Decision of the State Council of the People's Republic of China rules for the implementation of frontier health and quarantine law as follows: 99th article is revised as follows: "the health and quarantine organ should bar people with severe mental illness, infectious tuberculosis or other infectious diseases that may cause significant harm to public health of foreigners entering the country.

This decision shall come into force as of the date of.

People's Republic of China rules for the implementation of frontier health and quarantine law
(Approval of the State Council on February 10, 1989, released March 6, 1989 the Ministry of health under the State Council on April 24, 2010 modified People's Republic of China decision on the detailed rules for the implementation of frontier health and Quarantine Law Amendment) Chapter I General provisions
Article in accordance with the People's Republic of China on frontier health and quarantine law (hereinafter referred to as the frontier health and quarantine law) provides that these rules are formulated.
Article II, the frontier health and quarantine law and referred to in these rules:
"Identification" means the frontier health and quarantine offices (hereinafter referred to as the health and quarantine organ) implementation of medical and health checks.
"The infected person" means a person who is suffering from a quarantinable infectious disease, or preliminary diagnosis by the health and quarantine organ, thought to have been infected with diseases or who had diseases latency.
"Plague suspect" means a contact with quarantinable epidemic environment and may transmit quarantinable infectious diseases of people.
"Quarantine" means infected people detained in a designated premises, limiting their activities and treated until the risk of transmission of infectious diseases.
"Inspection" means a quarantinable epidemic suspect detained in a designated premises for examination and testing.
"On-site clinical check" means a person designated by the health and quarantine organ during to the nearest health and quarantine organs or other health units to accept examination and testing, or the health and quarantine organ, other health units to the person's residence, to examination and tests.
"Transportation equipment" means a cargo container.
"Treatment" means separation, check and medical measures such as on-site clinical check and health measures such as disinfection, deratization, disinfestation.
"The surveillance of communicable diseases" refers to the specific environment, population epidemiology, serology, etiology, clinical symptoms as well as other related influencing factors research, predict the occurrence, development and spread of communicable diseases.
"Health monitoring" refers to the implementation of the health law and hygienic standard of sanitary inspection, identification, evaluation and sampling.
"Vehicle" means any ship, aircraft, train or other vehicle.
"Border crossings" means international seaports, airports, railway stations, land frontiers and boundary rivers pass.
Article III the scope of the health and quarantine organ at the border port, is defined as a service at frontier ports of foreign-related hotels, restaurants, clubs, for inbound, outbound means of transport catering, service units and the entry and exit of persons, means of transport, containers, health surveillance and quarantine of goods, monitoring sites.

(B) specify certain items must be disinfected, disinsected and delivered by the foreign import or domestic;
(C) prohibition of certain goods from abroad or domestic shipping out; (D) specifying the first port of entry, landed at the airport.
Vessels and aircraft from foreign infected areas, except for distress or other special reasons, not the first port of entry, an airport quarantine, no access to other ports and airports. Article tenth entry and exit of container, goods, waste material and other goods in the Port of destination when the carrier, agent or owner must report to the health and quarantine organ and health and quarantine.
Coming from an infected area, and contaminated by infectious diseases and may transmit quarantinable infectious diseases or found of rodents which affect human health and insect vectors of container, goods, waste material and other items should be disinfection, deratization, deinsectization and other necessary sanitization.

The health and quarantine organ from epidemic or contaminated with infectious diseases of all kinds of food, beverage, aquatic products and other sanitary disposal or destruction, and issue the health certificate.
Customs release of sanitization certificate issued by the health and quarantine organ. 13th the health and quarantine organ shall implement sanitary and phytosanitary parcel post for health checks and necessary health treatment, the postal service should be compatible with.
Without the permission of the health and quarantine organ, the postal Department shall not ship the parcels.
14th health and quarantine orders, cards types, styles and approaches, by the health Administrative Department under the State Council.
Chapter II report of epidemic situation

(E) persons on entry or exit for vaccinations, health checks, medical services and international travel health advice and health promotion;
(F) the issue of health and quarantine documents;
(G) the epidemiological investigation, conduct scientific experiments;
(H) perform other work specified by the health Administrative Department under the State Council.
Article 20th frontier port health supervisors responsibility:
(A) the frontier port or parked at the border port of entry and exit conveyances for health surveillance and health promotion;
(B) the disinfection, deratization, disinfestation treatment of technical guidance;

Shipping received after the entry and quarantine certificates issued by the health and quarantine organ can be lowered and quarantine signal.
32nd shipping agent shall, before departure of an exit vessel, to inform the health and quarantine organ at the earliest opportunity the following matters:
(A) the name, nationality, date and time of scheduled to sail;
(B) the port of destination, the original send port;

(D) the type of goods.

