Hydrological monitoring and facilities protection

Hydrologic monitoring environment in these measures refers to the area needed to ensure accurate monitoring of hydrological information consisting of three-dimensional space.

    Hydrologic monitoring facilities in these measures refers to hydrologic, hydrology cableway, log boats, boat docks, log monitoring site, monitoring well (set), draft (piles), monitoring of signs, special road, equipment, water communications facilities and ancillary facilities.

(A) hydrological monitoring of the river environment protection range: vertical hydrological monitoring sections along the River upstream and downstream a distance to the border, is not less than 500 meters, not more than 1-kilometer; horizontally to along the river hydrology monitoring cable fixed buildings 20 meters on both sides of the River as the boundary, or determined in accordance with scope of river course management.

    (B) hydrological monitoring facilities environment protection scope: to monitor sites around 30 meters, 20 meters for the border around the other monitoring facilities.

    Article fifth River basin authorities or water conservancy administrative departments shall, in accordance with administrative rights and in accordance with the provisions of this article fourth standard the development of hydrological monitoring scope of environmental protection, hydrological monitoring range the county environmental protection shall be determined, and their ground in delimitation of the scope of protection of the boundary flags.

    No unit or individual may seize, destroy or move or the unauthorized use of hydrological monitoring facilities, hydrological hydrological monitoring of communications facilities and shall not be used for activities not related to. (A) water;

(B) bridges, wharves and other river, across the River, overlooking the building, structure, or the laying of trans-River pipe and cable

(C) water, sewage, and other possible effects of hydrological monitoring project.

    Resulting from construction of hydrometric station, the costs borne by the employer, hydrometric station should not be lower than the original standard.

Article tenth Nineth works specified in these measures, the construction unit shall provide the application from the basin water management bodies or administrative departments, and submit the following materials:

(A) the construction and raw materials affect the hydrological monitoring in the hydrometric station project application;

(B) with the appropriate level of hydrology and water resources investigation and assessment qualification units of construction an analysis of hydrological monitoring impact assessment reports;

(C) the remedial measures and estimated costs;

(D) the construction plans;

    (V) other materials required by approval authorities. 11th related River basin authorities or water conservancy administrative departments to accept the construction of hydrometric station on the lower reaches of hydrological monitoring works, which applications should be reviewed according to the relevant laws, regulations, and technical standards, from the date of acceptance of the application administrative licensing decisions are made in the 20th.

To comply with the following conditions, agree with the decisions made, document of approval issued to the employer:

(A) analysis and evaluation of impacts on hydrologic monitoring levels of true and accurate;

(B) the construction units to take measures feasible;

    (C) the project on the effects of hydrological monitoring smaller or through the employer to take remedial measures.

    12th hydrometric station damage due to force majeure, seat of water administration under the people's Governments and relevant authorities, river basin authorities should take measures to organize repair, ensure that it is running properly. 13th hydrological monitoring in a navigable river or on the bridge work, shall set up warning signs, past boats, rafts, vehicle shall slow down and avoid.

Sailing vessels shall not damage the hydrographic survey ship, floating, tide gauges, water level monitoring well (table), draft, and cableways, underwater cables, such as hydrological monitoring facilities and equipment.

    Hydrologic monitoring of special-purpose vehicles, vessels should set unified logo. Article 14th hydrological institution radio-frequency use rights and communication line access is protected by the State.

    No unit or individual is allowed to occupy, interference of radio frequencies used in hydrological and may destroy the hydrologic use of lines of communication. 15th hydrological monitoring and the facilities affected by vandalism of hydrological monitoring, hydrological institutions should inform the relevant local people's Governments at the water conservancy Administrative Department. Told of hydrological monitoring in water conservancy administrative departments shall take measures to ensure normal; if necessary, should be reported to the people's Governments at the corresponding level, suggestions of handling.

    Disposition of the water conservancy Administrative Department shall promptly notify the hydrological institutions. 16th new construction, renovation or expansion required for hydrological station, and have administrative permissions on the hydrological station of river basin management institutions or water conservancy administrative departments reported to the hydrological station land administrative departments of people's Governments above the county level, based on hydrometric station sites standards reasonably determined, according to land use approval procedures.

    Existing hydrometric station sites should be in accordance with the relevant laws and regulations for demarcation of the right, go through the land use certificate.

    17th State in violation of these rules, in hydrology and monitoring the environment and facilities of dereliction of duty, abuse of protection, be dealt with in accordance with the relevant provisions of laws and regulations.

    18th article violates this article sixth, seventh and Nineth provisions, respectively, in accordance with the People's Republic of China Ordinances》 43rd, 42nd, 37th and provides for punishment.

    19th special hydrological station of hydrological monitoring of environmental protection can be performed in accordance with the measures and facilities. 20th these measures come into force on April 1, 2011.
