Chapter I General provisions
First to strengthen nuclear and radiation safety inspectors certificate management, regulating nuclear and radioactive safety supervision and inspection work, according to the People's Republic of China Law of prevention and control of radioactive pollution and the People's Republic of China civil nuclear safety supervision and management regulations and the safety of radioactive isotopes and radiation equipment and protection and other relevant laws and regulations, these measures are formulated.

Chapter two documents to apply for
Eighth Ministry of environmental protection (national nuclear security administration) is responsible for issuing the nuclear safety inspection certificate and provincial radiation safety oversight certificate above.

(A) science, engineering, medicine or related Bachelor degree, and received a Bachelor's degree, and have five years of related work experience or engage in nuclear and radiation safety supervision and inspection work for more than three years;
(B) access to science, engineering, medical and other related professional master's degree and three years of related work experience or engage in nuclear and radiation safety supervision and inspection work for more than two years.
Does not have the conditions prescribed in the preceding paragraph, but a college equivalent, and nuclear and radiation safety personnel supervision and inspection work more than a decade, can also apply for nuclear and radiation safety inspectors certificate.
11th Ministry of environmental protection (national nuclear security administration) and its agencies officers to receive the nuclear safety inspection certificate and the radiation safety supervisor certificate, should participate in the Ministry of environmental protection (national nuclear security administration) Organization's newly appointed professional training and pass the examination, and have one of the following conditions:
(A) obtain the nuclear safety engineer qualification;
(B) participate in the Department of environmental protection (national nuclear security administration) Organization of nuclear and radiation safety monitoring intermediate or advanced training and pass the examination.
12th apply provincial radiation safety authority certificate of officer shall satisfy one of the following conditions:
(A) obtain the nuclear safety engineer qualification;
(B) participate in the Department of environmental protection (national nuclear security administration) organization supervising junior or senior provincial radiation safety training and pass the examination;
Application for a provincial radiation safety supervision certificate of training requirements, stipulated by the provincial environmental protection authorities.
Article 13th for nuclear and radiation safety inspectors document issued once every six months.
Apply for nuclear and radiation safety inspectors certificate shall be conducted by the claimant organization each year on March 31 or September 30, apply in writing to the issuing Department; review of the issuing department upon receipt of the application, that issuing conditions consistent with this regulation, nuclear and radiation safety inspectors to issue certificates.
Provincial environmental protection authorities of the radiation safety inspection certificate issued by the provincial situation, shall, within one month after the issuance of the Ministry of environmental protection (national nuclear security administration) record.
Chapter III of document management

19th the holder has any of the following circumstances, may apply for renewal by the unit of nuclear and radiation safety inspectors certificate:
(A) the expiry date of the document;
(B) the holder organization name changes;
(C) the permit holder engaged in nuclear and radiation safety supervision and inspection work area is changed;
(D) other documents shall issue a nuclear and radiation safety supervision and inspection personnel.
Due to expiry of documents to apply for renewal of nuclear and radiation safety inspectors certificate holder shall be in accordance with the request of the issuing department participate in on-the-job training.
Application for renewal of nuclear and radiation safety inspectors certificate procedure applies the provisions of article 13th.
Renewal of nuclear and radiation safety inspectors certificate holders are original documents shall be returned to the unit.
20th the holder has any of the following circumstances, holder shall apply to the issuing department cancelled nuclear and radiation safety inspectors certificate:
(A) the retirement of the holder;
(B) the holder out of the nuclear and radiation safety supervision and inspection work;
(C) the other unfit to continue to engage in nuclear and radiation safety supervision and inspection work.
The fourth chapter liability
Article 21st holder of any of the following acts, by holder unit for criticism, rectification, and suspend its nuclear and radiation safety inspectors certificate:
(A) altered, lent for nuclear and radiation safety inspectors certificate;
(B) the use of nuclear and radiation safety inspectors documents engaged in activities unrelated to official duties;
(C) other violations of nuclear and radiation safety inspectors certificate management related provisions. Temporary suspension of nuclear and radiation safety inspection documents personnel, issuing qualification training departments should be on the back.
Documents during the suspension and shall not engage in nuclear and radiation safety supervision and inspection work.
Unit suspension of nuclear and radiation safety inspectors shall report the issuing of documents for filing.
22nd holder of any of the following acts, by issuing departments to recover nuclear and radiation safety inspectors certificate:
(A) administrative sanctions shall be subject to criminal punishment, administrative detention or demerit or more;
(B) fraud, fraud, bribery or other improper means to acquire nuclear and radiation safety inspectors certificate;
(C) other serious violations of the relevant laws and regulations.
23rd holder unit has one of the following acts, granted by the issuing department reprimanded a rectification:
(A) the arrangement on nuclear and radiation safety inspection documents personnel engaged in nuclear and radiation safety supervision and inspection work;
(B) the permittee and nuclear and radiation safety inspectors document mismanagement leads to serious consequences;
(C) other violations of nuclear and radiation safety inspectors certificate management related provisions.
Article 24th-issuing departments who violate the regulations, abuse, deception, negligence, unauthorized grant or ultra vires of nuclear and radiation safety inspectors issued documents, shall be subject to punishment.

25th article of the way by the Department of environmental protection (national nuclear security administration) is responsible for the interpretation. 26th article of the rules take effect on March 1, 2014.
