Feed quality and safety management standards

    (January 13, 2014 2014 of 1th published since July 1, 2015, the Ministry of agriculture) Chapter I General provisions

    First to standardize the feed production to ensure feed product quality and safety, in accordance with the regulation of feed and feed additives, these norms have been formulated.

    Second standard suitable for additive premix feed and concentrated feed, fodder and concentrate supplement manufacturers (hereinafter enterprise).

    Enterprises shall, in accordance with article III of the code requires that the Organization of production, from raw material procurement to product sales of the whole quality control.

The fourth Enterprise shall collect, organize, record specification implementation and operation conditions, fulfill annual filing obligations and feed statistics.

    Contract manufacturing, principal and entrusted respectively to the local people's Government at the provincial level should be feed management departments. 

    Fifth administrative departments of the people's Governments above the county level shall feed shall make annual supervision plan, supervise and inspect the enterprise implementation of this specification.

    Chapter II administration of procurement of raw materials and

Sixth enterprises shall strengthen the feed, single feed, feed additives, drug premix feed additives, additive and concentrate feed (hereinafter referred to as raw materials) procurement management, comprehensive assessment of the manufacturers and distributors of raw materials (hereinafter supplier) of qualifications and quality assurance capability, supplier evaluation and re-evaluation system, preparation of the list of qualified suppliers, fill out and save vendor evaluation records:

(A) the supplier evaluation and re-evaluation system should provide evaluation and reevaluation process, content, evaluation criteria, assessment records and other information;

(B) from the procurement of raw material production enterprises, supplier evaluation record should include the manufacturer name and address, contact information, license certificate number (evaluation of the single feed, feed additives, drug feed additive, additive premix, concentrate feed manufacturer fill in), raw a common name and trade name, contents, date of evaluation, evaluation, evaluation and other information;

(C) from Distributor of raw materials procurement, supplier evaluation record should include the vendor's name and registered address, contact information, business license registration number, raw a common name and trade name, contents, date of evaluation, evaluation, evaluation and other information;

(D) qualified vendor list should include the vendor's name, the raw a common name and trade name, license certificate number (vendors to a single feed, feed additives, drug feed additive, additive premix, concentrate feed manufacturer fill in), date of evaluation and other information.

(B) the raw material acceptance criteria should provide raw materials for generic names, principal component acceptance values of indicators, health indicators such as acceptance, acceptance of health indicators should be consistent with the relevant laws and regulations and the State regulations and industry standards; (Three) Enterprise procurement implementation administrative license of domestic single feed, and feed additives, and drug feed additives, and additives pre mixed feed, and concentrated feed of, should by batch identification license proved file number and products quality test certificate, fill in and save identification records; identification records should including raw materials general name, and production enterprise, and production date, and identification content, and identification results, and identification people, information; no license proved file number and products quality test certificate of, or by identification license proved file number not real of,

(Five) Enterprise procurement not needed administrative license of raw materials of, should according to raw materials acceptance standard by batch identification suppliers provides of the batch raw materials of quality test report; no quality test report of, enterprise should by batch on raw materials of main components index for itself test or delegate test; not meet raw materials acceptance standard of, shall not received, and using; raw materials quality test report, and itself test results, and delegate test report should archive save;

    (F) the enterprise should select at least every 3 months 5 ingredients themselves or entrust a qualified agency to test its key health indicators, according to the results of safety evaluation of raw materials, save test results and evaluation reports; testing, should obtain and save your entrusted testing organization of metrology certification or a copy of the laboratory accreditation certificate and schedule.

The eighth Enterprise shall fill out and save raw material stock account, purchase ledger should include materials common name and trade name, manufacturer or supplier's name, contact information, place of origin, quantity, production date, shelf life, inspection or testing, date of purchase, the person in charge of information and other information.

    Purchase ledger retained for periods of not less than 2 years.

Nineth Enterprise shall establish a raw material warehouse management system, fill out and save the record:

(A) raw material warehouse management system should specify the location planning, stacking mode, picking identification, inventory, environmental requirements, pest prevention, store security, storage records and so on;

    (B) the record shall include the material name, package specifications, production date, vendor, abbreviation or code, receipt number and date, issue number and date, inventory quantity, custodians and other information.

    The tenth Enterprise shall, in accordance with the "Duo card" principle imposed on raw materials for picking identity card, Duo-identification card shall be indicated in suppliers of raw material name, abbreviation or code, picking quantity, the quantity used, test status and other information. 11th enterprises should be on vitamins, microorganism and enzyme storage temperature monitoring of heat-sensitive materials such as, fill out and save the temperature monitoring and recording.

Monitoring should include set temperature, actual temperature, monitoring time, records and other information.