Ship at the same port of entry, exit and quarantine is implemented, if no change in crew, passengers, crew and passenger list; there is a change, change lists of crew members and passengers. Article 33rd an exit vessel, the master shall produce to the health and quarantine organ deratization certificate or a deratization certificate and other relevant quarantine certificates.
Quarantine physician can advise the captain, the ship crew and passenger health and hygienic conditions on the ship asked, master, doctor on Board on the above inquiry should answer truthfully.
Article 34th for ship exit quarantine finished, quarantine doctor shall quarantine results immediately exit and quarantine certificates, if unable to sail as scheduled for sanitization shall promptly inform the maritime authority. 35th on the ship exit quarantine finished, except the pilot and licensed by the health and quarantine organ of the staff, and other persons on board is not allowed, not allowed to load and unload articles such as luggage, goods or postal parcels.

The fifth chapter aviation and quarantine

Article 38th aircraft subject to entry quarantine inspection, if diseases or suspected quarantinable infectious diseases found in the flight, or a non-accidental injury and death, and an unidentified, Commander of the aircraft shall immediately notify the air station at the airport, and to report to the health and quarantine organ of the following considerations:
(A) nationality, make, number and markings of the aircraft and scheduled arrival time;
(B) the departure station or through the site;
(C) the number of crew and passengers;
(D) name of disease or principal symptoms, number of cases and deaths. After 39th aircraft subject to entry quarantine inspection at the airport, quarantine physician on board first. 42nd air station of the implementation of the health and quarantine inspection shall be subject to exit before the aircraft took off, to submit to the health and quarantine organ at the earliest opportunity the General Declaration, a list of goods, and other related quarantine documents, and inform the following:
(A) nationality, make, number and markings of the aircraft and scheduled departure time;
(B) through the station, destination station;
(C) the number of crew and passengers.
Article 43rd on the exit of the aircraft after the inspection is completed, if there is no epidemic, quarantine doctor shall issue an exit permit or after the necessary health dealt, and then issue an exit card if the sanitization of aircraft could not take off as scheduled, shall promptly notify the air station.
Sixth chapter land border and quarantine

Seventh chapter sanitization
53rd sanitization, the staff of the health and quarantine organ must be aware of the following considerations:

(B) prevent damage to the structure and equipment of transport;
(C) prevention of fires;
(D) prevent damage to baggage and cargo.
54th exit or entry containers, luggage, goods or postal parcels and other goods requiring health treatment, carried out by the health and quarantine organ.
Inbound, outbound transport any of the following circumstances shall be carried out by the health and quarantine organ disinfection, deratization, deinsectization and other health treatment:
(A) from a quarantinable infectious disease is epidemic;
(B) being a quarantinable infectious disease contamination;
(C) revealing the presence of rodents which affect human health or disease vector insects, exceeded the national health standard.

(A) on the original port of sanitization or on the transport, the events of epidemiological significance needs further sanitization;
(B) implemented in other ports before arriving at the crossing of the sanitary disposal of no practical effect.
59th at the border port or transport found on rodents with unusual deaths or the cause is unknown, the heads of units at the border port or transport must be immediately reported to the health and quarantine organ, quickly identified, sanitization. (A) dead;
(B) fitted with ballast or goods or other things in the cabin, but these goods do not lure the rats, place and without prejudice to the implementation of rodent inspection.

67th validity of preventive inoculation are as follows: (A) yellow fever vaccine from the 10th day after vaccination, valid for 10 years.
If the last vaccinated less than 10 years and multiple cropping, multiple date, valid for 10 years;
(B) the validity of the vaccination, in accordance with the relevant provisions.
The eighth chapter a quarantinable infectious disease management
Section plague
68th plague incubation period for 6th.
Article 69th, aircraft on arrival, any of the following circumstances, contaminated with plague:
(A) on board a vessel or aircraft any plague case;
(B) the rodents found to have caught the plague on the vessel or aircraft;
(C) the ship had been boarded on 6th plague.
70th ship on arrival, any of the following circumstances, for suspected contaminated with the plague:
(A) no plague cases on the ship, but once on board 6th or less risk of plague;
(B) the rodents on Board have unnatural death, and the cause is unknown.
71st contaminated with the plague of the vessel or aircraft shall undergo sanitization:
(A) for infected people in isolation; (B) of deinsectization or plague suspect, and starting from the arrival, less than clinical examination or check on the spot of the 6th.
