12th construction drawing review in principle no more than the following time limits:
(A) the large housing construction projects, urban infrastructure project for 15 working days, medium and housing construction, municipal infrastructure projects for 10 working days.

(F) whether the requirement to fill in the review notice;
(VII) whether the requirement in the examination book and signed and sealed on the construction drawings;
(H) establish and improve the review of internal management system of institutions;
(IX) review officers are required to participate in continuing education.
The people's Governments above the county level shall supervise and check the Department of housing and urban-rural construction, and the review bodies entitled to be examined relevant documentation review of documentation and information, and monitor the results to the public.
20th review bodies to the local people's Governments at or above the county level should review of the Department of housing and urban-rural construction statistics.
Local people's Governments at or above the county level departments of housing and urban-rural construction should be regular statistics on the construction drawing review, and statistics are submitted to the next higher competent Department of housing and urban-rural construction.
21st people's Governments above the county level departments of housing and urban-rural construction should be accepted in a timely manner the review construction drawings in the illegal or irregular spotting, accusation and complaint.
22nd the people's Governments above the county level shall review body report by the housing and urban-rural construction departments units, reconnaissance and design enterprises, registered practitioners of illegal behavior should be investigated according to law.
Article 23rd review bodies included in the list no longer meet the required conditions, provinces, autonomous regions and municipalities departments of housing and urban-rural construction should be ordered to rectify; fails to change and no longer be included in the review directory.
24th article censorship in violation of the rules of any of the following acts, local people's Governments at or above the county level departments of housing and urban-rural construction ordered corrective action and fine of 30,000 yuan, and credited to the credit files in serious cases, provinces, autonomous regions and municipalities directly under the people's Government Department of housing and urban-rural construction no longer be included in the review directory:
(A) out of range construction plan review;
(B) use qualified inspectors;
(C) review of the content that is not in accordance with the regulations;
(D) is not required to report violation found during the review process;
(V) fill in the review notice not according to stipulations;
(F) in accordance with stipulations in the examination book and signed and sealed on the construction drawings;
(G) certificate of examination of construction drawing, there are still violations of law, regulation and engineering construction compulsory standard.
25th false examination book issued by the review bodies, examination is not valid, local people's Governments at or above the county level at the Department of housing and urban-rural construction of 30,000 yuan fine, provinces, autonomous regions and municipalities directly under the people's Government Department of housing and urban-rural construction no longer be included in the review directory.
Inspector signing the false examination book, life no longer in charge of the examination staff; for implementing certified systems professional reviewers, should also be in accordance with the regulations on the management of construction engineering quality 72nd, the work safety of construction projects management article 58th of the Ordinance shall be punished.
Article 26th violates these rules, any of the following acts, local people's Governments at or above the county level departments of housing and urban-rural construction correction of 30,000 yuan fines; the circumstances are serious, be informed:

27th in accordance with this regulation, censorship fines, legal representative of the institution and fine bodies and other persons 5% up to 10% the amount of the fine, and credited to the credit file.
28th of provinces, autonomous regions and municipalities directly under the people's Government Department of housing and urban-rural construction does not review body established under these rules, housing and urban-rural construction departments under the State Council shall order correction.
29th State personnel in the construction drawing review regulatory dereliction of duty, abuse of power, favoritism and constitutes a crime, criminal responsibility shall be investigated according to law; do not constitute a crime, administrative sanctions according to law.
30th of provinces, autonomous regions and municipalities directly under the people's Government Department of housing and urban-rural construction in accordance with the measures, formulate rules for its implementation. 31st article this way come into force on August 1, 2013.