    Found in monitoring the actual temperature exceeds the set temperature range, effective measures should be taken promptly disposed of.

13th Enterprise shall, according to the type of raw material, inventory time, shelf-life, climate change and other factors to establish long-term inventories raw materials quality control system, fill out and save the monitor records:

(A) should provide for the monitoring of the quality control system, monitoring, monitoring frequency, and abnormal situation defines permissions, disposition, disposition, monitoring records and other information; 

    (B) monitoring should include material name, monitoring, exception description, disposition, disposition date of results, monitor, monitoring, information.

    Chapter III production process control

14th enterprise process design documents should be developed, set up production parameters.

Process design document should include manufacturing process flow, process description and equipment lists, and so on.

15th enterprises should be based on the actual process, developed the following major practice for job positions:

(A) small (refers to the production process, to add trace raw materials in advance of ingredients or intermediate products obtained after mixing) ingredients post procedures, provides for feeding raw materials receiving and verifying, placement of feeding raw materials and marking, weighing scale calibration and verification, field sanitation, feeding raw material receiving record, small ingredient records and other content;

(B) the seasonings premixed post rules, provisions receiving carrier or diluent, mixing procedure, mixing time, pre mix product packaging and labeling, field sanitation, small hybrid recording and other content;

(C) the feeding material and review job procedures, provides small launch orders, small reviews, field sanitation, feeding material and review records and so on;

(D) feeding post operation aniseed, provides feeding instructions, picking feeding, sensory test, field sanitation, feeding recorded content such as Aniseed;

(E) the crushing job procedures, provided screen hammer check and replace, particle size and crushing material placing checks, feeders and magnetic separation equipment cleaning and crushing operations records, and other content;

(Vi) controlling positions in operating procedures, provided opening and closing device principle, microcomputer software starts with the formula checks, mixing time setting verification, incoming raw materials, ingredients error verification, control records and so on;

(G) the granulation post procedures, provisions of principle, ring opening and closing device model and classification screen replacement distance adjustment, granulating machine, Crusher rolling lubrication, tempering parameter monitoring, equipment (granulating room, conditioner, cooler) clearing, sensory test, field sanitation, granulating job records and other information;

(H) expanded job procedures, provided opening and closing devices principles, monitoring of quality parameters, equipment (expansion room, conditioner, cooler, drier) clearing, sensory test, field sanitation, expanded records and other information;

(I) the packing job procedures, provides for label and packaging bags receive, tag and bag checks, sensory inspection, calibration, field sanitation, packaging records and other information;

    (J) production line cleaning procedures, provides cleaning principles, implementation and evaluation of cleaning, washing place and identifying, cleaning materials used, production line cleaning records, and so on.

16th enterprises should be based on the actual process, production record forms, fill out and save the related records:

(I) raw material receiving record, including small ingredients, use number, received time, recipients and other information;

(Ii) ingredient records, including the theory of small name, value, weight, number of ingredients, time, ingredients and other information;

(C) the seasonings premixed records, including name, weight, batch, mixing time, working time, operators and other information;

(D) the feeding material and review records, including product name, receive batches, material, weight checking, batch number, time remaining, feed people and other information;

(E) aniseed feeding records, including aniseed name, feeding amount, sensory examination, homework time, feeding and other information;

(Vi) smash job records, including item number, screen name, grinder specifications, working time, operations and other information;

(VII) aniseed mix records, including number, name of aniseed, Batcher, formula, theory of value, actual value, time, ingredients and other information;

(VIII) control records, including product name, prescription number, cleaning materials, theory of production and finished product warehouses, washing, warehouses, homework time, operators and other information;

(I) the granulation job records, including product name, granulation, granulating machine, warehouse, tempering temperature, vapour pressure, die aperture, loop length-diameter ratio, grading sieve mesh aperture, sensory examination, homework time, operator of information;

(J) the expanded job records, including product name, adjusting the aperture, the temperature, the template expansion temperature and sensory examination, homework time, operator of information;

(11) the packaging operations records, including product name, actual production, package specifications, package number, number of sensory test, tail bags, homework time, operator of information;

(12) the labels receiving records, including product name, number of recipients, frequency, damage quantity, remaining quantity, obtaining information such as time, receiving the employer;

(13) the production line cleaning record including the name shift, cleaning materials, cleaning materials weight cleaning people, cleaning process description, time, and other information;

    (14) the cleaning materials used records, including names, shifts, cleaning material usage information such as the description, time, operator.

