Addiction finds way

    Drug medical institutions in these measures refers to drug medical services in conformity with the provisions of the interim measures for the administration of specialized addiction hospitals and other medical institutions with drug treatment Department.

    Fourth public security organs found in law enforcement activities drug addicts, addiction should be identified; finds it difficult for technical reasons, may appoint a qualified drug finds medical institutions.

    Article fifth drug addiction work programmes for the medical institution, designated by the provincial health administrative departments of the public security organs.

    Article seventh drug users who meet the following conditions, the public security organ finds its drug addiction:

  　(B) there is evidence of their drug-using behaviour;

(C) withdrawal symptoms or evidence of drug use, including once for using drugs by the public security organs to investigate or have voluntary drug case.

    Withdrawal symptoms in specific circumstances, reference to the Ministry of health to develop guiding principles for the diagnosis and treatment of opioid dependence and the amphetamine class set out in the guidelines for the diagnosis and treatment of drug dependence.

  　Article eighth drug addict who has any of the following circumstances, the public security organ finds its serious drug addiction:

  　(A) had been ordered to community drug rehabilitation, compulsory isolation rehabilitation (including the Narcotics Control Act prior to the introduction of compulsory treatment or detoxification) and community rehabilitation or participate in drug maintenance treatment, again to ingest or inject narcotic drugs;

  　(B) there is evidence that injecting drug use or multiple use of two types of drugs;

    (C) there is evidence that the use of drugs associated with mob after option to debauchery, self-mutilation, or personal, property and other acts of violence against others.

    Nineth public security organs in the process of addiction found that implementation of human biological samples, according to the Ministry of public security enacted the relevant provisions of the drug testing procedures.

 　 Tenth police of public security organs to take drug addiction work, shall meet the following conditions:

  　(A) with two police officers above rank and two years relevant working experience in law enforcement;

    15th medical detoxification agencies to collect medical history and medical examination, drug users, delegates identified the presence of the public security organ shall send the relevant assistance.

16th drug medical institutions need to drug users of human biological samples, delegate finds that the public security organs shall assist the field collecting and testing samples.

    Drug medical institutions that need to reintroduce collection of human biological samples, delegate finds that the public security organs shall provide assistance.

    Article 17th drug test used by medical organizations, should be approved by the State food and drug administration and avoid cross-reaction with common drugs.

    18th detoxification diagnosis and treatment of medical institution and its medical staff shall, in accordance with standard, conventional, and the relevant provisions, combined with the history of drug addicts, psychiatric symptom check test results, physical examination, and human biological samples, drug users addicted to that. 19th drug medical institutions should be entrusted to found within three working days of addiction finds report issued, signed and stamped by the identified personnel seal drug medical institutions.

    20th Commission drug addiction medical institutions found that the costs borne by the applicant.
