General Administration of customs on the revision of the People's Republic of China Customs entry and exit of articles for non-resident permanent passengers on supervision and decision
(November 1, 2010, the General Administration of customs, the 194th promulgated as of December 5, 2010) in order to further standardize the customs management of the entry and exit of articles for non-resident permanent passengers, Customs decides to include the People's Republic of China Customs entry and exit of articles for non-resident permanent passengers on supervision (the General Administration of customs, the 116th publishing, hereinafter referred to as the methods) attached to the People's Republic of China application form for customs entry and exit of articles read as follows:

Chapter I General provisions
First to standardize the customs management of the entry and exit of articles for non-resident permanent passengers, according to the People's Republic of China Customs law and other relevant laws, administrative regulations, and these measures are formulated. Second non-resident permanent passengers inbound and outbound articles shall be for personal use, reasonable quantities are limited.
Among them, the resident can import motor vehicles, each limited to 1, other non-resident permanent passengers are not allowed to import vehicles. Non-resident permanent passengers inbound and outbound articles shall be by himself or his agent Declaration enterprises submit a written application to the competent Customs Office.
After the competent customs approval, entry and exit to customs the competent customs approval documents and other relevant documents to be inspection. Article non-resident permanent passengers obtain permanent residence certificates before they can apply for import articles, first applied for entry of articles for Customs to be tax-free, but allowed to enter in accordance with the motor vehicle exception of 20 items and should be set by the State taxation.
Again apply for imported articles, shall be taxed.
For the taxation of non-resident permanent passengers self-used articles, customs in accordance with the People's Republic of China on import and export duties tax is imposed by the relevant provisions of the Ordinance.
According to the intergovernmental agreement on duty-free entry of articles for non-resident permanent passengers, the Customs shall be exempt from tax according to law.
Chapter self-used articles regulation
The fourth non-resident permanent passengers to apply the imported articles, shall submit the following documents to the competent the Customs:
(A) identity documents;
(B) permanent residence documents;
(C) the People's Republic of China application form for customs entry and exit of articles (hereinafter referred to as the application form in annex 1);
(D) the (shipped) orders, packing lists and other related documents.
Customs has received a reply within 3 working days from the date of application.

Sixth imported motor vehicle due to accident, force majeure causes serious damage or losses, more than life, lost value, processed by scrapping, resident workers by the public security traffic administration departments of motor vehicle deregistration certificates issued, by the competent customs approval after vehicle closing procedures, may reapply for imported motor vehicles 1.
Imported motor vehicle is lost, stolen, transferred or sold to others, beyond the supervision period, permanent officers are permitted to reapply for entry of motor vehicles. Permanent officers of the seventh imported motor vehicle shall, within 10 working days from the date of customs clearance, apply to the competent Customs Office of the People's Republic of China Customs supervising and managing vehicle licence notice of importation/exportation of lead/pin (hereinafter referred to as notice of the lead/sales licences, see annex 2), go through the formalities of motor vehicle licence.
Duty-free import of vehicles, staff should also be made of the lead/sales within 10 working days from the date of the notice, public security traffic Administrative Department of motor vehicles issued by the certificate apply to the competent Customs Office of the People's Republic of China Customs supervising and managing vehicle registration certificate (hereinafter referred to as the regulation of vehicle registration certificates, see annex 3).

Fourth chapter import duty-free motor vehicles follow-up supervision
Tenth resident pursuant to article III of this approach provides duty-free entry for motor vehicles belonging to motor vehicles under customs supervision, customs impose follow-up supervision, supervision for a period of 6 years from the date of customs clearance.
Without customs approval, imported motor vehicles during the term of customs control are not allowed to transfer, sell, lease, mortgage, pledge or other disposition. The competent customs approval, issue the People's Republic of China Customs supervising and managing vehicle certificate of termination (see annex 6), permanent according to the public security traffic Administrative Department of the relevant formalities.

The fifth chapter legal liability

The sixth chapter supplementary articles
18th the following terms shall have the meanings herein:
"Non-resident permanent passengers" means approved by the public security Department of entry and have continuously resided in the territory for more than one year (including one year), upon the expiration of back outside the settlement of foreign citizens, Hong Kong, Macao and the Chinese community.
"Resident" refers to the non-resident permanent passengers of the following:
(A) foreign companies, news organizations, financial and trade institutions, cultural groups and other foreign legal person by the People's Republic of China approved by the Government authorities, established in the territory of permanent agencies and customs staff;
(B) foreign-invested enterprises registered in the customs personnel;
(C) the immigration expert working for a long time.
"Identification" means the People's Republic of China issued by the competent authority of the foreign (area) Enterprise representative offices of work permits and the People's Republic of China employment permit and the People's Republic of China foreign expert certificate and other documents, as well as entry and exit passport, Hong Kong and Macao residents to and from the Mainland and the Taiwan residents travelling to mainland China permit.
"Long-term residence permit" means the People's Republic of China issued by the competent authorities of the People's Republic of China permanent residence of foreigners and the overseas Chinese, Hong Kong and Macao people granted permanent residence in the territory of the temporary residence permit documents.
"The customs" refers to the location of the non-resident permanent passengers residing in the territory of customs or customs authorized subordination customs.
"Personal effects" refers to the non-resident permanent passengers daily necessities during the stay in the territory of the People's Republic of China Customs passenger exit luggage included in the classification of articles (except for tobacco and alcohol) and motor vehicles.
"Motor vehicle" means motorcycles, cars, SUV, minivan up to the 9.
"20 items" refers to TV, video camera, recorder, player, video, audio equipment, air conditioners, refrigerators (counter), washing machines, cameras, copiers, program-controlled telephone switches, computer, telephone, infinite paging systems, fax machines, computers, printers and word processor, furniture, lamps and food.