17th Enterprise shall take effective measures to prevent cross-contamination in the production process:

(A) in accordance with the "drug-free after the first, there were drugs in the" principles of production planning;

(B) products containing drug feed additives to produce drug-containing feed additives or additive changes all varieties of products, the line should be cleaned; reuse of cleaning materials, should be clearly identified and placed in the products of the same variety;

(C) holding drug feed additives, feed additives, additive premix feed, containing drug feed additive products and intermediate products or packing materials should be clearly identified, must not cross mix;

    (D) the equipment should be cleaned regularly, removing residual material, dust, dirt and other residues.

18th Enterprise shall take effective measures to prevent external contamination:

(A) the workshop should be equipped with rodent, bird-proof facilities, ground level, no dirt accumulation;

(B) the production of raw materials, intermediate goods, rework, cleaning materials, substandard goods should be classified storage, clear identity;

(C) keeping the site clean, clean debris;

(D) in accordance with the product specifications used lubricants, cleaning agents

(E) shall not use fragile and easy to break, rust as weighing or holding appliances;

    (Vi) you may not feed in the production process of repair, welding and cutting operations.

    19th Enterprise shall establish a recipe management system, regulations formulation design, review, approval, change, transfer, use and so on.

20th Enterprise shall establish a product label management system, provides label design, approval, storage, use, destruction, and so on.

    Product labels should be designed (Cabinet) stored by professionals.

    21st Enterprise less than 0.2% should be added to the formula of pre-mixed material. 22nd Enterprise shall, depending on the product mix requirements, determine the best mix of products, fill out and save the best mix time record.

Experimental records should include mixed numbers, mixed product name, number of hybrid, mixing time, test results, optimum mixing time, test date, testing person and other information. Enterprises should be rotated every 6 months by product category (concentrated additive premix feed, feed, feed, concentrate supplement) for at least 1 mixing homogeneity of validation, fill out and save the mix uniform validation record.

Verify records should include the product name number, mixer, mixing time, testing methods, results, conclusion, test date, testing person and other information.

    Mixer fails to repair before put into production, mixing homogeneity of verification should be in accordance with the provisions of the preceding paragraph.

23rd enterprise production equipment and archives management system should be established, developing grinder, mixer, granulating machine, extruding machines, air compressors and other key equipment operation, fill out and save maintenance and repair records:

(A) the management system should provide for the purchase of production equipment and inspection, file management, operation, maintenance, spare parts management, maintenance, maintenance records and so on;

(B) the operating rules should provide that before starting the equipment ready, start with closed, steps, shutting down finishing operation, routine maintenance and so on;

(C) the maintenance records should include device name, device number, date of maintenance, maintenance, maintenance and other information;

(D) the maintenance records should include device name, device number, site maintenance, fault description, repair methods and results, date of repair, maintenance and other information;

    (E) critical equipment should be introduction "document" management, archive includes basic information (name, number, specifications, the manufacturer, contact information, date of installation, put into use date), manuals, procedures, maintenance, maintenance records, and so on.

24th enterprises should strictly enforce relevant national laws and regulations. 

    Production equipment, ancillary systems should be at normal status; special equipment such as boilers, pressure containers through security checks; measurement scales, weighbridge, pressure gauges and other measuring equipment should be regular verification or validation.

    The fourth chapter of products quality control

25th enterprises shall establish quality inspection system, fill out and save quality inspection records:

(A) quality inspection system should provide for the inspection point, inspection, inspection frequency, abnormal situation defines, disposition, disposition authority, inspection records and other information;

    (B) on-site quality inspection records should include inspection, inspections, exception description, disposition, disposition result, inspections, inspections and other information.

    26th Enterprise shall establish a test management system, personnel qualifications and responsibilities under inspection, test results, sample extraction and determination, inspection reports and audits, product quality inspection and issue of the certificate contents.

27th enterprises shall in accordance with quality standards inspection, fill out and save product inspection record; inspection records should include the product name or number, test items, test methods, calculation formula in the meaning of the symbols and values, test results, test date, testing person and other information.

    Products-factory check record retention period shall be not less than 2 years.

28th enterprises should be pulled from their products at least 5 weekly batches of product testing of the following main components:

(A) the vitamin premix: two or more vitamins;

(B) trace element premix feed: more than two kinds of trace elements;

(C) composite pre-mixed feed: more than two kinds of vitamins and trace elements in two or more;

(D) feed, feed, concentrate concentrate supplement: crude protein, ash, calcium, phosphorus.

    Principal component index records retained for periods of not less than 2 years.

29th Enterprise shall, depending on the equipment configuration, establish balance, high temperature furnace, oven, pH meters, spectrophotometers, high performance liquid chromatography, atomic absorption spectrophotometer such as equipment operation and archives, fill out and save the equipment records:

(A) the operating rules should provide that before starting the equipment ready, boot sequence, step, shutdown, shutdown order finishing, daily maintenance, use record content;

(B) the equipment records should include equipment name, model or sample number, date, name or number, test items, start time, end time, equipment operation status, the use of such information;

    (Iii) instruments and equipment should be introduction "document" management, archive includes the instrument table of basic information (name, serial number, model number, manufacturer, contact details, date of installation, use the date), instruction manual, purchase contracts, procedures, records and other information.

