment system of the Award Committee, for a term of three years.
14th award committees Review Committee main duties:
(A) National Defense Science and technology award from the Professional Review Committee evaluation through project review;
(B) to the report of the Award Committee National Defense Science and technology awards program for evaluating results;
(C) to the report of the Award Committee awards for science and technology for national defense project application, assessment and the objection handling;
(D) coordination in dealing with major objections and reviews other issues that arise. 15th Review Committee composed of 25-29 people. Officers headed by comrade in charge of Defense Science and Industry Council, members from the Professional Review Committee, the professional experts, and composed of administrative departments responsible comrades.
Accreditation Committee members approved by the National Defense Science and Industry Council. 16th according to operational requirements, the Review Committee can be set up several professional Review Committee, is responsible for the initial evaluation of the corresponding professional awards for science and technology for national defense programs.
The Professional Review Committee members approved by the National Defense Science and Industry Council.
17th Awards Committee of the daily work of the industry and information technology, Secretary of Board of Review Committee, the professional jury is responsible for the day-to-day work of the Commission by the National Defense Science and Industry Council.
The fourth chapter report 18th National Defense technological invention Award and the National Defense Science and technology progress award of projects shall not be declared. Has been declared national or provincial awards of science and technology projects and no further declarations defence technological invention Award and the National Defense Science and technology progress award.
The same technical content cannot be declared defense technological invention Award and the National Defense Science and technology progress award.
Made significant progress in the technology or new breakthroughs, may be made on their progress or breakthrough part of Defense technology invention award or prize for progress in science and technology for national defense. 19th to declare national defense technological invention Award and national defense science and technology progress award, projects must be completed according to the provided format corresponding to the Declaration of national defense science and technology awards, and provides the attachment material required and the corresponding electronic document.
Related materials provided must be truthful and reliable.
20th to declare national defense technological invention Award and the National Defense Science and technology progress award of materials should be submitted according to the following channels:
(A) the military group responsible for its subordinate units to declare project after a review, submit unified Defense Science and Industry Council.
(B) in all provinces, autonomous regions and municipalities directly under the Administrative Department of science, technology and industry for national defense, responsible for local units to declare to take on military tasks in the region after project review, submit unified Defense Science and Industry Council.
(C) the Ministry of industry and information technology units and units of Defense Science and Industry Council to declare the project review and directly submit Defense Science and Industry Council;
(D) other enterprises filing project material, by its competent departments (units) review submitted to the National Defense Science and Industry Council.
The fifth chapter review and grant
21st defence technological invention Award and the National Defense Science and technology progress award of bonus ranking comprehensive assessment carried out according to the following indicators:
(A) the degree of innovation;
(B) the degree of difficulty, complexity;
(C) advanced;
(D) the maturity, completeness;
(E) comprehensive benefits (military, economic benefit and social benefit);
(F) applications and effects, the value of science and technology.
22nd declare national defense technological invention Award and the National Defense Science and technology progress award of the project, after review by the National Defense Science and Industry Council, broken down by their profession to the Professional Review Committee for evaluation. 23rd the Professional Review Committee evaluation of results should be announced within a proper range. Objections within 50 days from the date of its promulgation.
Objections dealt with within 70 days from the date of its promulgation, and continue to participate in this year's review; from objections processed within one year from the date of its publication, submitted to the next annual review one year after the date of its promulgation objections disposed of, can be declared again.
24th, after opposition proceedings and outcome evaluation of the Professional Review Committee, submitted to the Review Committee for review.
25th Award project adopted by the Evaluation Committee on evaluation review, evaluation results, and bonus items and bonus ranking of proposals submitted to the Awards Committee, and report to the report of the Award Committee, review and objection handling work. 26th Award Committee to review the results, and the winning candidate and award grades of recommendations were approved.

Grand Prize and first prize projects, due the number of eligible votes to two-thirds and above; second prize and third prize item, due the number of eligible votes to three-fifths and above.
Awards Committee, Review Committee and the Professional Review Committee review the voting should be two-thirds more than most (including two-thirds) attended, the voting result was valid. 28th National Defense technological invention Award and the avoidance system in the review of the implementation of national defense science and technology progress award.
Completion of the evaluation project or personnel from the project completion is a judge, in the project discussion and voting should be avoided.
Award-winning staff of 29th and main contribution, should be credited to my archives, as a basis for integrated assessment, the evaluation of scientific and technical personnel.
30th bonuses should be completed, completion of contribution size allocation shall not be appropriated for other purposes. 31st National Defense Science and technology award of bonuses shall be prescribed by national defense science and Industry Council to the Ministry of finance.
National Defense Science and technology award of the prize was funded by expenditures in the central budget.
The sixth chapter objection handling
Article 32nd during the objection period, any unit and individual have the right to publish national defense technological invention Award and national defense science and technology progress awards of content authenticity, ownership, award-winning qualifications, complete units and completed their sort of issue to protest. Article 33rd released national defense technological invention Award and the National Defense Science and technology progress awards of objection, to fill out the opposition, and to provide the necessary supporting materials.
Have one of the following inadmissible:
(A) anonymous objection;
(B) over opposition objection without good reason;
(C) the objection about reward levels.

If necessary, Defense Science and Industry Council can organize members and experts to investigate the major objections and put forward opinions.
The seventh chapter penalty
35th for plagiarism and appropriation of scientific and technological achievements of others, or other improper means to defraud the National Defense Science and technology award, upon approval by the Ministry of industry and information, revocation of their reward, recover the reward certificates and prizes, and recommendations to the competent authorities or units shall be subject to punishment.
The 36th to participate in national defense science and technology award activities and related staff in the accreditation activities of fraud, deception, and recommended that the relevant departments or units shall be subject to punishment.
The eighth chapter supplementary articles
The 37th article of the rules for the implementation of the approach formulated by the National Defense Science and Industry Council.
38th article of the rules take effect on July 1, 2010. Released on December 27, 2006, of the National Defense Science and technology incentives (Committee on Science, technology and industry for national defense, 19th) repealed simultaneously.
