State administration for religious affairs on the revision of the People's Republic of China implementing rules for the administration of religious activities of aliens within the territory of provisions of decision (November 29, 2010 the National Religious Affairs Bureau announced the 9th come into force on January 1, 2011) under the State Council concerning the third instalment of cancellation and adjustment of administrative approval items decision ((2004), 16th) provides that "foreigners to study in religious schools in China for the record" has changed its management, ceased to exist as the administrative examination and approval, and managed by religious bodies.

    State Religious Affairs Bureau of the People's Republic of China implementing rules for the administration of religious activities of aliens within the territory of provisions read as follows:

    14th revised as "foreigners to study in religious schools in China, to be consistent with the relevant provisions of the regulations on the management of colleges and universities accept foreign students, and agreed by the national religious community groups".

    This decision shall enter into force on January 1, 2011.

    People's Republic of China implementing rules for the administration of religious activities of aliens within the territory of provisions of corresponding amendments shall be made according to this decision, republished.

    Article in accordance with the People's Republic of China regulations on the administration of religious activities of aliens in the territory, the rules are formulated.

    Article People's Republic of China territory of aliens (hereinafter "aliens") is defined in accordance with the People's Republic of China nationality law provides that people who do not have Chinese nationality in China, including permanent and short-term foreign personnel in China. 

    Article aliens refers to religious activities of aliens within Chinese territory in accordance with their religious beliefs used to hold and participate in religious rituals, and Chinese religious bodies, sites for religious activities and religious clergy of the religious connection and its related activities.

    Fourth People's Republic of China respects the freedom of religious belief of aliens within Chinese territory, to protect and manage the religious activities of aliens within the territory. 

    People's Republic of China shall protect the territory of aliens with Chinese religious circles in religion-friendly contacts and cultural and academic exchanges.

    Article fifth according to their own religious beliefs in China by foreigners legally registered temples, Taoist temples, mosques and churches to participate in religious activities.

    Article sixth visiting foreigners in their religious teachers and personnel capacity, by provinces, autonomous regions and municipalities more than religious social organizations invited, can be legally registered places of worship, preaching the lecture.

    Otherwise entry of foreign religious teachers and administrators, by provinces, autonomous regions and municipalities more than religious social organizations invited, and agreed by the province-above people's Government religious affairs departments can be legally registered places of worship, preaching the lecture.

    Invited to speak at registered places of worship lecture, preach foreign religious teachers and administrators, should abide by the site rules, respect of faith used the site personnel.

    Article seventh collective religious activities of foreigners in the territory to be recognized by the people's Government religious affairs departments above the county level shall be registered temples, Taoist temples, mosques, churches, or by provincial, autonomous regional and municipal people's Government religious affairs departments specify the temporary location.

    When the collective religious activities of foreigners in temporary locations, should be administered by the people's Government religious affairs departments above the county level.

    Eighth of aliens with Chinese religious circles friendly contacts and cultural and academic exchanges, by provinces, autonomous regions and municipalities directly under the above-mentioned religious community groups.

    Nineth in China will not have legitimate religious organizations in China of foreign religious organizations and their members, religious organizations or staff identity and relevant departments of the Chinese Government or religious exchanges, after shall be agreed by the provincial government's Department of religious affairs, reported that the State administration for religious affairs for approval. Article tenth consent of the religious social organizations in China, foreigners can invite Chinese religion faculty teach habits of their baptisms, weddings, funerals and Buddhist temple, Puja and other rituals.

    Among them, the wedding foreigners must have been lawfully contract marriage of men and women.

    Chinese religious teachers and administrators is a legally registered religious communities identified, for the record the various religious teachers and administrators.

    11th with the national religious community concerned groups or groups of provinces, autonomous regions and municipalities directly under the religious societies agreed and endorsed by the local people's Government religious affairs departments at or above the provincial level for approval, foreigners can the religious cultural and academic exchanges with the project or agreement, bring into Hong Kong for supplies, religious cultural and academic exchanges.

    Meet the above requirements and the relevant provisions of the customs entry of religious supplies, customs in the provincial, autonomous regional and municipal people's Government religious affairs departments or proof of the State Religious Affairs Bureau releases them.

    12th following religious publications, religious music and other religious products may not be imported:

    (A) beyond the personal use a reasonable number, and does not fall within the scope article 11th;

    (B) endanger China's national security and social and public interests.

    Found in violation of the above provision of religious publications, religious music and other religious articles, which dealt with according to law.

    Violation of the provisions of the first paragraph have been brought into or through other means, into the territory of religious publications, religious videos and other religious items, once discovered, by people's Government Religious Affairs Department or other relevant departments at and above the county level dealt with according to law.

    13th foreign organizations or individuals to China to train religious teachers and staff personnel abroad for the purpose of quota or funds, as required by China's national religious and social groups accepted and integrated and send personnel abroad.

    Foreign organization or individual may, without enrolling in Chinese territory to train religious teachers and staff for the purpose of personnel abroad.

    Article 14th foreigners to study in religious schools in China, to be consistent with the relevant provisions of the regulations on the management of colleges and universities accept foreign students, and agreed by the national religious community groups. 

    15th foreigners to religious schools to give lectures in China shall be in accordance with the provisions of the religious schools to hire foreign professionals approach.

    16th foreigner to engage in religious activities within Chinese territory shall abide by the Chinese laws and regulations.

    Foreigners may not interfere in China's religious and social groups, places of religious activity creation and alteration shall not interfere in Chinese religious societies on religious teaching staff selection and change and shall not interfere with other internal affairs and dominate China's religious and social groups.

    Foreigners in the territory of China shall not in any name or form of religious organizations, set up religious offices, the establishment of sites for religious activities or run seminaries, and religious training.

    17th foreigner shall, in the territory of China to conduct missionary activities of the following:

    (A) appoint religious clergy in a Chinese citizen;

    (B) the development of religion in Chinese citizens;

    (C) in places of worship, preaching the lecture without authorization;

    (D) unauthorized lawfully registered sites for religious activities outside the premises of lectures, preaching and religious gatherings;

    (E) temporary sites for religious activities religious activities held with the participation of Chinese citizens, China was invited to preside over the religious activities religious teachers and staff;

    (F) the production or sales of religious books, religious audio-visual products, religion, religious articles such as electronic publications;

    (VII) disseminating religious propaganda;

    (VIII) other forms of missionary activities.

    18th International religious organizations, bodies and their members and Chinese social groups, sites for religious activities and religious faculty contact in religious affairs, and its related activities, subject to prior application to the province-above people's Government religious affairs departments, with approval.

    19th the religious activities of aliens in violation of the rules, above the county level people's Government Religious Affairs Department and other departments concerned shall be stopped.

    Violation of these rules to conduct religious activities inside and outside the people, constitutes a violation of the People's Republic of China administration of the entry and exit of Aliens Act and the People's Republic of China public security administration punishment regulations and other laws and regulations, be dealt with by the public security organs in accordance with the case constitutes a crime, shall be investigated for criminal responsibility by judicial organs. 

    Article 20th foreign organizations in the People's Republic of China religious activities in the application of this rule.