30th enterprises shall establish chemical and hazardous chemical management system, procurement, storage, use, processing, storage requirements, and so on.

Chemicals, hazardous chemicals and the use of test solutions should follow GB/T601, GB/T602, GB/T603 as well as the requirements of the test method standard.

    Enterprises should fill out and save out of dangerous chemicals storage records, record shall include the name, storage of dangerous chemicals and dates, quantity and date, custodians and other information.

31st enterprises shall annually choose 5 tests, take one or more of the following measures to test proficiency testing, to evaluate the results and preparing the evaluation report:

(A) inspection bodies with statutory qualification testing;

(B) through the purchase of standard or high-purity chemicals are examined;

(C) the different personnel and different instruments in the laboratory testing;

(D) to test the retained samples that had been tested;

    (E) the use of inspection quality control charts and other statistical methods to identify outliers.

Article 32nd product sample observation system should be established, for each batch of product samples to observe, fill out and save the sample observation:

(A) observation system should provide sample quantity, sample identification, storage environment, observation, observation of frequency, and abnormal situation defines, disposition, disposition permissions, expiration, sample handling, sample observation records and so on;

(B) the observation record shall include the name or lot number or serial number, production date, shelf date, observation, exception description, disposition, disposition date of results, observations, observing people, and so on.

    Sample storage time should be more than 1 month shelf life.

33rd article Enterprise shall establish a nonconforming product management system, fill out and save the disposition of nonconforming records:

(A) nonconforming product management system should provide for the nonconforming product definition, identification, storage, disposal and treatment permission, disposing of records and other information; 

    (B) nonconforming disposal records should include the nonconforming name, quantity, the unqualified reason, disposition, disposition results, disposition date, disposition and other information.

    The fifth chapter products storage and transportation

34th Enterprise shall set up a product warehouse management system, fill out and save the record:

(A) should provide the location of the warehouse management system planning, stacking, picking identification, inventory, environmental requirements, pest prevention, store security, storage records and so on;

(B) the record shall include the name, specifications or grade, production date, incoming number and date, quantity and date, inventory quantity, custodians and other information;

(C) should maintain a proper distance between the picking of different products;

    (D) the substandard products and expired product should be stored in isolation and have a clear identity.

    35th enterprise product before loading on the transport vehicle should be safety and health screening.

Article 36th with a can of car transport products should be special, and with car attached with the product label and product quality inspection certificate.

    Shipped a different product, the tank should be cleaned. 37th enterprises shall fill out and save the sales ledger.

Sales ledger should include the product name, quantity, date of manufacture, batch, quality inspection and purchase information, name and contact information such as, the date of sale. 

    Sales account expiration date shall be not less than 2 years.

    The sixth chapter product complaints and recalls

38th enterprises shall establish customer complaint handling system, fill out and save the customer complaint handling records:

(A) the complaint management system should provide for the admissibility of a complaint, processing, handling, complaint handling records and other information;

    (B) complaints complaint handling records should include dates, the complainant's name and address, product name, production date, subject, result, processing date, and other information.

39th Enterprise shall establish a national product recall system, fill out and save recall records:

(A) recalled product recall system should provide for the recall process, identifies and records storage, recall and so on;

(B) recall record shall include the product name, product recalls, recall information such as quantity, date of recall.

    Enterprise should be at least 1 time per year product recall simulation exercises, summary report of evaluation results and prepare the walkthrough simulation exercises. 40th enterprises shall feed management Department under the supervision of the recalled products are harmless or destroyed, fill out and save recall disposing of records. 

    Disposal disposal records should include the product name, number, disposition, disposition date, disposition, supervisors, and other information.

    Seventh chapter training, sanitation and record management

41st Enterprise shall set up a system of personnel training, annual training plans for staff at least 2 times a year feed quality and safety training, complete and maintain training records:

(A) personnel training system should provide for the scope of training, the training content, training methods, evaluation, evaluation, training records and other information;

    (B) training records should include target, content, teacher qualifications, dates, location, evaluation, examination results and other information.

    42nd plant sanitation shall conform to the relevant regulations of the State.

43rd Enterprise shall establish a records management system, providing record form preparation, format, number, approval, issuance, amendment, complete, archive, retention time, and so on. 

    Subject to this retention period specified in the specification of the records and other record-keeping period not less than 1 year.

    The eighth chapter supplementary articles 44th standard come into force July 1, 2015.
