Administrative measures for the assessment of social organizations
(Announced December 27, 2010 the Ministry of Civil Affairs, the 39th come into force on March 1, 2011) Chapter I General provisions
First assessment in order to regulate the social organization of work, these measures are formulated.
Second social organizations mentioned in these measures refers to civil affairs departments registered in the people's Governments at all levels and social organizations, foundations, private non-enterprise units.
Article assessment of social organizations in these measures refers to Government civil affairs departments at all levels to duties of supervision and administration of social organizations according to law, promote healthy development of social organization, in accordance with standard methods and procedures, by the assessment body according to the evaluation criteria, objective and comprehensive assessment of the social organization, assess and grade conclusion.
Article fourth social organizations evaluation should adhere to hierarchical management, classification, assessment, the principle of objectivity and fairness, government guidance, social participation, the independent operation of the mechanism.
Five Government civil affairs departments at all levels in accordance with the registration of rights, in charge of the assessment-level social organization leaders, and district level people's Government departments and social organizations to assess the work carried out under guidance.
Chapter II objects and content
Sixth application for participation in the assessment of the social organizations shall meet one of the following conditions:
(A) social groups, foundations or certificate of registration of private non-enterprise units two years, did not participate in the assessment of social organization;
(B) access to assessment level of validity of 5 years of age.

Chapter III evaluation bodies and duties
Nineth Government civil affairs departments at all levels to set up corresponding social organization Assessment Committee (hereinafter referred to as assessment Board) and social organizations evaluation Review Committee (hereinafter referred to as the Review Committee) and is responsible for the assessment Committee and a Review Committee of organization, coordination and supervision.

Members of the Evaluation Committee and the Review Committee composed of relevant government departments, research institutions, social organizations, accounting firms, law firms, and other units as recommended, civil administration appointment.

12th members of the Evaluation Committee and the Review Committee shall meet the following conditions:
(A) be familiar with legal regulations and policies on the management of social organizations;
(B) in the areas with outstanding performance and a high reputation;

Fourth chapter evaluation procedures and methods

(C) to organize field visits and initial assessments;
(D) the preliminary assessment and to determine the audit assessment rating;
(E) public notice of assessment results and service to community organizations;

The provincial Home Department shall, before December 31 of each year, the administrative level assessment of social organization and 5A assessment level social organization reported to the Ministry of civil affairs. 25th members of the Evaluation Committee, the Review Committee members and experts should be practical and realistic, objective and fair, the compliance assessment work discipline.
The sixth chapter assessment rating management

29th assessment level effective prior to the expiration of 2 years, community organizations can apply for reassessment.
Eligible to participate in the evaluation criteria are not applied for the assessment or assessment rating effective date has not applied for the assessment of social organization, as no assessment level.
30th were assessed levels of social organization, one of the following circumstances, assessed by civil affairs departments to reduce level of treatment, if the circumstances are serious, cancel the assessment of level of treatment:
(A) provides false information and data in the evaluation, or collude with evaluators cheating, resulting in assessment inaccurate;
(B), forged, altered, leased, lent assessment certificates, or forged, lease or loan Assessment Rating Board;
(C) basic qualified for 2 consecutive years of annual inspection;
(D) the annual check on failed or did not participate in the annual review of the previous year;

(Vi) other violations of laws and regulations.
