    Chapter I General provisions

    First in order to strengthen the management of safety and protection for radioisotopes and radiation-emitting devices, in accordance with the People's Republic of China Law of prevention and control of radioactive pollution and the safety of radioactive isotopes and radiation equipment and protection regulations, these measures are formulated.

    Article production, sale and use of radioisotopes and radiation-emitting devices, should be the unit of radioactive isotopes and radiation equipment responsible for radiation safety and protection, and radioactive pollution of its responsibility under the law.

    Fourth environmental protection departments above the county level people's Government shall, in accordance with the People's Republic of China on prevention and control of radioactive pollution and the radioactive isotopes and radiation equipment safety and protection regulations and these regulations, the safety and protection of radioactive isotopes and radiation equipment supervision and management.

    Chapter II safety and protection

People's Governments above provincial environmental protection departments should publicize its list of recommended units engaged in radiation safety training, and regularly engaged in listed units for assessment of radiation safety training; failed to pass the examination, be struck off, and announced to the public. 21st engaged in radiation safety unit is responsible for training personnel in radiation safety training assessment and evaluation of qualified personnel radiation safety training certificates issued.

Article 22nd radiation safety training certificates personnel should be trained once every four years.

23rd production, sale and use of radioactive isotopes and radiation equipment shall be in accordance with the laws and administrative regulations, as well as national standards for environmental protection and occupational health, of the radiation workers ' individual dose monitoring; personal dose monitoring of abnormal results found should be immediate verification and investigation, and the timely reporting of radiation safety permit issuing authority. Production, sale and use of radioisotopes and radiation-emitting devices, should arrange assigned personal dose monitoring management, establishment of the radiation workers ' individual dose files. Individual dose record shall include the basic personal information, jobs, monitoring results and other material.

Individual dose record shall be kept until the radiation workers over the age of 75, or stop radiation for 30 years. The personal dose of radiation workers have the right to inspect and copy my files.

    Radiological staff replacement units, the original employer shall inform the new employer or my personal dose of radiation workers copies of files.

24th production, sale and use of radioisotopes and radiation-emitting devices, do not have the ability of individual dose monitoring shall entrust personal dose monitoring institutions meet the following conditions:

(A) ensuring the quality of personal dose monitoring in equipment, technologies;

(B) authenticated by the competent administrative Department of the people's Governments above the provincial level measurement;

    (C) the laws and regulations of personal dose monitoring in other conditions.

    The fourth chapter of waste radioactive source and radioactive contaminated materials management

    Shouzhu waste radioactive source unit, it shall be issued by the Ministry of environmental protection (including shouzhu) radiation safety permit, and within the qualification shouzhu waste radioactive source and radioactive-contaminated items.

    30th the use of radiation sources unit cancellation according to law, dissolved, according to bankruptcy or terminated for other reasons, should advance the return transfer of radioactive sources in accordance with their own units, production unit, return the original export or to scrap shouzhu unit storage of radioactive sources and assume complete responsibility for security in all of the above-mentioned activities.

Shouzhu waste radioactive source units should be abandoned radioactive sources or articles contaminated by radioactive shouzhu properly.

35th scrap metal recycling smelting enterprises, radiation monitoring system should be established, equipped with sufficient radiation monitors in scrap metal into the furnace, radiation monitoring products before shipment, and the inclusion of indicators of radioactive products in the standard system.

    Radiation monitoring in scrap metal radiation monitoring and emergency handling, personal dosimeters and other protective equipment should be worn and proper personal protection.

Article 36th metal materials scrap recycling and melting when Enterprise found abnormal results and confirm that the radiation monitoring, shall immediately take the appropriate control measures and within a four-hour report of the people's Governments above the County Environmental Protection Department.

    Fifth chapter of supervision and inspection

Radiation protection safety supervisor shall regularly receive professional training and assessment.
Advanced titles and engaged in radiation safety and protection supervision and inspection work more than 10 years, or of radiation protection safety monitors certified safety engineer, may be exempted from the radiation safety training.

    41st people's Governments above provincial level departments shall establish supervision and inspection of environmental protection commitments, clear supervision and inspection of radiation safety and protection organization, duties and procedure, reporting, content management system, important issues, and in accordance with the relevant State laws and regulations, standard-setting the appropriate technical procedures of supervision and inspection.

42nd environmental protection departments under the people's Governments above the county level radioactive isotopes and radiation equipment production, sale and use of categories of activities, business supervision and inspection plan their respective administrative areas.

    Supervision and inspection plan should be in accordance with the radiation safety risks, supervision and inspection of the different frequencies.

    Sixth chapter emergency reporting and processing

(C) the classification of radiation accidents and emergency response measures;

(Iv) radiation accident investigation, reporting and handling procedures;

(V) radiological accident information in an open, public awareness programmes.

Nuclear contingency plan should also include the possibility of cause malfunction of radiation accident emergency response measures and their investigation, reporting and management procedures.

    Production, sale and use of radioactive isotopes and radiation equipment units should be based on the risk of radiation accidents that can occur, this contingency plan has been formulated, and emergency preparedness.

44th radioactive accidents could lead to radiation accident or operation failure, production, sale and use of radioactive isotopes and radiation equipment unit should be started immediately the emergency programme units, to take emergency measures, and fill it in within two hours of the initial report, to report to the local people's Government of the Environmental Protection Department.

    (B) units with corresponding qualification certificate of conditional immunity requirements of equipment conform to the basic standards of radiation level report.

54th provincial environmental protection departments will the exemption issued by the record-keeping certification documents, Department of environmental protection.

Exemptions have been granted for filing documents by the Department of environmental protection activities or activities of radiation-emitting devices, radioactive sources or unsealed radioactive substances bulletin on a regular basis.

(A) does not provide for the establishment of waste radioactive source shouzhu ledgers and computer management systems;
