Interim measures for the fixed assets investment project energy assessment and review
(6th, September 17, 2010, the national development and Reform Commission announced, come into force on November 1, 2010) Chapter I General provisions
First to strengthen energy-saving management of fixed asset investment projects, promoting the rational use of energy, from the source to eliminate energy waste, improve energy efficiency, according to the People's Republic of China energy conservation law and the decision of the State Council on strengthening energy-saving work, these measures are formulated.
Second regulation is applicable at all levels of development and reform agency of the Government in the management of fixed assets investment in the construction of projects in China.
Article energy audit in these measures refers to according to the energy conservation laws, standards, and for fixed asset investment projects in scientific analysis and evaluation of energy use, and prepare energy audit report, energy-saving evaluation report form (hereinafter referred to as energy-saving evaluation files) or fill out the registration forms of energy-saving behaviour.
Energy saving review mentioned in these measures refers to according to the energy efficiency regulations, standards, and energy efficiency assessment of the project document review and the review of opinion, or to register the registration forms of energy-saving behavior.
Fourth energy assessment file of fixed asset investment projects and their review, energy conservation, registration form and registration, as construction of project examination and approval, approval/pre-conditions as well as an important basis for design, construction and completion of the project.

Chapter II energy efficiency evaluation

Projects outside of the above terms, energy-saving should be filled in the registration form.
Sixth fixed asset investment project energy assessment report should include the following:
(A) the assessment basis;
(B) project profile;
(C) assessment of energy supply, including the local energy resources and project impact assessment on local energy consumption;
(D) energy assessment project-building programmes, including the location, the General layout of the project, production, energy technology and energy-using equipment, such as the assessment;
(E) project evaluation of energy consumption and energy efficiency, including energy consumption, energy consumption, energy efficiency and other aspects of analysis and evaluation;
(Vi) assessment of energy-saving measures, including technical and management measures to assess;
(G) problems and recommendations;
(VIII) conclusion.

14th energy saving review bodies should be in fixed asset investment project energy assessment report received after 15 business days, receive energy-saving evaluation report within 10 working days after the energy review opinion, shall, within 5 working days after receipt of registration forms of energy-saving registration record.
Energy-saving evaluation commissioned a review of the file time is not included in the provisions of the preceding paragraph within the period of review, energy saving review (includes commissioned reviews) time shall not exceed the approved project approval or time limits.

The fourth chapter, supervision and penalties
